Abstract
The search ask , who can manage the municipal services sector more
efficiently and exceed large failures in the provision of services to citizens
over the past years despite potential available. This question poses a
result of the distribution of tasks implementation services between the two
sides, the first is central government and / Ministry of municipalities , the
second is local government, both its provincial and county. Search
adopted questionnaire for advanced administrator in departments that
provide services , who are in contact with both sides of the responsibility.
The result is the local governments are best placed to manage municipal
services to be planning and management of technical issues at the level of
the center, and result in harmony with the directives of the United
Nations, which called to be a global planning and implementation
locally.
