BE IT ENACTED BY THE ANIMAS HIGH SCHOOL MODEL CONGRESS

Preamble: Whereas the United States of America uses 18.89 million barrels of petroleum
products per day, this totals to 6.89 billion barrels per year, included in this is 320 million
barrels of biofuels annually, this means that 4.6 percent of our annual petroleum use is from
ethanol and biodiesel, in 2012 funding in the US for biofuels was 92 billion dollars, the
current carbon tax charges 20 dollars for every ton of Co2 and is projected to net 1.3 trillion
in the first decade.
SECTION 1: This act may be cited as the Embodiment of Biofuels act
SECTION 2: To increase funding of biofuels without increasing debt by:
a: Increasing the Co2 tax from 20 dollars per ton to 30 dollars per ton netting 1.95
trillion instead of 1.3 trillion.
b: Raising biofuel funding from 92 billion per year to 200 billion per year,
granting more subsidies to research, create, and incorporate biofuels into everyday
use
SECTION 3: To set a nonbinding goal to increase biofuel use from 4.6 percent to 25 percent
by 2030.
SECTION 4: This shall not only reduce our dependence on foreign oil, but will also reduce
Co2 emissions through a monetary penalty as well as through actual emissions reduced
thanks to biofuels.
SECTION 5: This bill shall go into effect 90 days after passage.
