1. LIBRARY USERS AND NEED


January 18, 1932, the free public library was established for the citizens of
Fayetteville, NC. From that humble beginning, emerged the Cumberland County
Public Library & Information Center (CCPL&IC), comprised, today, of 8 community
and regional branches and the court library. Located in Fayetteville, NC, the
library system proudly serves the residents of Cumberland County and Fort
Bragg.
Throughout its existence, the library has responded to the needs of its growing
community, offering a variety of services, technologies and resources.
Inadvertently, the library has lagged in providing resources to those citizens
deemed as intellectually and developmentally disabled. Recognizing this omission
in services, the Youth Services (YS) departments began, in the fall of 2013, to offer
programming especially designed for children with autism and other
developmental delays. The programs include Rhythm and Rhyme Sensory Story
Time and Sensory movies, with brighter lighting and lower volume. Other ongoing
efforts to serve the disabled community include laptops with cameras and
software enabling deaf video relay services, along with Skype. The use of the
laptops with relay service proved very popular and resulted in the installation of
the software on all laptops designated for public use.
Each December, library staff members converge for Staff Development Day, which
offers a variety of informative and skill-building sessions. In an effort to increase
staff awareness of the local deaf community, one of the most recent Staff
Development Days included a session on sign language, taught by a local teacher
who works daily with deaf and hearing-impaired children.

Mobile Outreach
This service brings the library to customers for whom mobility is a problem.
Skype
All locations provide access to Skype for all customers, including hearing-impaired
individuals, who want to communicate with another party face-to-face. Skype
enables signing communication through the use of a computer or laptop.
Deaf Interpreting Services
The library offers deaf-interpreting at its programs if requested. The request must
be submitted where the program is to be held must be contacted at least two
weeks before the program. The library will arrange for an interpreter for the
deaf to be at the program, as availability permits.

Text to Speech in EBSCO Databases


EBSCO databases feature a Text to Speech feature, which can also be accessed at
home. This feature allows articles in text to be relayed in audio format.
Audio Books
The library has a large selection of audio books available both on CD and for
digital download.
Large Print Keyboards
Each library branch has a resource terminal with a large print keyboard.
Screen Magnifiers
Each branch is equipped with a screen magnifier that fits over a computer
monitor (both desktops and laptops) and is available for checkout to use on a
library computer. The magnifier allows the user to see characters up to 30% larger
than normal.
Rhythm and Rhyme Sensory Story Time and Sensory Movies
They target children with autism, Down syndrome, sensory-processing
disorder/language-delays and disabilities. From December 1, 2013, to November
20, 2014, there were 73 sensory programs offered, with a total attendance of 459.
These services highlighted provide strong evidence of CCPL&ICs recognition of
and commitment to those with special needs. Intellectual stimulation, learning
opportunities and enlightenment for special needs adults has not been initiated en
masse, and remains an area of need. Currently, one of the eight branches
regularly provides a program for this segment of the community. Recently, the
Cliffdale Regional Branch Library offered a scavenger hunt-style word game, in
which participants defined a list of words, then matched them with pictures
hidden throughout the library. Surprisingly, participants were overwhelmingly
comprised of special needs adults, who enjoyed and appreciated the opportunity
to participate in the program. This was further evidence of the need for intellectual
stimulation for this population. One caregiver even commented, This was an
excellent opportunity for my autistic friend.
CCPL&IC seeks and welcomes the opportunity to extend its outreach through
programming, services and technologies to better meet the needs of this
population, which has historically been underserved by the library.

3. PROJECT DESCRIPTION
The Youth Services (YS) department requested and received funding for the
purchase of iPads and iGuy cases, and each branch was equipped with several of
the devices. (The iGuy is a special free-standing, highly protective foam display
case for iPad). Before the programs full implementation at each branch, staff were
introduced to the iPads and the concept during a recent Staff Development Day.
The informative session allowed staff to become familiar with the devices and
explore the applications installed. There were no doubts about the educational
and entertaining benefits of the devices.
On the heels of this successful launch, the goal of this project is to purchase
iPads/iGuys and accompanying headphones for use by special needs adults.
Since many special needs adults also function at the same capacity as some
children, many of the previously purchased applications can be used, along with
more challenging activities. In addition, headphones will need to be purchased, as
headphones or earbuds have to be worn in the library while listening to any audio.
Currently, the circulation department sells earbuds to library patrons, for $2.00
each, but cost to the special needs population is to be avoided at this time.
While the iPads are housed within each branchs YS department, the devices
intended for Adult Services will be stored at each branchs Circulation
Department. This department also currently oversees the checkout of laptops, and
can also successfully oversee the same procedure for the iPads. A consenting
adult would need to be present and complete the necessary documents to secure
the device. A library card along with a government-issued I.D. would be required
of the adult or caregiver who would assume responsibility for the device and
headphones. As with the laptops, these devices would be checked out for an hour
with renewal allowed as demand permits. All devices would be secured with
security tags and would not be permitted for use outside of the library.
At present, some special needs adults, who are higher functioning, use the library
computers primarily for surfing the web and other activities. They may check out
laptops or use the computer lab along with other adults. Lower functioning adults
do not have this luxury, and are rarely entrusted to be at the library alone.
There are numerous facilities and case managers in the community who specialize
in providing services to special needs adults. The training includes basic life skills,
in addition to educational and technology skills. The iPads will allow for guided
skill-building activities under the direction of an adult. Caregivers and their
special needs clients can work one-on-one or use a meeting/conference room for a
small group instructional setting. Users can enhance basic skills such as reading,
spelling, math computations, manual dexterity, and more.

With the acquisition of 10 or more devices per branch, library staff can also teach
scheduled classes designed for use with the iPads. Currently, each branch
provides monthly computer-related training for the public, and this service can
also be extended to include the iPad users. Classes can be tailored to meet the
needs of the clients as deemed by their case managers and providers.
About the iGuy
The iGuy is a free-standing foam display case for iPads. It is equipped with
handles like arms that make carrying it at cinch, made lightweight, but composed
of EVA foam to provide plenty of protection. Because the iGuy can stand on his
own two feet, it can easily be used to watch movies or videos. While it is hoped the
iPad would primarily be used for educational purposes, it is also a goal of the
library to be a place of fun and entertainment, as well.
Staffing
No additional staffing will be required to manage the iPads or to teach classes. As
the management of the devices will primarily become the responsibility of the
branch circulation departments, their staff will learn the proper checkout
procedures for the devices, which may not vary widely from the procedures for the
laptops. The technical services staff will prepare the devices for use at each
branch by assigning library barcodes and security devices. Librarians will add
these educational classes to their rotation as long as need and resources permit.
Reaching the Target Audience
The individuals, facilities and programs that serve the adult special needs
population in Cumberland County are numerous and diverse. Alliance Behavioral
Healthcare is one of the primary agencies responsible for overseeing the care of
intellectually and developmentally disabled adults and provides an extensive list of
providers in the area. The library can initiate direct contact through electronic or
written mail, alerting providers to the new services being offered. In addition, the
library distributes an electronic newsletter, monthly, highlighting its many
programs. This provides an excellent opportunity to reach many households,
along with the monthly event calendar, available in both print and electronic
formats.
Project Maintenance
The library actively pursues grant funding and uses such funding to help provide
new and updated technologies as needed. The librarys budget, along with support
from its partner, the Friends of the Library, will extend the life of the project, if it
is deemed successful and effective at meeting the needs of the community.

6. EVALUATION
The recording of statistical data is an essential element of library services and
programming. This data is used to determine the use of library facilities and
services. Low numbers indicate areas of weakness, for which services may need to
be improved or simply eliminated. The checkout rate of the iPads will alert
administrators to its demand or lack thereof, and comment cards are provided at
the close of each library class. These comment cards, recorded class attendance
and statistical measurements are relied upon as indicators of library failures and
successes.
