I CHAPTER 1: INTRODUCTION

Objectives

The objective of preparing this document is basically to produce conceptual plans for the Town Center of Banting, Kuala Langat. The objectives identified are as follows:

1- To develop an understading of how the data obtained from a siteanalysis can assist in the formulation 0 f concepts for future development.

2- To expose and enhance the ability to critically reasearch similar case studies in order to comeout with ideas that can be incoorporated into the planning on a town center.

3- To build the ability to produce a document that is comprehensive while aesthetically pleasing and understandable for the user.

I CHAPTER 2: SITE BACKGROUND: HISTORY

Banting, the and local growth center in Kuala Langat is located strategically in close proximity with Klang, KLlA, Sepang,Jugra and Morib. With an area of 764.8acres and a population of approximately 23,000 (NPP 2005) in the town center, the area has landuse

activity dedicated to residential, commercial, industrial, public facilities, amenities and open space.

The town is linked with the Federal Road (FT005) Jalan Sultan Abdul Samad, which connects Banting to Klang, Telok Datok, Jugra and

ivk)rib. The town is also known for its history in textile trading and relationship with the Langat River and the historical town of Jugra in the late 1870s. Banting, therefore shows several buildings with architectural styles that reflect the development since the 1800s.

has connections with the historical town of Jugra, and had once been noted for textile trading, lacks any reflection of these relationships it has inherited. the town lacks its own identity and simply portrays a typical town with barely any importance given to its heritage and historical significance within the region.

The accessibility within the town of Banting is very low, thus reducing the permeability in the area for vehicles and people alike.

The lack of provision of pedestrian routes to and within residential areas from the core town center poses as a challenge as it will impact the economic viability within the town and the overall sense of community in the town.

Banting faces several environmetal problems which need proper action inorder to reduce the health risks it may within the

The water of Langat River wnicn runs adjacent to the town of Banting is identified as polluted at a level 3 scale which denotes that the water needs proper treatment before it can be used for any domestic or recreational purposes.

Adding to this, the federal route Jalan Sultan Abdul Samad is also identified as a heavy traffic route with noise levels exceeding 60dB during the night, exceeding the standards given for such areas.

I CHAPTER 2: SITE BACKGROUND: POTENTIALS

Regardless of several issues pertaining to the existing town center of Banting in terms of its image, identity and lack of connectivity within landuses in the area, Banting has several factors that make it potential to be developed into a memorable, practical and legible place.

The Langat River, along the eastern side of the town center is one major area that contributes to this. This riverfront area, although polluted and unused at the moment, can be a great asset in the future with proper river treatmenet and planning.

Banting's relationship with the historical town of Jugra and the architectural styles of buildings in the area that reflect its history are

Talso factors that contribute to its potential to be developed with emphasis on its heritage value.

The federal route Jalan Sultan Abdul Samad that connects Banting with several nodal urban areas is also identified as a potential as it can be incooperated into the planning of this town center to attract visitors to stop in Banting, rather than just use the bypass along the entrance of Banting that leads to Morib.

All these factors are considered as potential elements that can make Banting Town center more livable than it is today.

town and to create places within to give a real sense of identity to the place. Banting is such a town experiencing similar circumstances in terms of its character and image. As a town closely related to the history of Jugra and one that plays a notable

Several strategies are required to achieve this objective fully. These strategies are both short term and long term and will ensure that appropriate development projects for the town -

Places that grow true to their locality are likely to be enjoyable, economically viable and distinct in its own character.

As towns develop and expand, their character and identity is often lost among the rising buildings, forgotten parks and rushing traffic, unless potential measures are taken to reinforce the local character of the

This objective therefore concentrates on ensuring that the town center of Banting regains its inherited character from its neighbouring town Jugra, and establish a unique image of its own thus creating a sense of identity for the

In Banting, though there are a few nodes that contribute to creating public spaces for the gathering of and relaxation of its users, these areas lack in attracting the public to them. This -

This objective will focus on creating spaces with different characteristics that can contribute to creating ukhuwwah within the community; by way of streets, parks, squares, riverfronts and open spaces.

inevitable, but in places where buildings reflect some kind of its history and heritage value, change should be controlled to make these historical elements visible and last for the future.

It is essential to keep a town's heritage intact as it will not only give the town its essential character, but it would also be an element that can enhance the visual appearance of the place.

PROJECT 1:

Enhance the appearance of old shop houses

Old shop houses are among the earliest buildings exist in Banting but their building facades are not well maintained.

Facades of old shop houses can be enhanced by the play of colours, which will give liveliness to the town thus nurturing the town image and making the town more vibrant and alive. Standardi

zed colours, sizes and designs of signboards that can reflect what Jugra(previous royal town) and Klang (current royal town) and Banting have in common; are some ways of enhancing the building facades under this project.

PROJECT 2:

Ensuring the proper conservation of the old post office for heritage value

The old post office which is located at the main intersection where the road to Klang, Jugra and road to Morib meet is very significant to Banting town since it was the starting point for Banting's development as it spread.

By conserving the old post office; it will inject some heritage value that can create a dramatic first impression of this town. Focodes or surface treatment can become a visual showcase that complements the architecture of the old post office.

This projectt focuses on creating a pedestrian mall around the conserved post office. The park will be user-friendly, equipped with a balanced use of softscope and hardscape, thus aim to attract inhabitants and visitors to come and appreciate what Banting has.

The pedestrian mall should be activated with more prominent enigmatic artwork such as large sculptures, lighting, shaded seating or water features ncluding adequate space for people to gather

Alandmark monument will also be established in this area, creating visual linkages along this nodal intersection. The landmark will be complimented by colorful landscaping and responsive street furniture and lighting to draw the viewers eye towards it.

!cHAPTER S: CONCEPT 1- THE VIBRANTTQWN - GATEWAY STRATEGY

In order to create the sense of welcoming to Banting Town, we must first identify the area on where the Banting is. This is done by creating the borders of the town and we will be able to create a distinctive identity to the town area by enhancing the spirit of the place thus differentiating Banting to the other surrounding areas. From the borders that have been placed, we have recognized three main entrances to the town which are from Jalan Sultan Abd Samad

The strategy is based on the improvement and provision of pedestrian access within the town centre proposed based on objective ease of movement with appropriate connectivity-enhanced pedestrian movement access, comfort and safety- contributing to the walkability of the Banting Town Center. In some communities, those traveling using roller skates, skateboards, and similar devices are also considered to be pedestrians. This pedestrian movement encourages pursuit of high quality of Banting Town Centre in term of projection proposed according to this strategy.

Create green corridor areas along the major roads Jalan Sultan Abdul Samad and Jalan Sultan Alam Shah to encourage the safety and convenience of pedestrian. These establishment strong pedestrian priority and community image and are characterized by wide sidewalks, special pavement and lighting, trees in grates and design co-ordinate street fumiture.

Project 3:

ENHANCEMENT OF STREETSCAPE ELEMENT FOR PEDESTRIAN ENJOYMENT.

The following range of environmental improvements are seen as an integral part of future opportunities for the enhancement of the town centre. These include:

Proactive involvement in planning decisions is at the heart of future development. Thus the focus of the strategies will be emphasized on the land use patterns, the integration of green corridor within the residential communities and the town center and ensuring the community participating in various activities.

Thus, the implementation of the strategy is not just about the concept design but to conserve the study area accordingly. The corridors mainly focused along the main road Jalan Sultan Abdul Samad and Jalan Sultan Alam Shah; and neighbouring area will ease the movement toward all land uses in Banting study area.

PROJECT 2 PROMOTE PUBLIC TRANSPORT AND EFFICIENCY OF THE SERVICES Implementation of land use strategy is actually achieving the objective towards solving the current traffic volume problems in Banting town centre. As traffic is one of major problems concerning safety and connectivity, the integrated green space strategy is the ideal project to contribute to making Banting a more envonrmental friendly town with less automobile use and encourage walking.

Project 3: Constructing a landmark monument at the intersection along Jolon Sultan Abdul Samad and Jolon Sultan Alam Shah

Landmark monument is something that can be a landmark for Banting which also a monument that symbolizes the heritage value of that place. The landmark will be surrounded by grasses, shaded trees, flowers and other green elements. These green elements will help to enhance Banting's image by providing a beautiful landmark monument and a captivating greenery view thus promoting nse of welcoming to the visitors and inhabitants since it is situated e main intersection along Jalan Sultan Abdul Samad and Jalan lam Shah.

Project 2 Creating a children's park along river Benut

The aim for this park is to make use of the natural materials and provide a special type of play area for children, it will offer something very different than your average parks, not to mention a safer healthier overall environment for the kids. It is based around green principles, using local materials such as wood and boulder plus with the flowing water that will enhance the view and image of the children's park. What we are trying to do is to restore natural play for children. In other words creating a good atmosphere where children can play and learn all at the same time making play time more fun and resourceful.

I CHAPTER 7: CONCEPT 3- THE URBAN GARDEN - COMMERCIAL STRATEGY

Banting town center has a core area dominated by commercial activity. Through the analysis of the site study, it was identified that though the commercial area is functional, it fails to attract a large number of the public to the area due to its lack of uniqueness, lack of variety and lack of streetscape for easier movement through the area.

CONSTRUCTION OF A MARINA AND CANAL ALONG THE COMMERCIAL AREA

The main purpose of this project is to create an attraction point for not only Banting, but the region as if is located strategically among administrative, commercial and tourism hubs which makes Banting a potential stop for all.

The Canal will also act as a flood mitigation mechanism, where manual pumping mechanisms can withhold runoff water during heavy rainfall before letting it flow in to Langat River.

Therefore, this strategy will focus on revitalizing the core area of the town to make the commercial area a more vibrant place that will attract locals, visitors and investors to the area. The strategy will also ensure a strong sense of local identity by the introduction of new urban design elements that will give the town a unique character of its very own ..

The making of a canal will also be complimented by provision of commercial attractions such as stalls, souvenir shops, traditional food stalls, restaurants, cafes, a marina where people can get a view of vessels that will carry passengers into the commercial core of the town, tourist information centers and viewing points along the way for sightseers and visitors. The overall aim of this long term strategy is ideally to give a boost of vibrancy to the heart of the town with a vareity of activities vital in creating a unique atmosphere that's enjoyable and livable.

This street will be planned in a way that if will seamlessly merge with the pedestrain access routes within the -town and also with the footpaths along both sides of the proposed canal, so that users can effortlessly move from one dimension to another within the town itself.

ESTABLISHING A TEXTILE BAZAAR IN THE CORE COMMERCIAL AREA

ESTABLISHING A PEDESTRIAN ONLY STREET ALONG THE COMMERCIAL AREA

Banting was once known for its textile manufacturing and trading in the region of Kuala Langat. However, observations made on site have given the impression that textile trading is no longer done on a large scale within the town center even though, quite a number of

commercial shopslots are dedicated to textile retail.This Project therefore proposes to establish a textile bazaar at the heart of the commercial area which will also act as the major node and public realm for the residents of Banting.

As one of the main objectives of this concept highlights the importance of pedestrain routes and their interaction with the town, this project aims to create a pedestrian only street that will be continued along the backlane between Jalan SultanAbdul Samad and Salan Bunga Pekan.

The Bazaar will also be complimented by redesgined bus and taxi terminal, enhanaced landscaping and textile manufacture and storage facilities within the vicinity.

This street will mainly display varieties of

stalls, landscaped water elements, user friendly street furniture and encourage users to move towards the town center with a vista created towards the canal in the form of a

stage for entertainment purposes.

Create opportunities to initiate lively riverside activities and promote environmental awareness and appreciation in all aspects of living in Banting town

According to this concept, a jetty will be proposed within the area along Sungai Langat which is proposed for the purpose of loading the passengers for the boat services.

0, this recreational area will be provided with the varies activities such as loading the passengers, recreational activities, eateries activities and also commercial activities as it is also will be provided with the kiosk, outdoor cafes and other facilities in order to create lively riverside activities along the Sungai Langat area.

The commercial activities within this area will be focused in promoting the I KS product and also the souvenir that will reminds the visitors of Banting town Center. The outdoor cafes and also the ice cream kiosk will be provided in order to attract the people in any range of ages to come to this area.

Therefore, this may create the lively and vibrant atmosphere with the lush surrounding greenery area to promote the relationship between man to God, man to man and also man to environment.

Under this concept,the canal which are located at the service road between Jalan Sultan Abdul Samad and Jalan Bunga Pekan will be enhanced with the landscaping and with the street cafes along the canal in order to create vibrant atmosphere from the activities in the green and clean environment.

A positive relationship with the river must be achieved by connecting the river walk area with the surrounding pedestrian routes together with the green corridor in order to creote positive activities along the riverside.

The green connectivity between both of the 1verside area will be enhanced through landscaping to create enchanted vista and to encourage walk ability within the town center. The green pedestrian route which connecting both of the riverside area will be connected with the covered pedestrian only commercial street(Aleddin Walk) and the canal (Terusan Sultan Abdul Samad) to create lively activities within that core area as well as the riverside area.

The canal with street cafes also need to be linked with the other parts of the Banting Town by providing the public access as well as the green corridor to encourage walkability and less automobile uses by the residents when travelling within the town center. This may also reduce the traffic volume on the main road especially during peak hours as well as may reduce the level of the air pollution within the Banting Town Center. The trees and planting could be the medium of the air filtration in order to ensure the safe and clean environment of the town center. All part of the town center need to be connected with the green corridor especially for the core area which could be mostly visited by the people. Therefore, this may encourage the walkability within the town center as the green corridor play the role for shading purposes to give the comfort pedestrian walkway in the town center.

In order to ensure the safe and clean environment in this Banting Town Center, the provision of recycle bin along the street need to be included in this environment strategy. This may reduce the consumption of fresh raw materials, reduce energy usage, reduce air pollution (from incineration) and water pollution (from land filling) by reducing the need for conventional waste disposal. Recycling is a key component of modern waste man agement and is the third component 0 the "Reduce, Reuse, and Recycle" waste

So, by implement the environment strategy in order to promote the environmental awareness and appreciation in all aspect of living in Banting town, this may create a vibrant atmosphere to attract all sectors of the community into town set

PROMOTE THE USE OF PUBLIC TRANSPORT AND EFFICIENCY OF THE SERVICES AT THE BUS AND TAXI TERMINAL

it is important to improve the public transport services in Banting Town Center to attract more people and outsider to have more overwhelming life in this town. A high number of pedestrian crashes are related to transit. Most involve a pedestrian crossing the street to get to a bus or after getting off the bus. All of the street-crossing techniques described so far are applicable to transit stops.

Morib is a well known of a tourism sector because there has a beach that called 'Pantai Morib'. So, what

A monument which shows some heritage worth can lead people to feel the best of heritage there if they are coming from the main road, Jln Sultan Abd Samad and Jln Sultan Alam Shah to enter to the

Jugra. The monument will be built at the entrance with a historic architectural style of Jugra, (Moorish) to make it strong to show the heritage value. Both sides of that road, the softscape and hardscape elements made along towards to the gateway will be beautiful and will create the sense of

welcoming to the visitors.

Heritage strategy

Heritage conservation and beautification offer long term protection to areas that have important and/or identifiable historic and architectural resources. Heritage conservation districts focus on the preservation of a collective area to help retain the key

functional and visual attributes that conveyor have a connection to the history of the area in which they are located. A heritage conservation area can include buildings, the natural and cultural landscapes, roads, trails, lighting and other features that contribute to the area's character. When an area is designated as a heritage conservation district, it means that its essential elements are protected, but it does not mean that an area is 'frozen' in time or intended to be restored to some specific historical period

or style. Generally, it is the streetscape that is the focus of a heritage conservation district - as a result, policies and guidelines are put in place to provide direction about what kinds of alterations, additions or new construction will be considered appropriate.

PROJECT 1: Enhance the appearance of old shop houses.

The first project is focused on the inventory and assessment of architectural and buildings and streetscape characteristics. Old shop houses are am?ng. t~e earliest buildings exist in Banting but their bulldino facades are not well-maintained. Facades of old shop houses can be enhanced by the play of colours, which will give live to the town thus can nurture town image make the town more vibrant and alive. Standardized colours, sizes and designs of signboards that will reflect what Jugra (previous royal town) and Klang (current royal town) functions and architectural styles.

PROJECT 2: Ensuring the proper conservation of the old post office for heritage value.

The second project is to focus on the old post office which is located at the main intersection where the road to K ang, Jugra and road to Morib meet I ecause it is very significant to Banting town since it was the starting point for Banting to spread.By conserving the old post office; it will inject some heritage value that can create a dramatic first impression of a town. Focodes or surface treatment can become a visual showcase that complements the architecture of the old post office.

PROJECT 3 : Creating a heritage park (Banting Historical Park)

Creating a pedestrian mall around the conserved post office which is userfriendly, equipped with balanced use of softscape and hardscape, will attract inhabitants and visitors to come and appreciate what Banting has. Pedestrian mall should be activated with more prominent, enigmatic artwork such as large sculptures, lighting, shaded seating or water features which include adequate space for people to gather and amenities to make it inviting and vital Designing information board within the pedestrian mall, giving historical information on Banting and its origins. Information boards that contain historical information and timeline that is significant to the Banting's morphology can give the tourists and local residents not only the place to relax, but to appreciate the town, thus give them sense of belonging. Establish a landmark that will create a vista which can enhance Banting's town image and strategically located landmark at the

pedestrian mall that surrounded by green elements and paseos, can serve as beacon to attract people to transit, and to make the vista more interesting.

Project 4 : Constructing a landmark monument at the intersection along Jalan Sultan Abdul Samad and Jalan Sultan Alam Shah

Fourth project will focusing on the landmark monument at the intersection along Jalan Sultan Abdul Samad and Jalan Sultan Alam Shah.Landmark monument is something that can be a landmark for Banting which also a monument that symbollzes the heritage value of that place. The landmark will be surrounded by grasse/, shaded trees, flowers and other green elements. These green elements will help to enhance Banting's image by providing a beautiful landmark monument and a captivating greenery view thus promoting sense of welcoming to the visitors and inhabitants since it is situated at the main intersection along Jalan Sultan Abdul Samad and Jalan Sultan Alam Shah. Public realms also needed to be intergrated to promote sense of belonging to that area.
