ManyIllinoisstudentsareunderpreparedtoleadrewarding
andsuccessfulcareers.Despiteoverwhelmingevidencelinking
higherlevelsofeducationwithgreatereconomicopportunity
andcareeradvancement,toomanystudentsfailtocomplete
postsecondaryeducationandobtainmeaningfuljobs.
Businessesandorganizationssufferastheyfailtofillpositions
witheducatedandskilledemployees.Withoutavibrantpoolofapplicantsfromwhichtohire,the
stateseconomycannotflourish.AneducatedworkforceiscriticaltothesuccessofIllinoiseconomy
andwhathappensinIllinoisclassroomstodaycontributestotheworkforceoftomorrow.
Whynewlearningstandards?
Ourexpectationsforwhatstudentsmustknowandbe
abletodemonstrateweredifferentin1997whenIllinois
adoptedthecurrentstandards.
Thenewstandardsaimtoprovideclear,consistent
academicbenchmarkswithfewer,clearerandhigher
academicstandardsforessentiallearningandskills.
TheCommonCoreStateStandardsprovidebenchmarks
foracademicprogress(skillsandknowledge)that
studentsshouldhaveattheconclusionofeachgrade.
level.Thiswillallowteacherstoestablishthebest
approachtohelptheirstudentsmeetthosestandards.
Studentsandparentswillclearlyunderstandthe
knowledgestudentsareexpectedtoattaineachyear.
Educatorsleadingthecharge
Teacherswereacriticalvoiceinthedevelopmentofthe
standards.TheNationalEducationAssociation(NEA),
AmericanFederationofTeachers(AFT),NationalCouncilof
TeachersofMathematics(NCTM),andNationalCouncilof
TeachersofEnglish(NCTE),amongotherorganizationshave
beeninstrumentalinbringingtogetherteacherstoprovide
specific,constructivefeedbackonthestandards.
Teachersarekeytoclassroomsuccess.Teacherswerea
criticalpartofthedevelopmentofthesestandardsandwill
beessentialforhelpingstudentsachievethem.Itisimportanttonotethestandardsdonotdictate
howateachershouldteachtomeetthegoals.Thestandardsareasetofclearbenchmarksthatallow
teachersandlocalschoolofficialstodeveloptheirownlocaleducationplanstohelpstudents
achievethosegoals.Administratorsandteacherswillchartapathtohelpstudentsachievethe
standards.
HowwilltheCommonCorestatestandardsbeimplemented?
Theprocesstofullyimplementnewstandards
touchesnumeroussystemsincluding
curriculum,instruction,assessment,
professionaldevelopmentandvarious
supportcomponentssuchasResponseto
Intervention.Localdistrictscontinuetohave
thesameflexibilitywiththeirapproachtoimplementingcommon
corestandardsastheydidwiththe1997learningstandards.Itwill
requiretimeforteacherstofocusontheirgradelevelcurriculum
anddeterminewhatinstructionalshiftsshouldbereflected.Itwill
requirecollaborationacrossgradelevelsforplanningandrevisions
ofcurriculum.Administratorsstatewideareguidingandleading
thistransitiontohigherstandardsforourstudents.
ANewVisionofAssessment
Standardsandassessmentsareacorepartofeducation.The
CommonCoreStateStandardsaredesignedtoberelevanttothe
realworld,reflectingtheknowledgeandskillsthatouryoung
peopleneedforsuccessinbothcollegeandwork.The
assessmentofstudentsknowledgeandskillsshouldreflectthat
oftheirclassroomexperiences.Resultsfromassessmentsmust
provideinformationtostudents,teachersandparents.Tomake
surestudentsaremeetingtheexpectationsofthenew
standards,anassessmentsystemmustalignwiththestandards
beingtaughtintheclassroom.Thenewassessmentswillinform
studentswhetherornottheyareontrack,teacherswillhave
timelydatatoguideinstructionandsupportstudentsintheir
classroomandparentswillhaveclearprogressreports.
