IGCSE simply did not suit me. It was incredibly

detailed, and meant for those with a huge capacity for
learning names, theories and diagrams off by heart.
It is said that IGCSE is easier to students who are good at
science.

UK 'second best education in Europe

South Korea is top, with three other Asian countries and
Finland making up the top five, in rankings from
education and publishing firm, Pearson.
The rankings include higher education as well as
international school tests - which boosted the UK's
position.

These latest international comparisons, compiled for

Pearson by the Economist Intelligence Unit, emphasise
the success of Asian education systems, with South
Korea, Japan, Singapore and Hong Kong in China rated
as the highest performing.

But it shows a strong performance from the UK, which is

ranked sixth, behind only Finland in Europe and ahead of
countries such as Germany, France and the United States.

What to make of this?

"These shocking figures make clear that the poverty,
disadvantage and disaffection experienced by this group
are root causes of the August riots; and now their futures
will be blighted by criminal sentences," spokeswoman
Rhian Beynon said.

"There are too many people who feel there is no future

for them in this city. I want to try to deal with these kids
at an earlier age and trying to crack illiteracy that is at
the heart of this. It is crucial that we invest in literacy.

Education Policy in the UK

This article reviews empirical evidence
looking at the impact of some key reforms
which were designed to address a number of
specific problems in the UK education system.

The Curriculum Reform

Education policy-makers recognized that the UK has a
particular problem with basic skills namely; literacy and
numeracy.

31

The Policy
To tackle the problem of poor literacy and numeracy, the
UK introduced two other significant national policies.
Firstly, in the late 1980s a standardized national
curriculum was introduced for pupils aged between 7 and
16. The purpose of the national curriculum was to raise
standards by ensuring that all students study a prescribed
set of subjects up to a minimum level until the age of 16.

The second policy reform, in 1998, was the introduction

of the National Literacy and Numeracy Strategies. These
strategies involved all primary schools allocating part of
the daily curriculum to literacy and numeracy hours, with
the specific aim of developing pupils basic skills.

33

The Evidence
There is evidence on the effectiveness of the literacy
hour, since it was piloted prior to national
implementation.
The literacy hour was introduced in about 400 English
primary schools in 1997 and 1998. This pilot resulted in
children being exposed to the literacy hour in these
schools for two years before the national roll out took
place. The analysis shows substantial improvements in
reading and English took place (for example, reading
scores rose by around .09 of a standard deviation) for a
policy that is not very costly (just over 26 per pupil/year,
in 2004 prices)
