Was Catherine ll an absolute ruler?

Some people believed that Catherine was an absolute ruler in Russia. But then some
other people disagree and believe that she is not an absolute ruler. an absolute ruler is one
person ruling an area, which is usually a king or queen whose actions are not restricted not by
written law or by custom. A absolute ruler is at the highest authoritarian ruling. She continued
to carry out the work after Peter the great by taking the throne. She is sometimes considered to
be an absolute ruler because of her decisions she had chosen for Russia like social and political
reform, and education. These reasons show that she was an absolute ruler in Russia.
One of the first reasons she is considered to be an absolute ruler is because of the social
and political reforms. She created a document called the nakaz which was something she
thought would help people. This document was put together to change the way the legal
system was set up. Like she put together this to push for a punishment and torture outlaws and
for men to be equal. This document that she created makes her an absolute ruler because she
is changing the legal system in Russia to make it more strict. And that she created this as being
a rule that she came up with. And the people in Russia still have to listen her because she is the
ruler. And it is not a law that is actually written in the constitution although they must obey her
rules or the document that she just created could come into use. Like she could use violence in
order to punish the people that don't listen to her rule because they know it's not on the
constitution.
Another reason that people often believe that Catherine the second is an absolute ruler
because she took control over the Orthodox Church. Catherine the second wanted to contain
the power of the Orthodox church. And by doing that she made the churches part of the states.
Meaning that now the state owns the Orthodox church and they which are now the states have
to pay for the taxes for the church. This makes her thought to be a absolute because she is
taking the church away from the owners and now it is becoming the states.
Also Catherine granted the boyars, nobles, with not having to pay taxes anymore. But
when peasants rebelled against the serfdom she still toke action. Which resulted in the
peasants to rebel and somehow Catherine still forced them into serfdom. A serfdom is peasants
that are under feudalism which Catherine is giving the nobles to not have to pay for taxes.
When it should be the peasants that should be exceeded from taxes because they do not have
a lot of money like the nobles do. She made this decision without any of the written laws
restricting her choice for the nobles to not have to pay bills. And the peasants still have to be
paying their bills even if they don't have enough money to do anyways since she is ruling and
came up with this. And anyone who rebelled her choice, didn't really matter and probably
punished them since she made that document called the nakaz.
In conclusion, many people believe that Catherine II was an absolute ruler and then
there is some people who believe that she is not one. But this essay supports the reasons why
people believe that she is considered to be a absolute ruler. They believe that because of the
reform, serfdom and the orthodox church that made her a absolute ruler. Although some
people may think otherwise of Catherine II to be a absolute ruler.
