A BILL TO BE ENTITLED

12 To stop the import of goods, made by children, coming into the United States
13PURPOSE SECTION
14 The purpose of this act is to stop imports, made by children, from coming
15into the United States. This Law may achieve the goal of banning child labor
16around the world.
17PREAMBLE
18WHEREAS, India has an over population of children working at a young age (more than
1912.6 million children). Most of these children are working as servants, on streets, in
20factories, and on farmlands all a form of child abuse.
21;and,
22WHEREAS, The foundation in Andhra Pradesh has 400,000 kids, mostly girls that range
23in ages between 7yrs-14yrs. They are working 14-16 hours a day.
24;and,
25WHEREAS, India has the largest number of child laborers. It has
26increased dramatically from 1991 to 2001;and,
27WHEREAS, USA has enforced laws regulating child labor. There is the:
28Massachusetts Law, Pennsylvania Law, Alabama, North and South
29Carolina Laws, and Fair Labor Standards Act (FLSA).

31THEREFORE BE IT ENACTED BY THE UNITED STATES CONGRESS OF
32AMERICA that all import goods, made by children, coming in to the United States will
33be stopped.

35Section 1 - ENACTMENT CLAUSE

37All imported goods, made by children, coming into the United States will be stopped, and
38sent back to the owner or retailer. This law will be approved by the Congress of the

39United States. By the 365th day after the enactment of this bill it will be fully applied to
40All goods imported into the United States. Businesses will have one year to change their
41policies to fit this bill.

44All goods looking to be imported into the United States will have to go through a
45verification process. Once the goods have been verified that no child labor was used in
46the making the goods will receive stamp of approval. Having this stamp will ensure the
47products imported into the United States. Conform to the child labor law If there is no
48stamp, the goods will not be eligible for import.

51In order to stop imported products made by children into the United States, there will be
52procedures that are needed to carry out this law:

1. This law passed by the Congress of the United States of America.

2. Verification stamps required for all goods entering the United States that regulates

that no child labor was used in the making of the goods.


3. Increase the security at the verification import area, so they can check each
package when it comes through.
4. Send out the penalties for violating this law.

60Section 2 - ENFORCEMENT

62The Congress of the United States will be responsible for enforcing this law. Each
63business will have one year to make changes to their businesses to fit this law. That
64means any day after the law goes into force, it must be adhered to or penalties will be

65enforced. There will be three penalties if you break this law. First offense, a warning will
66be sent to the maker of the goods and goods will not be allowed for verification again for
671 month. Second offense, company will pay a fee of two thousand dollars and Distributor
68will not be allowed to verify goods for 6 months. The third offense, company will no
69longer be able to import any goods into the United States.

72How are we going to pay for the stamps, signs, and extra security? This bill is going to be
73funded by organizations and donations. There are many organizations that help raise
74money, which will go towards working children so they can get an education, and the
75supplies that they need for school. Also we can raise money by donations given by the
76people who support the bill or want to help. There will also be the department of
77commerce, they will help with business and funding to keep the system running
78smoothly.

80Section 3 - CLOSING SECTION
81The requirements stated within this bill will take effect on May 30, 2016, roughly after
82365 days has passed. After passing this law child labor will inevitably decrease around
83the world. I predict this because the United States is a leader and once we stop tolerating
84imported goods made by children the rest of the world will follow. For example, if a
85business main source of labor is from children, now that their goods are no longer
86acceptable in the United States, if they want their goods to reach the United States they
87will have to change their ways and hire adults to do the work. Many other countries have
88made laws banning or regulating child labor so why shouldnt the USA.
89SECTION 4. All laws in conflict with this legislation are hereby declared null and void.
