Action Team Co-Leader

Job Description

The key reason for a county-wide literacy network is to bring the community together to address an issue so large that no one
organization can solve it alone the scale is too great to address without a shared commitment and community will for change. The
literacy needs in Genesee County are greater than the capacity of current service provision to address and therefore implementation of
the communitys literacy plan and governance process must be supported by community leaders willing to take on the issue.
Roles
The role of the co-leader is to guide the implementation of the communitys action plan. The co-leaders have the knowledge and skills
to lead their team. They have a vision for how change will happen and can capitalize on local strengths and existing partnerships. A coleader brings:
Knowledge of the community
Knowledge of the specific area/discipline
Networks of influence
Community respect
Ability to broker partnerships
Commitment to community development and impact
Passion!
Responsibilities
1. Commitment of time to attend regularly scheduled meetings
2. Meeting with leadership to guide implementation actions
Tasks
To successfully guide the dialogue of the group toward attaining the goals as set out in the charges of each implementation
team
To ensure the respective implementation team has the expertise needed to accomplish its goals
To designate roles within the action team as needed (scribe, time keeper, researcher, etc.)
To maximize the voice of all segments of the community related to the implementation team topic, in order to ensure that input
is broad-based, relevant and thorough
To provide feedback at the end of each meeting to Network staff with meeting notes and any specific needs not met by team
members
To ensure that participation is high and substitutes are only designated in emergency
The volunteer nature of this job description recognizes and appreciates all the implementation team co-leaders for the generous gift of
their time and talent in leading the community to the vision of 100% literacy.

Action Team Charges


All Action Teams are charged with implementing strategies developed in the planning process that will result in a
comprehensive, coordinated, culturally sensitive, and integrated learner-centered continuum of lifelong literacy services
and programs. Each Action Team will align and implement strategies in support of the Literacy Networks community
literacy indicators and goals.

EARLY CHILDHOOD LITERACY ACTION TEAM (BIRTH TO THIRD GRADE)


Top Action Items
Ready Schools
o Align curriculum between early childhood providers and schools
o Convene early childhood providers and kindergarten teachers to develop kindergarten transition process to include education
for childhood providers on school Standards
o Ensure Early Childhood Standards of Quality
o Identify & accommodate children with disabilities
o Align school attendance policies
o Ensure all children have quality early learning experiences in childcare or at home
Ready Communities
o Expand and continue to support home visiting programs for parents
o Provide holistic approach to early childhood development
o Ensure safe areas for learning / play and exploring
GOAL: Refine and implement strategies to ensure that children and families have access to high quality literacy provision in
educational and community settings. In addition, identify opportunities for volunteer support and training across program types,
including mentors, volunteers, etc.

FAMILY LITERACY ACTION TEAM


Top Action Items
Ready Children / Families (Year 1 Network Priority)
o Empower parents through use of evidenced-based family literacy programming
o Determine scope of parent/caregiver education programs and ensure that parents have opportunities to receive quality
parenting skills
o Ensure all children have quality early learning experiences in childcare or at home
o Increase parenting program offerings through many venues including hospitals and schools

FAMILY LITERACY ACTION TEAM (CONT.)


Comprehensive Family Literacy (Year 1 Network Priority)
o Increase interactive literacy activities between parents/adults and their children using evidence-based family literacy
programming
o Develop adult mentoring programs with outcome of increased economic self-sufficiency for family unit
o Increase access to technology for homes
o Increase awareness and access to basic needs resources to reduce learners barriers to participation
o Promote utilization of community centers as venues for safe, local and affordable family activities
o Promote the increased utilization of libraries and culturally diverse community events for families
o Develop and support family centered technology activities
o Design, implement and support family centered health literacy activities
o Develop and support family centered financial literacy activities
GOAL: Refine and implement strategies to ensure that children and families have access to high quality literacy provision. In addition,
identify opportunities for volunteer support and training across program types, including mentors, volunteers, etc.

YOUTH LITERACY ACTION TEAM (4 TH TO 12 TH GRADE)


Top Action Items
Coaching, Tutoring & Mentoring (Year 1 Network Priority)
o Identify current tutoring and mentoring programs for school age youth and assess additional needs for each school
o Develop partnerships and programs to increase the number of volunteers, sites, and youth involved beginning with schools in
greatest need
o Develop mentoring programs with high profile role models
o Form partnerships with area colleges and universities to recruit volunteers to tutor and mentor in the local school districts
o Increase community based homework partnerships faith based, service organizations, community centers, etc.
GOAL: Refine and implement strategies to ensure that youth have access to high quality literacy provision both in and outside of
school. In addition, make recommendations for volunteer support and training across program types, including mentors, tutors,
volunteers, etc.

CAREER PATHWAYS ACTION TEAM (ADULTS & OUT OF SCHOOL AND UNEMPLOYED
YOUTH AGES 16-24 YEARS OLD)
Top Action Items
Alignment of Services & Best Practices for GED / Trade Certification
o Align programs to employer goals/needs
o Utilize shared community resources and standards that incorporate evidence-based best practices
o Incorporate workforce goals as measures of programmatic success
o Create an awareness campaign for employers and residents about the need for increased HS Diploma, GED or Workforce
certification completion
o Develop a community wide volunteer recruitment effort to support accomplishment of increased GED/Trade Certification
o Seek guidance from employers about existing and future staffing needs
o Partner with workforce development organizations about barriers to workforce engagement for their service population
o Seek guidance from successful GED/Workforce certification recipients to determine best methods for reaching and sustaining
greater student participation
Alignment of Services for Opportunity Youth
o Increase resources and supports for Navigation services
o Develop a virtual search/assessment tool across the spectrum of programs
o Align Opportunity Youth program criteria across agencies
o Establish community agreement (MOU) and involvement in creating a uniform intake and assessment process
o Develop or adapt clear career pathways in collaboration between local partners that align with local labor market move to
alignment of services using tools such as the Educational Development Plan system
o Develop alternative funding pathways so financial aid is not used for remediation of k-12 education
GOAL: Refine and implement strategies to ensure that adults and opportunity youth have access to high quality literacy provision.
Explore the relationship between the need for skilled workers and the roles education and business communities can play to
collaboratively meet those needs and improve literacy levels in the workforce. In addition, identify opportunities for volunteer support
and training including mentors, tutors, volunteers, and etc.

PERFORMANCE MEASUREMENT ACTION TEAM

GOAL:

Implement community-level goals, and indicators that support each Network goal, to ensure uniformity of attributes that will
lead to program and service excellence
Identify sources of data required to track indicators, identified above, over time. Establish sharing agreements with owners of
key data
Recommend a standardized way to measure learner outcomes within program types
Identify and implement a central data and strategy tracking system for the purpose of measuring progress at the community
and strategy level
To implement community-wide goals and indicators to measure literacy performance.

GOAL: Launch a marketing plan to ensure that literacy becomes a major priority in the community, to recruit and retain learners from
across the age spectrum, and develop a campaign with both general messages to the entire community and targeted messages to
specific audiences.
