Ibrox/Cessnock Community Council

Minutes of meeting on Wednesday February 18th at 7pm in Kinning Park Parish Church
In attendance: Bill Copleton, Steven Dowling (Glasgow City Council), Shona Craven, John Foster, Iain
Henderson, David Jones, John Kane, John McKinstry, Bailie Fariha Thomas
Chairman John Foster opened the meeting in the temporary venue of Kinning Park Parish Church cafe,
and introduced Community Council Officer Steven Dowling from Glasgow City Council as well as
welcoming fellow residents.
The minutes of the last meeting were accepted, and the addition of Shona Craven to our elected
members was noted. Shona agreed to type, print and distribute the minutes from original copies sent by
Secretary Iain Henderson to all relevant parties, including ex-offico members, MSPs, MPs, MEPs,
MSYPs and associate members, along with notification of the next meeting.
Confirmation was sought of the current members' list and officer bearers. It was confirmed that John
Foster is chairman, Bill Copleton is vice-chairman, Iain Henderson is secretary and Violet Rooney is
treasurer.
It was agreed that John Foster would set up an email account for the community council
(ibroxcessnockcc@aol.com). Shona Craven has restarted the Facebook page and also replaced the
website at ibroxcessnockcc.weebly.com. The Twitter account @ibroxcessnockcc will be restarted
shortly.
Steven Dowling stressed the importance of providing sufficient notification of the council's monthly
meetings being provided to all relevant parties. A minimum of seven days' notice is required. Notices are
currently displayed by Iain Henderson in Ibrox Library, the post office, medical centre and local shops.
Mr Dowling also highlighted two vacancies on the community council and advised on the procedure for
filling these. There are currently eight active members, with four required for a quorum. Given that
some of the existing community councillors are elderly and have been unable to attend recent meetings,
in some cases leaving us without a quorum, it was suggested that letters be sent to all existing members
confirming they wish to stay on as councillors before any vacancies are advertised. It was noted that
repeated absences may be grounds for removing members, although discretion could be used.
Mr Dowling underlined the importance of verifying our council's bank account details and signatories,
which is necessary before the annual administrative allowance can be paid. Iain Henderson and John
Foster agreed to visit treasurer Violet Rooney, who has been unable to attend recent meetings due to
illness, to confirm whether she wishes to continue in this role. Three signatories have been identified in
principal: John, Iain and Violet. The community council's accounting procedures will need to be
reviewed and improved to provide accuracy and transparency.
Councillor John Kane suggested Kinning Perk cafe being a more appropriate venue for the community
council's meetings until Whitefield Hall reopens after its refurbishment.
Residents raised concerns about the planned new flats in Ibroxholm Oval, which will be discussed in
more detail at the next meeting, at which there will be representation from the Wheatley Group.
The meeting closed at 8.40pm. The next meeting will take place on Wednesday, March 18 at a venue to
