Generally, English is not a medium of instruction in the schools, even in
colleges or universities in Thailand. It is seldom heard by many. Its role in
development of students is not emphasized and failed in some aspects. Thus, it
is proper to evaluate the educational programs in terms of the effectiveness of
its implementation particularly in the schools, colleges and universities in
Thailand.
