Project Context
a. The Area

Alegria
Alegria is a barangay of the philippine municipality Alabel in the province
Sarangani in SOCCSKSARGEN which is part of the Mindanao group of
islands.
Alegria is one of the barangays which are in the outlying area of
Municipality Alabel.

b. The Mineral

c. The Community

The municipality Alabel with a population of about 71,872 and its 12


barangays belong to the partly urban areas in the Philippines. While some
of the barangays developed modern urban structures, some others,
especially those which are seated in the outlying areas, remained rural. By
the end of 2007 Alegria had 7,585 residents.

e. Rationale

Gravel is composed of unconsolidated rock fragments that have a


general particle size range and include size classes from granule- to bouldersized fragments. Gravel is sub-categorized by the Udden-Wentworth scale
into granular gravel (>2 to 4 mm or 0.079 to 0.157 in) and pebble gravel (>4
to 64 mm or 0.2 to 2.5 in). One cubic yard of gravel typically weighs about
3000 pounds (or a cubic metre is about 1,800 kilograms).
Gravel is an important commercial product, with a number of
applications. Many roadways are surfaced with gravel, especially in rural
areas where there is little traffic. Globally, far more roads are surfaced with
gravel than with concrete or tarmac; In the Philippines has over 400,000 km
(250,000 mi) of gravel roads. The largest producer of gravel since 2006 is the
United States of America, with the new technologies applied to Building
Construction and Road Networks Upgrade world consumption has
dramatically rise in the market. Most rivers in first world countries are banned
for quarry due to environmental consideration depletion of stored gravel in the
bedrocks are usually main factor of the closure due to obsolete ways of
quarrying the river. The producer of gravel in first world nation are now
quarrying in open pit which is more expensive than river quarrying and others
are depending suppliers from 2nd world and 3rd world countries which rivers
are not explored.
Based on our initial research the Rivers runs along Alegria are 95%
un-touched most of quarries are dredging around the maribulan rivers which
the variety of its gravel are similar with the gravel extracted in Alegria, thus
Alegria according to our initial exploration if fully operational the quantity of
gravel may produce will be 80% equivalent of maribulan river quarries.
Communities around the area have been initially arranged, the passage of
private roads and access from major roads to the quarry sites. Further study
we can come up with precise conclusion as per initial exploration Alegria
(latian and buayan) rivers has good quality gravel and commendable for
quarry business.

V.

Methodology
a. Exploration: a team for exploration will be created, a complete detail for
exploration must be attained; pictures, samples, details of location, nearby
community and environmental considerations.
b. Land Acquisition: Acquisition thru Buy, Acquisition thru joint partnership with
land owner, Rental (offices, bunkhouse, motor pool, processing etc.)
c. Preparation of Permits and Certification
d. Site Preparation: Clearing, water source, roadways internal arrangement with
communities nearby.
e. Installation of Equipment and Building Construction
f. Personnels Organization

Project Management
The most crucial part of the business is the management of the project, the proponent
will create a systematic forms and ways management not a regular type of management
applied to common quarries where operators depends only in the ability of the drivers
and checkers in handling the management of the quarry business, conceivably the
proponent will create more accurate and effective management flow for the proposed
business. The Proponent Aqua Virgo and Partner CAS COAL will be the top offices incharge in the operation and subsequently followed by the corresponding offices
applicable to business.

Socio-Economic Justification
Proposed business projects will follow the guidelines of Environmental Impact
Assessment (EIA), the extraction of gravel will generate workers, taxes thus the annual
revenue for the province will escalate as well as the main community covered by the
area of the project.
Evaluation and Monitoring
The Evaluation and Monitoring the operation of the project is directly supervised by the
Proponent and Partner, the Funder will at his discretion put in-charge on monitoring
and evaluating the operation specifically the accounting division of management.
Further more appropriate study on monitoring and evaluation should be prepared.
Business Plan
The business part of the project is depending on the agreement of both parties.
Project Proponent Information
Aqua Virgo Inc. is a non-stock, non government organization which operates in
miscellaneous business activity with its office located at National Hi-way, General Santos
City. The Organization is led by President Marivic Narvaiza Pendatun, The Executive Vice
President Jenefred Misa and its Operation officer Romano P. Narvaiza, the organization
has been operating gravel business for 6 months and soon to operate the Limestone
quarry at Maasim.
