The ILO has been part of an inter-UN agency initiative called Repatriation, Reintegration, Rehabilitation and Reconstruction (4Rs) targeting returning internally displaced populations in 5 districts in North East Sri Lanka since 2004. The ILO implements projects focused on livelihoods and income generation through skills training and microproduction centers, community infrastructure and shelter using labor-based technologies, and local governance and capacity building including a pilot labor market data collection system. Over 20 microproduction centers have been established in collaboration with communities, benefiting over 500 women and children. The overall 4Rs project and district-level activities are managed through inter-agency and joint steering committees which the ILO participates in.
