FESTIVALS OF MINDANAO

STREET DANCING PARADE AND FESTIVAL QUEEN COMPETITION

GENERAL MECHANICS

Open to all street dancing champion contingents from festivals in Southern Mindanao. Each entry will
serve as the representative of the festival of the town or city respectively. A city may field 2 contingent entries
where there are 2 festivals represented in that city (i.e. Gensan; Tuna Festival and Kalilangan Festival). A
municipality will only be allowed one contingent entry.

Contingents will parade in the designated parade route of the Festivals of Mindanao Street Parade with
their respective Festival Queens as lead dancer. This is the mobile presentation of the competition. A focal
presentation will be danced in Pedro Acharon Sports and Recreation Center Field. The different Festival Queen
entries will compete in a pageant the night before the street dancing parade. Details of the pageant night will be
discussed in the Festival Queen Pageant Briefing.

Prizes and the coveted first ever Festivals of Mindanao Street Dancing Champion title will be bestowed
on the champions. The Festival Queen Award and several awards will likewise be given.

REQUIREMENTS

Each contingent must submit a completed Entry Form signed by either the Mayor of the City or
Municipality whichever is applicable on or before January 20, 2010 to the Kalilangan Festival 2010 Secretariat
together with the Synopsis of Festival to be represented. Certain requirements must be satisfied together with
the Entry Form.

Contingent Manager/Coordinator or authorized representative must attend all meetings called by the
Festivals of Mindanao Event Manager and/or organizers.

MECHANICS

1. Concept or theme for each contingent is left to their own interpretation of what is relevant to the
festival they represent. Costumes and performances must depict and represent the festival clearly.
2. Judging will be done in 2 phases of the parade; the Mobile Performance will comprise 30% of the
total score while the final Focal Performance will comprise the remaining 70%.
3. PARADE ROUTE dance steps should be progressive all throughout the whole parade route. FIVE (5) points
shall be deducted from the total score of any contingent who does not follow the instructions of the Parade
Marshals and/or communicators assigned to them.
4. Focal Presentations will be done at Pedro Acharon Sports and Recreation Center Field.
Presentations must be 6 minutes (minimum) and 8 minutes (maximum). Violation of rules 3 and 4
will merit twenty (20) points deduction from the total score.
5. Five-minutes will be given for the preparation of props and musical instruments for every
presentation. The performance time will start as soon as the preparation time elapses or as soon the
contingent is ready. The official time of the presentation will end as soon as the music stops.
6. Each contingent must have a Festival Queen entry. Qualifications of the Festival Queen
contestants are:
a. Must not be younger than 16 years old;
b. Must be a reigning beauty queen of the city or municipality she is representing;
c. Must follow and abide by the rules set for the Festival Queen Pageant.
The contingents’ festival queen must prominently dance with her contingent in all phases of the
parade.
7. The composition of each contingent shall be within the minimum or sixty (60), maximum of one
hundred (100) dancers including the Festival Queen, a minimum of ten (10) and a maximum of forty
(40) instrumentalists. Instrumentalists as part of the contingent must be in proper attire also
consistent to their theme/motif. Support staff for each contingent shall be limited to twenty (20) for
security, food and other assistance.
8. Contingents may only use live music using instruments of choice for focal presentation and mobile
presentations.
9. All hand props shall be carried by the dancers throughout the parade route during the mobile
presentations. Use of backdrop is allowed only during focal presentations.
10. Footwear must be used in both presentations and be consistent to the theme/motif.
11. The use of live animal sacrifices and children below 4 years old are strictly prohibited.
12. The use of flammable materials such as fireworks or pyrotechnics as part of the ritual are strictly
prohibited. A five (5) point deduction shall be imposed against any contingent who violates rules 10
and 11.
13. Safety must be observed in execution of presentations. Injury caused by dance routines will be the
responsibility of the contingent but basic medical service will be provided by the Kalilangan
Festival 2010 Organizing Committee (KFOC).
14. Contingents arriving in Gensan a day prior to parade day shall be accommodated at designated
public schools. The rehearsal schedules shall be coordinated with the Festivals of Mindanao Street
Parade Event Manager. Food and transportation to and around Gensan will be on the account of the
respective contingents. Security will be provided at the housing area.
15. There will be 2 sets of Judges for the Street Dancing Parade (Mobile and Focal) and one set for the
Festival Queen Pageant.
16. The decision of the Judges in all categories is final. No one is allowed to question any of their
decisions. Clarifications may be done with the KFOC.
