1 Assistance to States for Developing Export Infrastructure and Allied Activities
(ASIDE) Scheme
In pursuance of the EXIM Policy announcement in March, 2000, ASDE scheme was launched on
13.3.2002.” 2050 Gr was spent under this scherre during the 10th Five Year Plan (2002-2007) and outlay
of * 3793.00 Cr has been provided under this scherre during the 1th Five Year Plan (2007-2012). The
allocation for financial year 2011-12 is* 700.00 Gr. (RE)
Prior to the launch of ASIDE scheme, the Ministry of Corrmerce and Industry had been implementing
four infrastructure development schernes vz. the Export Promotion Industrial Park Scheme (EPIP) Export
Promotion Zones Scherne (EP) and the Gitical Infrastructure Balancing Scheme (GiB) and the Export
Development Fund (EDF) for the North-East and Skkim etc. The new Scheme subsumed the
aforerentioned ongoing Central Schemes in order to develop export related infrastructure.
Selient Features of the Scheme
‘The ASE scheme provides outlay for development of export infrastructure which is distributed arrong
the States/ UTsinter-alia on the twin criteria of the export performance of the Sates/ UTsin the
previous year (DGOSS data) and popuiation census 2011. After merger of above schemes in the ASIDE
scheme, the on-going projects under these Schemes have also been funded by the States /UTs fromthe
resources provided under the ASIDE
scheme. The specific purposes for which the funds allocated under the Scheme can be sanctioned and
Utilized are as follows: -
Creation of new Export Promotion « Industrial Parks/Zones (induding Special Econorric Zones
(SEZ))/ Agi-Business Zones) and augmenting facilities in the existing Zones.
Setting up of electronicand other related + infrastructure in export condaves.
Equity partidpation in infrastructure « projects, induding the setting up of SEZs.
Meeting the requirements of capital + outlay of EPIPs/SEZ.
Development of complementary infrastructure * such as roads connecting the production
centres with ports, settinguup of inland Container Depots and Container Freight Stations.
Stabilizing power supply through + additional transformers and islanding of export production
centres, etc.
Development of rrinor ports and jetties + of a particular specification to serve exports,
Assistance for setting up Common Effluent + Treatment Plants.
Projects of national and regional + importance.
Adtivities perrritted as per the Export + Development Fund in relation to the North East and Sikkim.
ASIDE scheme outlay has two corrponents. 80% of funds (state component) are earmarked for
allocation to States / UTs on the basis of approved aiteria. Balance 20% {central component), isretained
at the central level for meeting requirements of inter-state projects, capital outlays of Government
sponsored SEZs, activities relating to promotion of exports from the North Eastemn Region and any other
activity considered important by the Central Government fromthe regional or netional perspective
At the State Level, a State Level Export Promotion Comittee (SLEPO headed by Chief Secretary of the
State and consisting of States Secretaries of concemed Departments, a representative of the States Call
of Department of Corrmerce (DoO, Joint Director General of Foreign Trade posted in that State/ region
