T he Chairman, UGCconstitutedanExpertCommittee tolookintothe issue of
pursuingmore thanone degree simultaneouslyfromthe same universityor
differentuniversities either throughdistance mode/part-time mode andawarding
of a jointdegree byIndianUniversities.
T he Committee consideredthe issue andinthe meetingheldon29. 10. 2012, the
Committee desiredthatthe minutes maybe senttothe Vice-Chancellor of all
universities toobtaintheir comments before takinga final decisioninthis regard.
Accordingly, a copyof the minutes containingthe recommendations of the
committee is enclosedalongwiththis letter. You are requestedtogive your
comments, if any, onthe recommendations within15 days soas toenable the
Committee totake a final view inthe matter.

Minutes of the meeting of the Committee to Consider the Issue of Pursuing
more than One Degree simultaneously and Joint Degree Programme.
Ameetingof the Committee toconsider the issue of pursuingmore thanone degree
simultaneouslyandjointdegrees was heldon29thO ctober, 2012 inthe UGCHead
O ffice.
Followingmembers were present:

Atthe outset, the Chairmanof the Committee welcomedall members andapprised
the members withthe issues tobe takenup.

T opursue more thanone degree programme simultaneously:
T he minutes of the earlier meetings heldon13. 05. 2011 and09. 07. 2012 were
perusedanddiscussedbythe Committee. T he changingscenarioof higher
educationinIndia andabroadalsocame infor discussion. T he members also
discussedthe pros andcons of allowingstudents topursue more thanone
degree simultaneously. After a detaileddeliberations, followingdecisions
were taken:
a)
Astudentenrolledina degree programme under regular mode maybe
allowedtopursue a maximumof one additional degree programme
simultaneouslyunder open/distance mode fromthe same or a
differentuniversity. However, twodegree programmes under regular
mode maynotbe allowedsimultaneouslyas itmaycreate logistic,
administrative andacademicproblems.
b)
Astudentpursuinga degree programme under regular mode maybe
allowedtopursue a maximumof one certificate/diploma/advanced
diploma/PGdiploma programme simultaneouslyeither inregular or
openanddistance mode inthe same universityor fromother
institutions.

2. JointDegree Programme:
T he issue of awardingJointDegree byuniversities withinIndia was also
discussedbythe Committee anditwas feltthatapparentlynothingprohibit
universities topermittheir students totake andcomplete a partof their
programme of studies fromanyother recogniseduniversities andtothis
extentthe jointdegree programme are notonlypermissible bythe UGCbut
alsoneeds tobe encouraged. Interesteduniversities maymake necessary
enablingordinances specifyingdetails andprocedures inthis regards and
maysignMemorandumof Understandingtoexecute the awardof joint
degrees.
Further, the Committee was of the opinionthatthe minutes maybe sentto
the Vice-Chancellor of all universities toobtaintheir comments before taking
a final decisioninthis regards.
