Complaint against Chairman and Chief Executive as on December 15, 2009 of Haryana Khadi and Village Industries Board: Kindly refer to the order passed by the Chief Executive vide No. HRB/Admn/EA-l/4465 dated May 19, 2014 and forwarded to many places vide No. 4466 and 4467 read with the Board letter No. 8314-15 dated March 18, 2014 / Chief Secretary office letter No. 40/9/2006-4Pol dated July 15, 2013 / No. 22/132/2008-GSlll dated December 18, 2013 / No. 61/5/2011-2GSlll dated March 4, 2014 / Board No. HRB/Admn/8368 dated August 5, 2004 / No. HRB/Admn/ EA-l/5724-30 dated November 8, 2013 / No. HRB/Admn/EA-lll /24256 dated January 9, 1997 / Chief Secretary No. 60/4/97-S(l) dated July 2, 1998 / Chief Secretary No. 11/3/82-2GSll dated February 19, 1982 etc. and CE order dated October 5, 2006. Para iii of the "Crossing of Efficiency Bar" conveyed vide letter No. HRB/Admn/EA-l/4465 dated May 19, 2014 and forwarded to many places vide No. 4466 and 4467 reproduced below " At present 3 charge-sheets under rule-7 are pending against Sh. Naresh Kumar, Technical Supervisor (Leather) which were issued on 24-02-2010, 04-06-2013 and 05-06-2013. The case for crossing efficiency bar was reviewed and filed by the authority on 15-12-2009. Even, after this period the deficiency in the record has not been removed to the extent sufficient to warrant the removal of the efficiency bar. The ACRs for the period 2000-01 to 2013-14 have not been recorded". Where as the CE and Chairman of the Board failed to convey their orders dated 15-12-2009 to me, in fact it was illegal and anti employee order was passed and kept confidential not conveyed to the effected official, where as it was their official duties to convey, which prove their sick and anti official mentality, hence I protest against this order because there was no charge-sheet, no departmental inquiry was pending, as on 15-12-2009. It would be pertinent to mention here that recording of ACRs was the responsibility of the Chief Executive, as per time frame scheduled, issued by the Chief Secretary, where as pending ACRs were not reported to the Chief Secretary or other senior officers by the CE, as on 15-12-2009, where as Chief Secretary conveyed the Lokayukta observations vide office letter No. 40/9/2006-4Pol dated July 15, 2013, relevant portion reproduced "3- Timely reporting of the Annual Confidential Reports" - "In some cases it has come to notice of Lokayukta that the power to record the Annual Confidential Reports of their subordinates is misused by some public servants as a tool of harassment. In many cases the Annual Confidential Reports are not recorded in time which not only leads to a sword of uncertainty hanging on the head of such employees but sometimes also results in denial of promotion or a higher grade to them. It is, therefore, necessary that the persons responsible for submitting the Annual Confidential Reports of their subordinates should be held accountable for delaying any Annual Confidential Reports with out any plausible reasons. General Administration Department (General Services Branch-lll) is requested to issue fresh guidelines in this regard and prescribe penalty against the officers who do not write the ACRs with in stipulated period". It is clear enough to treat the said period, for which ACRs were not recorded by the responsible CE, blank NIL and to grant me all service benefits along with the promotion for the post of Development Officer (Leather), it is not justified that service benefits with held, on the lapses created on basis of accountable Chief Executive, which needs punishments, why Naresh Kadian suffering a lot along with family: EB may kindly be crossed, second and third ACP needs to granted along with all annual increments, with held illegally along with due promotion to DO (L) on seniority cum merit basis. DoPT may kindly see for appropriate orders against tainted Chairman and Chief Executive as on 15-12-2009.
