steps:
1. Establishthewinningthreshold.
2. Countthefirstplacevotes.
3. Transfervotesfromonecandidatetoothercandidates:
Ifoneormorecandidateshavesurplusvotes(votesinexcessofthewinning
threshold),thentransfervotesfromthecandidatewiththelargestsurplus.
Otherwise,eliminatethelastplacecandidateandtransferthosevotes.
4. Ifnotallseatshavebeenfilled,thengotostep(3).

preciselyhowvotesaretobetransferred.SpecificimplementationsofSTVdefinebothofthese
