RECOMMENDAT ION
Receive and f ile th is response to th e July 2014 Board directive as amended directing
th e Ch ief Executive Of f icer (CEO) to report in September 201 with recommendations
to develop and f und a f easibility study including construction and engineering concepts,
ridersh ip and environmental estimates f or a San Fernando Valley/San Gabriel Valley
High Capacity T ransit Corridor. Attach ment A contains th e July 2014 Board directive as
amended (Item 76 ).
ISSUE
At th e July 24, 2104 meeting, th e Board directed th e CEO to report back at th e next
Board meeting with recommendations f or developing and f unding a f easibility study to
examine options f or enh ancing service, perf ormance and ridersh ip on th e Metro Orange
Line to decrease travel time and reduce traf f ic interruption. Specif ically, it included
assessing Bus Rapid T ransit (BRT ) upgrades, conversion of th e Orange Line to Ligh t
Rail T ransit (LRT ) and potential implementation strategies.
T h e Board directive also placed emph asis on connecting th e San Fernando Valley and
th e San Gabriel Valley th rough developing and f unding a f easibility study examining a
San Fernando Valley/San Gabriel Valley High Capacity T ransit Corridor including: 1)
Connecting th e Gold Line Footh ill Extension with planned service to th e San Bernardino
County Line to th e Regional Intermodal T ransit Center (RIT C) at th e Bob Hope Airport,
to th e Red/Orange Line in North Hollywood and on th rough to th e Orange Line ending in
Warner Center in one rail transit line; 2) Connecting th e North Hollywood Station and
Bob Hope Airport; and 3) Implementing a BRT th rough th is corridor.

w ay . Pr esent ly , t he Or ange L i ne ap p r o aches 30,000 av er age w eekday r i der shi p . It i s

Immediate Proposal
In stru c t operators to main tain c ru isin g speed of 35 to 45 mph in order to work
with the sig n al system. The sig n postin g s ac t to in stru c t operators to main tain a
c ru isin g speed on c ertain seg men ts, whic h will help to trig g er a larg er n u mber of
g reen lig hts an d prov ide the appearan c e of a smoother an d faster ride. The in itial
implemen tation is already in prog ress with sig n s posted on Chan dler Bou lev ard.
The resu lts hav e been positiv e. This proposal will in c rease effic ien c y, partic u larly
if paired with in c reased in tersec tion speeds (see Short- term Proposal #1). The
postin g s are expec ted to be applied to the remain der of the alig n men t by
Nov ember 2014.

implemen tation .
Short- term Proposals
In c rease the in tersec tion c rossin g speeds from the artific ially low speed of 10
mph to n ot more than 25 mph. Sev eral in tersec tion s will be exempted from this
bec au se of spec ific haz ards, in c lu din g the Bu rban k/Fu lton an d Sherman Way
station s. Both the City of Los An g eles an d the City of Los An g eles Polic e
Departmen t wou ld n eed to approv e this c han g e before Metro c an implemen t it.
The en tire trip from en d to en d on this alig n men t is 18 miles an d takes
approximately 48 to 66 min u tes. If implemen ted, a time sav in g s of u p to eig ht
min u tes per trip c ou ld be realiz ed.
2. In the mon th of J u ly 2014, there were 3,258 bic yc le boardin g s an d 108 boardin g s
per av erag e weekday. Staff will ev alu ate the serv ic e impac ts of remov in g fou r to
six seats on the bu ses to allow spac e for bikes.
3. Use the real- time in formation g ain ed from the sig n al system an d the loc ation of
bu ses to dev elop a software prog ram to sig n al operators when to speed u p or
slow down as they approac h sig n als. Metro wou ld n eed the City of Los An g eles
to permit the u se of this data an d in v estig ate c apital c ost to equ ip Metro bu ses to
u se this system. In order to u se fu ll sig n al pre-emption for the en tire len g th of the
system, the City of Los An g eles wou ld n eed to en g ag e an d be su pportiv e of this
proposal.

Long-term Proposals
Evaluate the use of buses longer than 60 feet and seek poli c y and legi slati ve
c hanges, i f needed.
2. Evaluate grade separati on of the ali gnment when i t c rosses major i ntersec ti ons.
The pri mary benefi t i s that the transi t vehi c le has no traffi c si gnal to traverse and
therefore wi ll not enc ounter any potenti al delay whi c h at some si gnals c ould be
an average of 90 sec onds to two mi nutes. S treets that should be c onsi dered for
grade separati on i nc lude: Laurel Cany on, Van Nuy s, S epulveda, Balboa, and
Reseda Boulevards on the mai n li ne and the enti re length of the Orange Li ne
extensi on from Warner Center to Chatsworth. Grade separati on c osts c an vary
greatly .
U lti mately , there are a number of short-term and long-term projec ts that need to be
c onsi dered that would i mprove the operati on of the Orange Li ne. F urther study i s
nec essary to plac e a c ost esti mate on eac h approac h.
ALTERNATIVES CONS IDERED
The Board c ould di rec t staff to undertake a feasi bi li ty study of the c orri dors i denti fi ed i n
the moti on. Thi s i s not rec ommended as suc h a study c ould c ost upwards of $3 mi lli on
and take 12 to 18 months to c omplete, onc e a c ontrac t i s awarded and would req ui re
two addi ti onal F ull Ti me Eq ui valents (F TEs).
These c orri dors are not i n the c onstrai ned element of the Long Range Transportati on
Plan (LRTP). Conduc ti ng the hi gh level sketc h planni ng through the M obi li ty M atri x
work would provi de the Board wi th rough order of magni tude c ost and ri dershi p
i nformati on as well as preli mi nary performanc e data and provi de i nformati on for the
update to the LRTP. U pon c ompleti on of thi s analy si s, the Board c ould di rec t further
work be performed.

As c urrently sc heduled, the M obi li ty M atri x work wi ll be c ompleted i n F ebruary 2015.
