transaction data which is comprehensive,
accurate, reliable and accountable?

2. How does HQ assist a border officer to decide
whether the person standing in front of
him/her is safe, suspicious or dangerous?

BCM Devices
Devices placed at Checkpoints
under BCM project will have the
capability of:
Full synchronization with a subset of
the National Passport, Visa and Stay
Permit data;
Read Passport/ePassport and
capture the image of its biodata page;
Capture biometric data (face and
fingerprints) of spesific foreigners who
enter Indonesia;
Provide Visa-on-Arrival (VoA)
services and standard Immigration
services at the same counter.

with MRTD Scanner and the
image result will be
displayed on the screen
(visible, UV, IR and Chip

System will read the MRZ
and inform officer if
something is wrong with the
passport;

Colour Example Rule Description

RED
The system has found a major problem
(in this example, there is a T2 level alert hit).
The passenger is being automatically referred to the
Supervisor, and the Border Officer must acknowledge by
clicking the OK button.

ORANGE
The system has found a problem
(in this example, the passport has expired).
The Border Officer needs to investigate and decide
whether to allow the passenger or refer to the Supervisor.

GREEN
The system has found no problem
(in this example, everything shows "OK").
The Border Officer still needs to investigate and decide
whether to allow the passenger or refer to the Supervisor.
Below ares some sample Results that system will give to the officer
regarding the passangers in front of the officers:

The bottom part is for
data capture.
This example is WNI, so there is no Visa section.
The result in this case is RED, meaning automatic referral.
Therefore the only button available is OK.

Challange to Address
Make sure the network, data synchronisation, back-
up mechanism was reliable and up to date, especially
to sensitive data (black list);
Good coordination with port authority in preparing
the immigration area and other support (furniture,
electricity, etc);
Good coordination with carriess to prevent excess
from these extra Immigration process;
Training of officers so they can utilize and
understand the system thoroughly.
Extend the scope of the BCM system to
remaining entry/exit ports (both station or mobile
unit);
Utilize the usage and capability of Biometric
Matching System (BMS);
Develop capacity for potential use with the
Regional Movement Alerts System (RMAS) and
implement Advanced Passenger Information
(API) capability;
Improve control and provide higher
accountability for Immigration services and law
enforcement.
