Unit 1 Essential Question: What should be the
goals of government?

In framing a government which is to be


administered by men over men, the great
difficulty lies in this: you must first enable the
government to control the governed; and in the
next place oblige it to control itself.
Federalist No. 51

What is government?
Government is the institution
through which a society makes and
enforces its public policies.
In its most basic form there are two
types of government:
Democracy
Dictatorship

Politics is the process by which a


society decides how power and
resources are distributed
The means by which government is
conducted (good or bad)

What is the state?


States are the main unit of government in the world today.
There are more than 200 states, varying greatly in size, population,
and power.
A state is not strictly the same thing as a nation (which refers to
large groups of people) or a country (which refers to a particular
region).

There are four characteristics required to be considered a


state:

Populationa body of people


Territorydefined boundaries
Governmentbeing organized politically
Sovereigntyno other government is in control. Absolute and
supreme power is held within the territory.

Where did the state come from?


There are four theories to the origin of the state:

Force Theory
Divine Right Theory
Evolutionary Theory
Social Contract Theory

Force Theoryone person or a small group claim
and control an area using
1st example - When the first settlers came over
here they took over the Native Americans and
made them obey their laws.-also known as the
trail of tears.
2nd Example - When Adolf Hitler took over
most of Europe and did a mass genocide of the
Jewish people also known as the Holocaust.

Divine Right TheoryGod created the state and
God chose its ruler. To disobey the king is to
disobey God.
Example: King Louis the XIV ruling because of
Divine Right
Example: When the United States put the in God we
trust on the license plates and currency, showing that
the government believe that we came from "God" .

Evolutionary Theorythe state started with a
family, expanded into a clan, then tribe, etc.
Through many generations, the state was born.
Example: Native Americans. They didn't believe that
you could own land they believed that their ancestors
where there, therefore it was they belonged there

Social Contract Theorytheir originally was no
state, but human beings thought it would be useful
to come together and help each other out and
protect one another.
Example: Our government now!!
The constitution in which our government uses to guide
their law making while keeping our citizens rights in
mind.

What is the purpose of government


? The six main purposes of government are set out
in the Preamble to the Constitution:
Form a More Perfect Unioninsure that each
of the states are looking out for the common good
of the country as a whole, not just the states
themselves.
Establish Justicewe want a government that
treats all people equally under the law.
Insure Domestic Tranquilitykeep the peace
at home

What is the purpose of government?


Provide for the Common
Defensekeep the country safe
from foreign enemies.
Promote the General Welfare
the government should do things to
better society as a whole (education,
clean air and water, etc)
Secure the Blessings of Liberty
insure that America is dedicated
and committed to maintaining
freedom for all.
