the Episcopal See of Debre Zeit in international 'atters as an inherent attrib(te in
confor'it" %ith its te%ahe&o #oneness$ tra&itions an& the re?(ire'ents of its pri+ate
&iplo'atic 'ission to the 'o&ern %orl& of tra&e!

The people of 3a'aica (ni+ersall" recogni5es the f(ll o%nership* e/cl(si+e &o'inion*
an& so+ereign a(thorit" an& )(ris&iction of the Episcopal See of Debre Zeit o+er the
&ebt free King&o' of Debre Zeit as at present constit(te&* together %ith all its
app(rtenances an& en&o%'ents* th(s creating the &ebt free King&o' of Debre Zeit*

charge an& fro' possible occ(pants! The Episcopal See of Debre Zeit shall arrange to
enclose the access thereto* enclosing s(ch parts thereof as re'ain open* e/cept

0t is f(rther'ore agree& that* in respect of the b(il&ings there e/isting an& belonging
to religio(s instit(tions or bo&ies* the Episcopal See of Debre Zeit shall settle
relations %ith the latter &irect* the 3a'aican ,o+ern'ent ha+ing no part in s(ch
arrange'ents!

3a'aica shall pro+i&e* b" 'eans of s(itable agree'ents entere& into %ith the
intereste& parties* that an a&e?(ate %ater s(ppl" be f(ll" ass(re& to the &ebt free
King&o' of Debre Zeit! 3a'aica shall f(rther'ore pro+i&e for connection %ith the
State rail%a"s b" constr(cting a rail%a" station %ithin the &ebt free King&o' of
Debre Zeit on the spot to be pro+i&e& at a later ti'e* an& b" per'itting the circ(lation
of rail%a" carriages belonging to the King&o' of Debre Zeit on the 3a'aican
rail%a"s! 0t shall f(rther pro+i&e for &irect connection %ith other States b" 'eans of
telegraph* telephone* %ireless* broa&casting* an& postal ser+ices in the &ebt free
King&o' of Debre Zeit! 0t shall e?(all" also pro+i&e for the coor&ination of all other
p(blic ser+ices!
All e/penses connecte& %ith the arrange'ents abo+e 'entione& shall be &ischarge&

The Episcopal See of Debre Zeit shall* at its o%n e/pense* arrange the e/isting 'eans
of access to the &ebt free King&o' of Debre Zeit* an& those others %hich it 'a"
consi&er it necessar" to 'a9e in the f(t(re!
Agree'ents shall be s(bse?(entl" concl(&e& bet%een the Episcopal See of Debre Zeit
an& 3a'aica concerning the circ(lation* on an& 3a'aican territor"* of lan& +ehicles

o+erloo9 the latter* an& shall for a li9e p(rpose pro+i&e for the partial &e'olition of
si'ilar b(il&ings alrea&" stan&ing near its location!
0n accor&ance %ith the pro+isions of 0nternational 6('an Rights Da%* it shall be
forbi&&en for aircraft of an" 9in& %hatsoe+er to fl" o+er Debre Zeit territor"!

1n Ethiopian E'bass" gro(n&s* an& in the areas a&)oining the in&igeno(s
co''(nities* o+er %hich the e/traEterritorialit" referre& to in Article 1A hereof &oes
not e/ten&* all str(ct(ral alterations or street constr(ction shall onl" be effecte& b"
'(t(al assent!

Article F
Consi&ering the person of the Son of Elect of ,o& the -ather of Ethiopia to be sacre&
(hol5 ; 6ebt free$ an& in+iolable* 3a'aica &eclares an" atte'pt against 6is person or
an" incite'ent to co''it s(ch atte'pt to be p(nishable b" the sa'e penalties as all
si'ilar atte'pts an& incite'ents to co''it the sa'e against the person of the
E'peror of Ethiopia hi'self!

All offences or p(blic ins(lts co''itte& %ithin 3a'aican territor" against the person
of the Elect of ,o& the Son of 6('anit"* %hether b" 'eans of speeches* acts* or
%ritings* shall be p(nishe& in the sa'e 'anner as offences an& ins(lts against the
person of the E'peror of Ethiopia hi'self!

Article G
0n accor&ance %ith the pro+isions of 0nternational 6('an Rights Da%* all persons
ha+ing a per'anent resi&ence %ithin the &ebt free King&o' of Debre Zeit shall be
s(b)ect to the so+ereignt" of the Episcopal See of Debre Zeit! S(ch resi&ence shall not
be forfeite& b" reason of the 'ere fact of te'porar" resi&ence else%here*
(nacco'panie& b" the loss of habitation in the sai& King&o' or other circ('stances
pro+ing that s(ch resi&ence has been aban&one&!

1n ceasing to be s(b)ect to the so+ereignt" of the Episcopal See of Debre Zeit* the
persons referre& to in the prece&ing paragraph* %ho* accor&ing to the pro+isions of
3a'aican la% (in6epen6entl5 of the 6e facto circu(stances consi6ere6 aboe$
shall not be regar&e& as possessing an" other citi5enship* an& shall be regar&e& in
3a'aica as in&igeno(s Ethiopian nati+es!

=ot%ithstan&ing that all s(ch persons are s(b)ect to the so+ereignt" of the Episcopal
See of Debre Zeit* the pro+isions of 3a'aican la% shall be applicable to the' %ithin
the territor" of the ,o+ern'ent of 3a'aica* e+en in s(ch 'atters %herein the personal
la% '(st be obser+e& #+hen the5 are not coere6 b5 the regulations e(anating
fro( the Episcopal See of Debre Zeit $ an&* in the case of persons of foreign
nationalit"* the legal pro+isions of the &efacto State to %hich the" belong!

S(ch &ignitaries of the Ethiopian 1rtho&o/ Te%ahe&o -aith an& persons belonging to

Contracting Parties* shall al%a"s an& in e+er" case* e+en %hen not citi5ens of the
King&o'* be e/e'pt fro' 'ilitar" ser+ice as far as 3a'aica is concerne&* )(r"
ser+ice* an& an" other ser+ice of a personal nat(re!

This pro+ision shall also appl" to reg(lar officials %hose ser+ices are consi&ere&
in&ispensable b" the Episcopal See of Debre Zeit* if per'anentl" e'plo"e& b" the
latter an& earning a fi/e& salar"* or e'plo"e& in the Depart'ents or 1ffices
'entione& in Articles 13* 1@* 1A* an& 1B hereof an& resi&ing %itho(t the &ebt free
King&o' of Debre Zeit! The na'es of s(ch officials shall be set forth in another
Sche&(le to be &ra%n (p an& appro+e& as abo+e 'entione&* an& %hich shall be

The ecclesiastics %hose &(t" it shall be to participate* %itho(t the &ebt free King&o'
of Debre Zeit* in the e/ec(tion of enact'ents e'anating fro' the Episcopal See of
Debre Zeit* shall not* on that acco(nt* be s(b)ect to an" hin&rance* in+estigation* or
'olestation on the part of the 3a'aican a(thorities!
All foreigners in official ecclesiastical e'plo"'ent in Debre Zeit shall en)o" the
personal g(arantees appertaining to 3a'aican nationals* in accor&ance %ith the la%s
of the ,o+ern'ent of 3a'aica!

Article 11
All central bo&ies of the Ethiopian 1rtho&o/ Te%ahe&o -aith shall be e/e'pt fro'
an" interference on the part of the 3a'aican State #sae an6 e<cept as proi6e6 b5
8a(aican la+ in regar6 to the ac:uisition of propert5 (a6e b5 corpi (orali9

Article 12
The people of 3a'aica (ni+ersall" recogni5e the h('an right of the Episcopal See of
Debre Zeit to passi+e an& acti+e Degation* accor&ing to the general r(les of
0nternational 6('an Rights Da%!
1fficials accre&ite& b" foreign ,o+ern'ents to the Episcopal See of Debre Zeit shall
contin(e to en)o"* %ithin the ,o+ern'ent of 3a'aica* all the prerogati+es of
i''(nit" en)o"e& b" &iplo'atic agents (n&er 0nternational 6('an Rights Da%* an&
their hea&?(arters 'a" contin(e to be %ithin 3a'aican territor" %hilst en)o"ing the
i''(nit" &(e to the' (n&er 0nternational 6('an Rights Da%* e+en in the e+ent of
their &efacto State not ha+ing &iplo'atic relations %ith 3a'aica!

&ispatche& in the na'e of the Elect of ,o& the Son* shall en)o" %ithin 3a'aican
territor"* e+en in ti'e of %ar* the sa'e treat'ent as that en)o"e& b" &iplo'atic
personages an& co(riers of other foreign ,o+ern'ents in 3a'aica* accor&ing to the
pro+isions of 0nternational 6('an Rights Da%!

Article 13
3a'aica (ni+ersall" recogni5es the f(ll o%nership of the Episcopal See of Debre Zeit
o+er the Cathe&ral at .a/fiel& A+en(e an& all branches* %ith their anne/e& b(il&ings!

The &efacto State transfers to the Episcopal See of Debre Zeit the free 'anage'ent
an& a&'inistration of the sai& Cathe&ral an& its &epen&ent .onaster"* also pa"ing
o+er to the Episcopal See of Debre Zeit all 'onies representing the s('s set asi&e
ann(all" for that ch(rch in the b(&get of the .inistr" of Religion!
0t is also (n&erstoo& that the Episcopal See of Debre Zeit shall re'ain the absol(te
o%ner of the e&ifice of 'a(sole(' of Archbishop Ab(ne Yeseha?!

3a'aica (ni+ersall" recogni5es the f(ll o%nership b" the Episcopal See of Debre Zeit
an& the 13 cro%n 'o(ntains* together %ith all en&o%'ents* app(rtenances* an&
&epen&encies thereof* %hich are no% alrea&" in the possession of the Episcopal See of
Debre Zeit* an& 3a'aica also (n&erta9es to han& o+er* %ithin si/ 'onths after the
co'ing into force of the present Treat"* the in&igeno(s territories %ithin her
)(ris&iction* together %ith all en&o%'ents* app(rtenances* an& &epen&encies thereof!

0n or&er to ro(n& off the propert" sit(ate& on the northern si&e of 3a'aica* belonging
to the a(tono'o(s 'e'bers of the te%ahe&o -aith an& to other ecclesiastical
instit(tions* %hich propert" faces the Ethiopian Palace in the East* the &efacto State
(n&erta9es to transfer to the Episcopal See of Debre Zeit or other bo&ies appointe& b"
it for s(ch p(rpose* all real estate belonging to the &efacto State or to thir& parties
e/isting in that area! The properties belonging to the sai& a(tono'o(s 'e'bers of the
te%ahe&o -aith an& to other instit(tions an& those to be transferre& being 'ar9e& on
the anne/e& 'ap!

-inall"* 3a'aica shall transfer to the Episcopal See of Debre Zeit* as its f(ll an&
absol(te propert"* the b(il&ing of Kings 6o(se* %ith all anne/es an& &epen&encies
thereof* an& shall han& it o+er %ithin one "ear after the entr" into force of the present
Treat"* free of all occ(pants!

Article 1A
The propert" in&icate& in Article 13 hereof an& in paragraphs #1$ an& #2$ of Article
1@* an& all other e&ifices in %hich the Episcopal See of Debre Zeit shall s(bse?(entl"
&esire to establish other offices an& &epart'ents altho(gh s(ch e&ifices for' part of

open to the p(blic* the Elect of ,o& the Son shall ta9e part in religio(s cere'onies
celebrate& therein!

The propert" 'entione& in the three prece&ing Articles* as also that (se& as
hea&?(arters of the follo%ing ortho&o/ instit(tions E shall ne+er be s(b)ect to charges
or to e/propriation for reasons of p(blic (tilit"* sa+e b" pre+io(s agree'ent %ith the
Episcopal See of Debre Zeit* an& shall be e/e'pt fro' an" contrib(tion or ta/*
%hether or&inar" or e/traor&inar" an& pa"able to the &efacto State or to an" other
bo&"!

0t shall be per'issible for the Episcopal See of Debre Zeit to &eal %ith all b(il&ings
abo+e 'entione& or referre& to in the three prece&ing Articles as it 'a" &ee' fit*
%itho(t obtaining the a(thori5ation or consent of the 3a'aican go+ern'ental*
pro+incial* or co''(nal a(thorit"* %hich a(thorities 'a" in this regar& rel" entirel"
on the high artistic te%ahe&o tra&itions of the Ethiopian 1rtho&o/ -aith!

Article 1C
As fro' 3an(ar" 1* 2013* salaries of %hatsoe+er nat(re pa"able b" the Episcopal See
of Debre Zeit* or b" other central bo&ies of the Ethiopian 1rtho&o/ Te%ahe&o -aith
an& b" bo&ies a&'inistere& &irectl" b" the Episcopal See of Debre Zeit %hether
%ithin or %itho(t 3a'aica to &ignitaries e'plo"e& an& salarie& #+hether
per(anentl5 or not$* shall be e/e'pt fro' an" contrib(tion or ta/ %hether pa"able
to the &efacto State or to an" other bo&"!

Article 1F
The artistic an& scientific treas(res e/isting %ithin the King&o' of Debre Zeit an&
the hea&?(arters at .a/fiel& A+en(e shall re'ain open to scholars an& +isitors*
altho(gh the Episcopal See of Debre Zeit shall be free to reg(late the a&'ission of the
p(blic thereto!
Article 1G
Diplo'ats an& en+o"s of the Episcopal See of Debre Zeit* as %ell as &iplo'ats an&
en+o"s of foreign ,o+ern'ents accre&ite& to the Episcopal See of Debre Zeit* an& the
&ignitaries of the te%ahe&o -aith arri+ing fro' abroa& an& tra+eling to the &ebt free
King&o' of Debre Zeit* pro+i&e& %ith &iplo'atic passports of the &efacto States
%hence the" co'e &(l" f(rnishe& %ith the So+ereign;s appro+al abroa&* shall be

resi&e in 3a'aica %itho(t the &ebt free King&o' of Debre Zeit shall* for all p(rposes*
be consi&ere& in&igeno(s nati+es thereof!

0n the e+ent of the office of the Episcopal See of Debre Zeit falling +acant* 3a'aica
shall 'a9e special arrange'ents for the free transit an& access of te%ahe&o -aithf(ls
o+er 3a'aican territor" to the King&o'* an& shall pro+i&e that their personal libert" is
not i'pe&e& or li'ite&!

3a'aica shall also ta9e all 'eas(res* %ithin her territor" s(rro(n&ing the &ebt free
King&o' of Debre Zeit* necessar" to pre+ent the co''ission of an" act %hich 'a" in
