0 LEAGUE OVERVIEW]
Welcome to TFFL, the Texas Forever Football League. This is a 12-team league that was formed in 2014
by two prestigiously powerful owners who live in New Jersey and Boston. This league is considered a
money league, and all owners are expected to pay their league fee before the draft begins. This league is
designed to be a competition between owners, but it not a cut-throat league where anything goes. The
rules described below are designed to act as a guideline for overall league play, and any disputes will be
handled by the executive committee of the league. Please remember that the overall goal of this league is
to have fun and enjoy the game of football. If you have any question or concerns, please do not hesitate
to ask. Clear Eyes, Full Hearts, Cant Lose.
[1.1 Executive Committee]
The executive committee for TFFL for 2014 consists of:

The executive committee will be responsible for resolving all disputes that are not expressly covered by
this constitution. If a committee member is involved in the dispute, that member will excuse themselves
from the decision process. While all owners are encouraged to submit suggestions to the committee, the
committee's decision on all matters is final.
[1.2 Living Constitution]
It is important to note that this is a living, breathing constitution that will change and evolve over the
lifetime of this league. Changes will happen between seasons as often as possible and will be effective
from that point moving forward. If you have suggestions for changes, please submit them to one of the
executive committee members.
[2.0 LEAGUE FINANCING]
The league fee for TFFL will be charged to each team owner, payable to either co-commissioner on or
before the night of the draft. If a team owner does not have the appropriate entry fee, the executive
committee may make other arrangements for payment before the season starts at their discretion.
[2.1 League Fee]
The TFFL league fee for the 2014 season will be $125 from each owner. This amount is subject to
change, based on individual owners preference on the stakes. Keep in mind this is a very competitive
league that spans months of research and gaming. This fee is due on or before the draft. We strongly
encourage that everyone pays their entry fee before the night of the draft. Owners who do not pay their
fee will have their balance deducted from any prize money that they win and will be forced to pay any
outstanding balance before the start of the following season or they will not be invited back.
[2.2 Prize Money]
League prize money will be paid out within seven days of the completion of the TFFL Super Bowl. Money
will be held in a Paypal account owned by a co-commissioner and will be paid out in the following
manner:
League Champion receives $1000
League Runner-Up receives $250
League Third Place receives $125
First Place Regular Season receives $125
[3.0 LEAGUE SETUP AND COMPETITION]
The TFFL will consist of 12 different teams. The schedule will be randomly generated, with each team
playing every other team at least once in head-to-head match-up.
[3.1 Playoffs]
After the completion of the regular season, six teams will make the playoffs. The top two regular season
teams earn a bye. In Week 14, the four wildcard teams will play. The winners from Week 14 will play the
bye teams in Week 15. The winner of each semi-final will play each other in the TFFL Super Bowl during
Week 16 of the NFL.
[4.0 ROSTERS AND LINEUPS]
Rosters in TFFL consist of 20 active players from any NFL team. There are no position limits, and owners
are free to have as many players from any position as they like. Only players from the active roster may
be used as part of a team's starting lineup. There are also two Injured Reserve (IR) spots where owners
may designate players who are not active, but still available for protection for next season. This way,
owners dont get fucked when Gronk tears his ACL or Julio Jones breaks his foot.
[4.1 The Auction Draft]
The commissioner will designate a draft night each season. Owners are expected to attend the draft
online, and must have all league fees paid before the draft. The draft is auction based, with each owner
beginning with a budget of $250. During the draft, teams take turns nominating in a circular order (e.g. 1-
12, 1-12, 1-12, etc.). A player auction begins once a nominating team places an opening bid on a
selected player. Team managers may bid whatever amount they feel a particular player is worth. When a
single high bid remains, the player is awarded to the winning team and the bid amount is deducted from
the team managers funds. This process repeats until every team's roster is completely filled.
You may bid from $1 up to your remaining budget on a player, minus the number of open roster positions
you have to fill for your team. Example: You have $150 remaining in your budget and 12 roster spots to
fill. You can bid up to $139 on the next player on the auction block ($150 - $11, which allows you to enter
$1 bids to fill your final 11 spots).

If you have money left over after an Auction Draft, it will not be added to your FAAB (Free Agent
Acquisition Budget). There is NO advantage to holding on to money after the draft.


[4.2 Free Agency]
Free Agency will be conducted on a first come, first served basis. Owners may add or drop unlimited
players from their active rosters each week.
The TFFLs default waiver system is Free Agent Acquisition Budgets (FAAB). In a Free Agents
Acquisition Budgets (FAAB) waivers system, each manager receives a dollar amount to place
blind bids on players that are on waivers. The manager with the highest bid at the end of the waiver
period claims that player and that bid amount is deducted from the team's acquisition budget.
FAAB Rules
The FAAB does not apply to free-agent pickups. All free agents can be picked up on a first-come, first-
serve basis, without bids.
Bids are hidden to other managers until a player clears waivers. The winning bid will display in the
Transaction log.
Players with multiple bids placed on them will display under "FAAB Bids" on a league's Transactions
log. If only one owner bid on a player, that transaction will not display under "FAAB Bids."
The FAAB system charges you the exact amount you bid if your bid is successful. It will never
automatically adjust your bid to beat any other bids by $1.
The default FAAB budget for teams is $100.
You can submit $0 bids, and if no one else bids more, you will be able to claim that player.
There isn't an option to force managers to make a minimum bid amount.

FAAB tiebreakers
If multiple managers place an equal bid on a player, the tiebreaker option is Reverse order of
standings. Waiver claims are processed in reverse order of standings and successful claims do not
affect waiver priority list.

[4.3 Trades]
Trading is allowed and encouraged in TFFL, and may be conducted between any owner. Trades may
include multiple players from any position. The trade deadline is TBD.
[4.3.1 Trade Veto]
The executive committee reserves the right to reverse any trade that they deem inconsistent with league
competition and fair-play standards. This veto will only be invoked in extreme cases where it is obvious
that one owner is trying to give another owner an unfair advantage. The owners in question may offer
reasons why the trade should be allowed, but the decision of the executive committee is final once it has
been rendered. If the trade involves a committee member, they may offer reasons for the trade to be
allowed will not have a say in the final committee decision.
[4.4 Starting Lineups]
Starting lineups in TFFL will consist as follows:
1 quarterback
2 running backs
3 wide receivers
1 tight end
2 flex (running back, wide receiver, or tight end)
1 place kicker
1 defense / special teams
Owners must submit their starting lineup each week, even if the lineup does not change from the previous
week. Players may be added or removed from the starting lineup up until the start of the first NFL game.
On weeks where the NFL has a Thursday game, owners may make changes to their lineups up to the
start of the second NFL game, but may not change a player that has already played. For example, If you
started your quarterback on Thursday night and he has a bad game, you cannot switch him out for a
quarterback who has not played. Also, if you did not start a wide receiver who played on Thursday night
and he scored three touchdowns, you cannot add him to your lineup on Friday. Once the Thursday game
begins, players from that game may not be started or benched.
[4.4 Bye-week Penalties]
Any owner who starts a player that is on a bye week, regardless of intention, the owner will be fined a
$20.00 transaction fee and be forced to drop that player from their active roster. The penalty will be added
to the pot and distributed with that money at the end of the season. The player will become a free agent
and will be eligible to be added to any roster, including the original owner, during the normal free agent
policy. It is each owner's responsibility to submit a valid lineup each week and no exceptions will be
made.
[4.5 Anti-Tanking Provision]
TFFL is a competitive league, created for the league owners to have fun playing fantasy football. While
the competition may be fierce, this is not considered a cut-throat league. In the spirit of competition and
league fairness, owners are not allowed to intentionally create a legal starting lineup that gives the
opposing team a clear advantage. The executive committee reserves the right to step in and adjust the
starting lineup of a team that is clearly trying to intentionally lose a game. If the executive committee must
adjust a team's lineup in two consecutive weeks or for three or more weeks in any one season, the team
will be considered inactive and the executive committee may assume ownership of the team as detailed
in the active ownership requirements section.
[5.0 SCORING SYSTEM AND ROSTER SETTINGS]

[5.1 Roster Settings]

[5.2 Scoring]
Scoring in TFFL will be computed to two decimal places. This will allow points to be awarded or deducted
for every positive or negative yard and will dramatically reduce the chance of a tie game. Players are
awarded fantasy points for each week that they are included in the team's starting lineup. Players may
only start at one position in any given week and will only be awarded points as described below.

[6.0 KEEPER RULES]

Owners are permitted to keep up to $100 (out of $250) dollars worth of players each year going into next
years draft. Owners may keep an unlimited amount of players whose combined value equals $100 or
less.
Example: 10 players can be kept at $10 each, 2 players kept at $50 each, 4 players kept at $25 each, etc.

If keepers are less than $100, the remaining balance is added to the respective owners draft day budget
to total $250.
Example: If $90 is spent on keepers, then the draft day budget is $160, etc.

Players who are newly drafted during the current year play that entire year out under their drafted salary,
whether they are dropped, traded, or kept on the same team. Any player who re-enters the draft begins a
new four year potential keeper cycle. Players are allowed to be kept for a maximum of 4 years based on
the following schedule:
For Year 2, players will be eligible to be kept at their drafted price from Year 1.
For Year 3, an escalator of $10 will be charged and added to that players salary.
For Year 4, an escalator of $15 will be charged and added to that players salary.
After Year 4, any player that has been kept 4 simultaneous years will be ineligible to be kept and
put back in the draft pool.
Example: Johnny Manziel is drafted for $3 in 2014 and is kept through 2017. Below would reflect his
keeper prices for the 4 years he is eligible to be kept:

The Sneaky McGee Rule:
A) any undrafted player that is picked up from Free Agency prior to the October 28th deadline
(the end of Week 8) will be charged a keeper salary of $1 and
B) any undrafted player that is picked up from Free Agency after the October 28th deadline will
be charged a keeper salary of $10.
Examples:
A) In 2011, if Victor Cruz was picked up after his Week 3 game against Philly, he would have
been charged the following keeper schedule if kept thereafter: 2011: $1 (Current Year), 2012: $1,
2013: $11, 2014: $26. After which Cruz would have been returned to the draft for the next year.
B) If last year a savvy owner picked up Jeremy Maclin in Week 14 to stash for the following year,
he would have been charged the following keeper schedule: 2014: $10 (Current Year), 2015:
$10, 2016, $20, 2017: $35

[7.0 OFFSEASON ACTIVITIES]
Owners are strongly encouraged to maintain their current contact information as part of the league
software. Please make sure to include your name, phone number and email address in the event that we
need to reach you during the off season. You should expect to be contacted each July with information
about next year's draft.
