ARTICLEINAME

ThisorganizationshallbeknownastheNeedhamB.BroughtonHighSchoolChapterofthe
NationalAchieversSociety.

ARTICLEIIPURPOSE

TheNationalAchieversSocietywillprimarilyseektorecognize,encourageandreinforce
achievementamongststudents.ThepurposeoftheAchieversSocietyistocreateanational
groupachievementpresenceinwhichyoungpeoplecanaspireandparticipate.TheSocietyis
designedtoreducedrasticallythenegativepeerpressureassociatedwithacademicachievement.
Throughidentifying,nurturing,andcreatinganenvironmentinwhichmotivationsoarsfor
youth,highacademicachievementiscertaintogrowanddevelop.

ARTICLEIIIPOLICIES

Thisorganizationshall:
FollowtheproceduresgivenintheNationalAchieversSocietyProgramDescriptionfor
Advisors.

ARTICLEIVMEMBERSHIP/RECOGNITION

Section1.AnystudentmeetingtheminimumGPArequirement,whoagreeswiththepurpose
andiswillingtoupholdthepoliciesandsubscribetotheguidelinesstatedbytheTriangleUrban
Leaguemaybecomeamember.InductionstakeplaceinDecember/Januaryofeachyear.

Section2.Theprivilegeofholdingoffice,makingmotions,andvotingshallberestrictedto
membersoftheorganization.

Section3.Thefollowingmustbedonetomaintainmembershipintheorganization:

Maintaina3.0unweightedGPAeachgradingperiod.
Enrollinatleastonehonorsand/orAPcourse.

Complete25hours(peracademicyear)oforganization/servicehours2ofwhichwillbe
earneddirectlythroughNationalAchieversSocietyrelatedactivities.
Attendeachmonthlymeeting.
Bearolemodelforothersthroughacademicleadership,excellentbehaviorandschool
involvement.

Section4.SeniorRecognition

NASmaintainsstatusasanhonorsociety.Seniorsingoodstandingarerecognizedwith
gold/blackcordsduringseniornight.Tobeconsideredingoodstanding,seniorsmust
Attendatleast70%ofthemeetings
Completeallrequiredservicehoursasandsubmitthosecommunityserviceforms
Maintaina3.0unweightedGPA

ARTICLEVVOTING

Eachstudentmembershallbeallowedonevote.

ARTICLEVIMEETINGS

Section1.Generalmeetingswillbescheduledonceamonthinthefallandspringsemesters,
unlessotherwisespecifiedbytheAdvisorsortheExecutiveBoard.

Section2.AgeneralmeetingandBoardmeetingmaybecalledorcancelledupon
recommendationoftheExecutiveBoardortheAdvisors,oruponaquorumvoteofthe
membership.

Section3.Thedateandtimeoftheregularlyscheduledmonthlymeetingswillbeapprovedby
themajorityofthegeneralmembershipatthefirstmeetingoftheacademicyear.TheAdvisors
andExecutiveBoardshallresearchpossibledatesandtimestoavoidconflictwithotherschool
clubmeetings.

ARTICLEVIIELECTIONOFOFFICERS
Section1.ThemembersoftheNationalAchieversSocietyshallpresentaslateofofficerstothe
generalmembershipatthegeneralmeetinginMarch.NominationsfortheofficesofPresident,
VicePresident,Secretary,Treasurer,Historian,ParliamentarianandCommitteeChairsshallbe
given.Atthismeeting,nominationsmaybemadefromthefloorwiththepreviousconsentofthe

nominees.Ifamemberisnominatedformorethanoneoffice,heorsheshallselectoneoffice
forwhichtorun.NomineesshallbegivenanopportunitytointroducethemselvesattheApril
meetingandstatetheirinterestintheoffice.Electionswilltakeplaceatthissamemeetingand
theinstallationofofficerswillbeheldatthelastgeneralmeetinginMay.

Section2.Officersareelectedforaperiodofoneyearbyamajorityvoteofactivemembers
present.
ARTICLEVIIIEXECUTIVEBOARD

Section1.TheExecutiveBoardshallconsistoftheelectedofficersoftheorganization,the
chairpersonsofeachcommittee,TeamLeaders,thePrincipal,andAdvisor(s).Advisorswillalso
havetheoptionofappointingadditionalmemberstoserveontheexecutiveboard.

Section2.TheExecutiveBoardshallmeetatleastoneweekpriortoeachgeneralmonthly
meetingtoprepareanagendaandtransactnecessarybusinessbetweentheorganizationmeetings
andsuchotherbusinessasmaybereferredtoitbytheorganization.NoBoardactionshall
conflictwiththeactiontakenbythegeneralmembership.

Section3.SpecialmeetingsmaybecalledbythePresidentupontherequestoftwothirdsofthe
membersoftheBoard.TheBoardshalltakenoactionwithlessthanaquorumpresent.A
quorumwillbeasimplemajorityvoteoftheExecutiveBoardmembersofthatschoolyear.

Section4.BoardmembersshallbeelectedorappointedinthecaseoftheStandingCommittee
Chairpersonsforthetermofoneschoolyear.TheBoardshallfillvacancies,withapprovalof
Advisor(s)occurringbetweenelections.

Section5.Noelectedpersonshallservemorethantwoconsecutivetermsinthesamecapacity.
Theexceptionwouldbeiftherewasdifficultyfillingtheposition.

ARTICLEIXDUTIESOFOFFICERS

Section1.TheelectiveofficersofthisorganizationshallbePresident,VicePresident,Secretary,
Treasurer,Parliamentarian,andHistorian.Dutiesareexplainedbelowforeachoffice.

President:ThePresidentshallpresideatallmeetingsoftheExecutiveBoardandalsoatgeneral
meetings.ThePresidentisresponsibleforconductingexecutiveboardmeetingsandoverseeing
thecompletionoforganizationalprojects.HeorsheshallrepresenttheNationalAchievers
SocietyatISCandotherrelatedschoolfunctionsthatrequirerepresentation.Heorsheis
responsibleforattendingallUrbanLeaguesponsoredprograms.ThePresidentshallbean

exofficiomemberofalltheStandingCommittees,andshallcreatenewcommitteeswhen
needed.

VicePresident:TheVicePresidentshallassistthePresidentandpresideatgeneralmonthly
meetingsandexecutiveboardmeetingsinthePresidentsabsence.Heorsheshallberesponsible
forattendingotherfunctionsthatrequirearepresentativeoftheorganizationinthePresidents
absence.Inaddition,theVicePresidentshallberesponsibleforoverseeingallStanding
CommitteeactivitiesensuringthattheyareincompliancewiththeBylawsoftheOrganization.

Secretary:TheSecretaryshallrecordandmaintainaccuraterecords,includingattendanceand
minutesforallmeetings.Heorsheshallbepreparedtoreadtheminutesofthepreviousmeeting
attheExecutiveBoardmeetingsandprepareasummaryofallunfinishedbusinessfortheuseof
thePresidentandshalltakecareofallcorrespondence.Inaddition,thesecretarywillcompile
andmaintainalistofmemberinformation(phonenumber,emailaddress,mailingaddressfor
communicationuseasneeded.Thesecretaryisresponsibleforselectingamembertorecord
minutesatanymeetingforwhichheorshecannotattend.

Treasurer:TheTreasurershallrecordandmaintainaccuraterecordsforallfunds,including
incomeanddisbursements.Heorshewillworkcloselywiththeadvisor(s)toensurethatschool
proceduresarefollowedformonetarytransactions.TheTreasurershallpresentafinancialreport
attheExecutiveBoardmeetingsandsubmitthebooksforauditinJanuaryandagaininJuneof
eachyear.Heorsheisresponsibleforensuringallmembersmeetyearlyfinancialassessments
andsubmitfundraisingmoniesbyestablisheddeadlines.

Parliamentarian:TheParliamentarianshallmaintainorderatallmeetingsbyeducatingother
membersaboutandfollowingtheRobertsRulesofOrder.Heorshemustbeknowledgeableof
theChapterByLawstoensurethatallactionsoftheExecutiveBoardandmembershiparein
compliancewithregulationsstatedintheByLaws.

Historian:TheHistorianshallorganizeandmaintainascrapbook/photostory/slideshowofall
chapteractivitiesfortheacademicyear.Heorshewillpreparethebookwithassistanceofother
members.TheHistorianwillalsoberesponsibleforcommunicatingorganizationalactivities
withtheschoolyearbookstaff,newspaperstafforotherschoolmediaandprovidingsummaries
and/orpicturesoftheactivitieswhennecessary.

CommitteeChair:Eachcommitteechairshallorganizeandconductcommitteemeetingsas
neededtohandlecommitteefunctions.SeeArticleXIforspecificdescriptions.

Section2.Allelectedofficersshallensureofasmoothtransitionofallmaterialstoasuccessor.
TherewillbeamandatoryofficertransitionmeetinginMayorJunebetweenalloutgoingand
incomingofficers.

Section3.Officersmayberemovedfromhisorherelectedofficeintheeventofthefollowing:
Theofficermayelecttoresignhisorheroffice.
Theofficeractsinamannerthatisnotincompliancewiththepurposeoftheorganizationor
ByLaws.
Theadvisor(s)deemthattheofficerisnotperforminghisorherstatedduties.
AttherequestofthemajorityoftheExecutiveBoard,theAdvisor(s)willconductareview
oftheofficersperformance.

Section4.Upontheremovalofanyofficer,theExecutiveBoardshallfillvacancies,with
approvaloftheAdvisor(s),betweenelections.

ARTICLEXDUTIESOFSTAFFREPRESENTATIVE

Section1.Advisor:ThePrincipalorhisorherappointeefromthestaffshallserveasadvisorto
theorganization.TheAdvisorshallworkwiththeExecutiveBoardandmembershiptoensure
thatallactionsandactivitiesareincompliancewithschoolpoliciesaswellasTriangleUrban
Leagueprotocol.TheAdvisorisresponsiblefortheremovalofanymemberwhoisnotinproper
standingwiththerulesandregulationsestablishedbytheTriangleUrbanLeagueinregardsto
thisorganizationandNeedhamB.BroughtonHighSchool.TheAdvisorshallbepresentatall
meetingsandfunctions.

Section2.CoAdvisor:TheCoAdvisorshallbeselectedbymainadvisororPrincipaltoassist
inallmeetings,activityplanningandschoolcompliance.

ARTICLEXISTANDINGCOMMITTEES

Section1.Communication/PublicityCommittee:Chairpersonshallberesponsibleforall
publicity,includingnoticesofmeetings,newsletter,announcementsand/orupcomingevents.

Section2.CommunityServiceCommittee:Chairpersonshallberesponsiblefororganizingand
overseeingoutreachprogramssuchasmiddleschooltutorials,Big
Brother/BigSisterprogram,aswellasothercommunityservicesprojects.


Section3.SocialActivitiesCommittee:Chairpersonshallberesponsiblefororganizing
National
AchieversSocietysponsoredevents.Chairpersonshallalsoberesponsibleforassistingwith
socialactivitiesformembersandnetworkingactivitieswithneighboringNASchapters.The
Presidentcanappointoneormorememberstoheadspecificactivityeventcommittees.

Section5.MembershipCommittee:Chairpersonshallberesponsibleforassistingwiththe
inductionofnewmemberstotheNeedhamB.BroughtonHighSchoolchapteroftheNational
AchieversSociety.

ARTICLEXIIAMENDMENTSANDDISTRIBUTION

Thesebylawsmayberepealed,alteredoramendedoranynewbylawsmaybeadoptedatany
meetingofthegeneralmembership,providingtheyhavebeensubmittedatleastthirty(30)days
priortovote.Atwothirdsvoteofthemembershippresentisnecessary.Acopyofthesebylaws
shallbedistributedbytheSecretarytoanymemberoftheorganizationuponrequestandtoeach
Boardmemberuponassumingoffice.

ARTICLEXIIIPARLIAMENTARYAUTHORITY

RobertsRulesofOrder,Revised,shallbeusedasauthorityatallNationalAchieversSociety
andBoardmeetings.However,meetingsmaybeconductedonaninformalbasis.

ARTICLEXIVDISCIPLINARYACTIONS

Section1.NonDisciplinaryInfractions:Ifanymemberofthisorganizationfailstomeetmembership
requirementsasoutlinedintheByLaws,heorshewillfacedisciplinaryactionunderthesupervision
oftheAdvisorsandtheExecutiveBoard.Disciplinaryactionincludestemporaryorpermanent
suspensionfromtheorganizationfortheremainderoftheschoolyearorpermanentremovalof
membership.

Section2.DisciplinaryInfractions:IfanymemberofthisorganizationviolatestheWCPSSstudent
codeofconductortheNeedhamB.BroughtonHighSchoolHonorCode,consequencesand
membershipstatuswillbedeterminedbytheBHSFacultyCouncil.TheBHSFacultyCouncilwill
determineconsequencesforallBHShonorsocietiesinallcasesfordisciplinaryinfractionswhich
includebutarenotlimitedto:fighting,drugs,cheating,plagiarism,misrepresentation,falsification,etc.
Removalfromonehonorsocietyduetolossofpersonalhonorwillresultinaremovalfromall
societiesinwhichastudentisamember.Studentswhohavebeenassigneddisciplinaryconsequences

willbeallowedtomakeanappealtotheFacultyCouncilontheirownbehalfbeforeaconclusionis
drawnoradismissalfromhonorsocietiesisdetermined.**SeeFacultyCouncilRules&Requirements
foradditionaldetails.**
Section3.TheAdvisor(s),Principal,andExecutiveCommitteereservetherighttodisciplineany
membersthatdonotreflecttheviewsandstandardssetforthbythisorganization.Thisorganization
willnottoleratedisrespectofanyfacultymember(s)andotheractionsthatplaceanegativedemeanor
onthisorganization.Ifanymemberofthemembersvieworwitnessanyoftheseactionstakingplace,
heorsheisresponsibleforbringingittotheattentionoftheoffendingmember,thentotheAdvisor
and/orExecutiveCommittee.IfthesituationisbroughttotheAdvisorandExecutiveCommittee,the
offendingmemberwillbecalledinforreviewandmembershipstatusmayberevokedonatemporary
orpermanentbasis.
