The current law does not allow anyone to tie or more things to the levee at any time. I do not think anyone
intends to change this law. The 180 foot rule is what we want to apply to high water situations and is when
the second part of this applied before anyway and this is just a replacement for second part of this
paragraph. If you dont move the high water language here, people could more up against the levee or to
levee at low water times. I do not think that was intended.
