In Spore, will the

preservation of
cultural sites always
lose out to
development ?
Planning Exercise for General Paper Essay
MULTIPLE REQUIREMENTS
(ABSOLUTE WORD + TIME FACTOR + COMPARISON + LIMITED
TOPIC + SG ONLY)

CLARIFY :
Preservation to retain completely or
partially
Will always look at the past and
present and assess explicitly what the future
could be like
There is an assumption that preservation
is currently losing out to development
already
Development economic, infrastructural,
technological etc.

Possible Points (1)
Those who say that Singapore will always put
development ahead of the preservation of
cultural sites argue that :
1. More people in the future, esp. in light of
ageing population >>> more need for land for
homes, amenities, infrastructure etc.
2. Economic growth >>> it can be projected that
the central business district will have to grow
>>> limited space in Sg means more building
upwards as outwards
Possible Points (2)
Those who say that Singapore will always put
development ahead of the preservation of
cultural sites argue that :
3. Peoples thinking, preferences and aspirations
change over time >>> do not see the value or
significance of cultural sites
4. OR losing cultural sites need not mean a total loss
of culture >>> so it seems alright to lose some
5. Tourism may add interest to cultural sites in the
future, as it does today >>> but the original
significance of the place is lost
Possible Points (A)
Those who say that the preservation of cultural
sites will not always lose out to development
argue that :
1. Cultural sites will continue to strengthen the Sg
identity >>> not be just like any other global city
(use e.g. of sites in the CBD)
2. Connect people with their predecessors as well
as the values of the past
3. Saturated development in the future >>> this
could mean more preservation
Possible Points (B)
Those who say that the preservation of
cultural sites will not always lose out to
development argue that :
4. Depends on how effectively people can lobby
for preservation (use Bukit Brown e.g.)
5. Depends on the criteria set to determine
which places get preserved, and which ones
have to go >>> e.g. Are they in the way of
development that is regarded as necessary ?
(use National Library e.g.)
Possible Points (C)
Those who say that the preservation
of cultural sites will not always lose
out to development argue that :
6. Depends on how far preservation
efforts that incorporate elements of
modernity (design, technology) can
retain the original significance of
cultural site (use National Museum
e.g. & compare with CHIJMES)
Thesis Statement
It is unlikely that all cultural sites will make way
for development, even in the future. Some will
be carefully chosen for preservation because
these sites are the most public representations
of the cultures that make up this nation. Their
presence alone has the effect of, firstly, binding
society with the understanding that Singapore
has a rich history of racial and religious
harmony and, secondly, projecting that
harmony to everyone at home and abroad.
