DesignValues
AdesignvalueisastatisticthatdescribestheairqualitystatusofagivenlocationrelativetotheleveloftheNationalAmbientAirQualityStandards(NAAQS).
DesignvaluesaredefinedtobeconsistentwiththeindividualNAAQSasdescribedinCFRPart50.
Designvaluesaretypicallyusedtodesignateandclassifynonattainmentareas,aswellastoassessprogresstowardsmeetingtheNAAQS.Toviewalistofareasdesignatednonattainment,seeEPA'sGreenBooksite.
DesignvaluesarecomputedandpublishedannuallybyEPA'sOfficeofAirQualityPlanningandStandardsandreviewedinconjunctionwiththeEPARegionalOffices.Someofthesedesignvaluescanchangeafterthe
dateofpublicationforavarietyofreasons,includingbutnotlimitedto:1)EPAagreementthatcertaindatawereinfluencedbyexceptionaleventsandthereforenotsubjectforcomparisonwiththeNAAQS,2)States
retroactivelyenteringorchangingerroneousdatabasedonlaterfindings,and/or3)notificationofamonitoringissue(e.g.networkdesign,sitecombination,changeintheregulatorystatusofamonitor)thatwouldprompt
arevision.
TheinformationlistedinthesereportsandinthesetablesisintendedforinformationaluseonlyanddoesnotconstitutearegulatorydeterminationbyEPAaswhetheranareahasattainedaNAAQS.Theinformationset
forthinthisreporthasnoregulatoryeffect.Tohaveregulatoryeffect,afinalEPAdeterminationastowhetheranareahasattainedaNAAQSorattainedaNAAQSasofitsapplicableattainmentdatecanbe
accomplishedonlyafterrulemakingthatprovidesanopportunityfornoticeandcomment.Nosuchdeterminationforregulatorypurposesexistsintheabsenceofsuchrulemaking.Thisreportdoesnotconstitutea
proposedorfinalrulemaking.
