INTRODUCTION

As the second largest metropolitan area in the Philippines next to Manila, Metro Cebu,
has and continues to experience rapid socio-economic growth. With its rich cultural, religious,
historic, and natural heritage of the region combined with its highly educated and skilled citizens,
Metro Cebu continues and will continue to be a magnet for people, function and enterprise.
Metro Cebu consists of the seven cities of Carcar, Cebu, Danao, LapuLapu, Mandaue,
Naga, Talisay, and six municipalities of Compostela, Consolacion, Cordova, Liloan, Minglanilla,
and San Fernando. The current population of 2.5 million of Metro Cebu is anticipated to double
by 2050, and challenges of rapid growth and urbanization will be constrained by the resource and
infrastructure limitations. The major urban issues and challenges are transboundary in nature,
therefore, extend beyond the geopolitical boundaries. . Now, more than ever, it is necessary for
the 13 local governments, national government agencies, private sector, and civil society to come
together in a collective effort to collaborate and cooperate in adefining the future of Metro Cebu.

Leader)
Twenty-five years ago when Cebu experienced its Cebooom, we belatedly realized that one of
the major problems we faced in the development of Metro Cebu could not be solved by one city alone. It
needed the cooperation of other cities. Issues like the franchises of public transportation, sanitation or
drainage which cross political boundaries, needed to be address through a common body, which was
non-existent. I know what Im talking about as Ive been a private sector representative in the Regional
Development Council (RDC-7) for more than 20 years. (http://www.philstar.com/opinion/673170/cebu-

that there was a need for a Metro Cebu body following the lines of the MMDA or at least a unified
traffic body. (http://www.philstar.com/opinion/673170/cebu-creates-metro-cebu-coordinating-body)
It is always better to work together than work individually. It is always better to work together
than work individually. (Sec robredo)
