concerning freedom of association and 'rotection of the right to
organise3 7hich is the seventh item on the agenda of the session6
Considering that the Pream)$e to the Constit(tion of the 1nternationa$
2a)o(r Organisation dec$ares 8recognition of the 'rinci'$e of freedom of
association8 to )e a means of im'roving conditions of $a)o(r and of
esta)$ishing 'eace6
Considering that the Dec$aration of Phi$ade$'hia reaffirms that 8freedom
of e9'ression and of association are essentia$ to s(stained 'rogress86
Considering that the 1nternationa$ 2a)o(r Conference3 at its /hirtieth
%ession3 (nanimo(s$, ado'ted the 'rinci'$es 7hich sho($d form the )asis
for internationa$ reg($ation6
Considering that the 0enera$ Assem)$, of the -nited Nations3 at its
%econd %ession3 endorsed these 'rinci'$es and re:(ested the
1nternationa$ 2a)o(r Organisation to contin(e ever, effort in order that
it ma, )e 'ossi)$e to ado't one or severa$ internationa$ Conventions6
ado'ts this ninth da, of 5($, of the ,ear one tho(sand nine h(ndred and

concerned3 to *oin organisations of their o7n choosing 7itho(t 'revio(s

their constit(tions and r($es3 to e$ect their re'resentatives in f($$
freedom3 to organise their administration and activities and to

1! /he e9tent to 7hich the g(arantees 'rovided for in this Convention
sha$$ a''$, to the armed forces and the 'o$ice sha$$ )e determined ),
nationa$ $a7s or reg($ations!
>! 1n accordance 7ith the 'rinci'$e set forth in 'aragra'h # of Artic$e
19 of the Constit(tion of the 1nternationa$ 2a)o(r Organisation the
ratification of this Convention ), an, <em)er sha$$ not )e deemed to
affect an, e9isting $a73 a7ard3 c(stom or agreement in virt(e of 7hich
mem)ers of the armed forces or the 'o$ice en*o, an, right g(aranteed ),
this Convention!

1n this Convention the term organisation means an, organisation of
7or=ers or of em'$o,ers for f(rthering and defending the interests of
7or=ers or of em'$o,ers!

1!1n res'ect of the territories referred to in Artic$e & of the
Constit(tion of the 1nternationa$ 2a)o(r Organisation as amended ), the
Constit(tion of the 1nternationa$ 2a)o(r Organisation 1nstr(ment of
Amendment 194A3 other than the territories referred to in 'aragra'hs 4
and of the said artic$e as so amended3 each <em)er of the Organisation
7hich ratifies this Convention sha$$ comm(nicate to the Director.0enera$
of the 1nternationa$ 2a)o(r Office 7ith or as soon as 'ossi)$e after its
ratification a dec$aration stating:

desira)i$it, of '$acing on the agenda of the Conference the :(estion of
its revision in 7ho$e or in 'art!

in 7ho$e or in 'art3 then3 (n$ess the ne7 Convention other7ise 'rovides:
a" the ratification ), a <em)er of the ne7 revising Convention sha$$

not7ithstanding the 'rovisions of Artic$e 1A a)ove3 if and 7hen the ne7
