Hail Supreme Court verdict
on criminalisation of politics!

he Apex Court was hearing a


case pertaining to an appeal
against the Madras High
Courts judgment to nullify panchayat
elections held in Coimbatore in 2006.
The Supreme Court consisting of
Bench of justices Dipak Mishra and
Prafulla Pant rightfully ruled that the
election of a returned candidate will
be held null and void under Section
100 (1)B of the 1951 Act if he fails
to disclose the complete and full

the time of his nomination. Then this act becomes illegal and the
justices observed that amounts to undue influence and corrupt
practice and his election must be quashed on that ground.
They also opined that the suppression of information in
criminal cases tantamount to fraud with the electorate and it is
in jeopardy in the free exercise of ones electoral right. It is
justified that mere disqualification is inadequate but to nullify the
election itself. Concealment of information partially or fully of
his criminal antecedents is both a direct and indirect assault on
the right to vote by the electorate. The verdict is laudable and a
step in the right direction thus protecting the fundamental right
of the electorate as enshrined in the constitution and against
hiding of information by the candidates.
This will definitely deter a candidate in filing nomination with
false information.

Postal saving scheme for the


girl child

he Department of Posts
launched
Selvamagal
Semippu a new deposit scheme
for the girl child. The Department,
which already has a facility for
savings bank accounts for
children, has started this scheme
exclussively for girls below 10
years of age. Parents or guardians
can deposit upto Rs.1.5 lakh a
year in this scheme, which
provides an interest rate of 9.1
percent.
The
scheme
allows
customers to pay in multiples of
Rs.100, and the depost amount
need not be constant every
month. While the account can be
closed only after the accountholder turns 21, the amount can

be partially withdrawn for


reasons including higher
education, when the account
holder is 18 years old.
At present nearly 20 lakh
people hold various types of
accounts in 230 post offices
across the city and its fringes. Of
these, nearly 10 per cent are in the
name of minors aged above 10
years.
The new scheme , referred to
asSukanya Samriddhi in other
states, will be available at all post
offices.
The department plans to
create awareness among
customers, and targets opening
ond lakh accounts this fiscal.

HIV treatment to be linked with
Aadhaar
Anti-Retroviral Therapy Treatment for HIV/AIDS infection
will now be linked to Aadhaar. Even those coming for HIV
infection testing will have to produce their Aadhaar cards. This
is to avoid duplication of patients going to several ART centres
for testing.
The National Aids control Organisation has created a special
software which will identify a patient who goes for testing at
different centres and get registered at all the centres.
Once linked to Aadhaar, the computer will blink and we will
be able to know that the individual is already registered elsewhere
and has come for retesting.

U.K. launches over


400 scholarships

n an unprecedented increase
in its interaction with India,
the United Kingdom will award
401 scholarships worth 1.5
million pounds to Indian
students who wish to study in
its universities. Last Friday, the
British Council launched the
Great Britian Scholarships India
2015in New Delhi. Andrew
Soper, Minister Councellor told
that about 84 per cent of Indian
Student visa applicants in 2013
were sucessful.
The nextday, an exhibition
with over 60 universities from th
UK was also held. Mei-kwei
Barker, director British Council,
South India said the
scholarships will be to 57
institutions in England,
Scotland, Wales and Northern
Ireland. They will be for the
September 2015 and Jan 2016
intake. Chevening- the UKs
global scholarship programme
for future leaders-will offer 130
fully funded scholarships for
academic year 2016 to mid-career
professionals to pursue shortterm executives programmes.

Parent's Review Day

he Parents Review Day was held in Madha Public School on


Saturday 31st of January through which the students learnt a lot
from the whole process.The walls were decorated with wonderful
wordings and the bulletin board was filled up with the snaps of the
students performing different activities throughout the year.It was a
fantastic display of all the projects prepared by the wards, right from
Standard I to Standard VII.
The students explained their experiments to the parents and the
visitors with great enthusiasm. The experiments such as Conserving
Agricultural Irrigation Water, What do Plants need most, Compost
and Comparing Varying Levels of Oxygen Aeration in Increasing Plant
Production etc. were the highlights on the Review Day.
It was a refreshing day for the visitors who appreciated the fact
that the hands on skills of the students enthralled them.

General Body Meeting and 8th
Sports & Cultural Festival on
Sunday the 1st February 2015 at 5
p.m. at its Ganga main road and
PalarStreet junction with much
pomp and fanfare. 300 residents,
ladies, gents and children
participated in the meet,
exhibiting a lot of interest and
warmth.
S. Ganapathy, President of
Panrwa, in his presidential
address,
elaborated
the
associations multifarious civic
welfare activities in conjunction
and follow up with the civic
authorities in the upkeep of
roads, supply of metro water,
garbage clearance, street lights,
sewerage maintenance, electricity
etc. He complimented and paid
encomiums to Government of
Tamilnadu, Hon. Mayor of
Chennai Corporation, 149 ward
member and respective officials
for laying good concrete road as
desired and beautifying all
streets with L.E.D lights.
The association had
demanded good roads for the
nagar for the past 3 years and
rectifies the level of the roads
which was a threat at mansoons,
causing entire Brahmaputra
Street waterlogging (The above
defects were rectified while laying
the road). We once again thank
Mayor for approval of laying a

good concrete road and provision


of street lights with L.E.D lights
which made the streets beautiful
to look at.
The office-bearers of the
association had attended the first
ever joint meeting of various city
associations interface with the
Mayor and corporation officials,
convened by the Mayor during
January last year. The association
had submitted a memorandum
requesting the corporation to
speed up laying of the concrete
road in the nagar, improvement
in supply of metro water and
beautification of childrens
playground then.
We had received a letter from
the Mayor to look into the above
demands and appreciated the
good welfare measures of the
association. With regard to
supply of metro water which was
very poor, the department took
immediate action during May last
year, laid a separate line to
Palaniappa nagar by bifurcating
the two lines in the Arcot road.
Now, the water supply is good
and we met the Managing
Director, Chief Engineer and
Zonal Engineer and appreciated
their good efforts for doing the
above work at a cost of 2 crore
and thanked them for acceding
to our request. Two lamp posts
which were worn out had been
replaced as requested and the
low lying electrical lines will be
heightened by erecting two more

poles in the Brahmaputra street.


Our persistant demand for an
additional transformer for the
nagar, the TNEB officials have
promised to carry out the work
once their resources position gets
improved. The office bearers of
the association meets on a daily
basis and monthly committee
meetings to take care of the
grievances, aired by the residents
and does dedicated services. The
Secretary, P.Saravananspoke
about the welfare measures taken
by the association in true spirits
and called for unity and love
among the residents and read the
secretary report. The VicePresident, S.A. Subramanian read
the audited balance-sheet which
was approved by the General
body unanimously. K.Babu, jointsecretary, M.Rajendran, advisor

congratulated the association for
their noble services to the
community in a fair manner.
It was followed by dance
recitals and fancy dress by tiny
tots and children which were
enchanting and applauded by the
gathering. 6th year educational
awards were given to top rankers
who had passed 10th and Plus 2
last year and were honoured with
certificates. 400 prizes were given
to the winners as well as
participants of the sports and
cultural programmes. Last year,
we had distributed 357 prizes.Vote
of thanks was delivered by
