Bullhead City Little League-Local Rules

In addition to the individual local playing rules prepared for each division, and not
specifically included herein; Seniors, Majors, Minors, AA, and Tee-ball. The following
local rules are hereby incorporated onto Bullhead City Little League constitution and
bylaws as follows:
Bullhead City Little League shall make every effort to emphasize Little League rules
and procedures whenever possible. If there is ever a conflict of rules, little league
rules will take precedent. Interleague play will play by Little League rules only and
joint agreements made before seasons start.

Board Members and Elections/ All Board members will be elected into a 2 year
term , Our next election will be September 2016

Section 1: Age requirements


Little League is determined as of April 30th of the playing season. Bullhead City Little
League season is October 1st thru September 30th
Tee-Ball4, 5 years old
AA- 5 (if played prior season in Tee-Ball) 6, 7, 8 years of age
Minors- 8 (if played prior 2 seasons in AA) , 9, 10, 11 years of age.
Majors- 9,10,11,12 years of age. 12 year olds MUST play Majors.
Seniors- 13,14,15,16 years old.
Players for Minors, Majors and Seniors will be selected by draft. Draft will take place
after final tryout with the President, Player Agent, and Managers. Players for AA and
Tee-ball will be placed on teams by the President and Player Agent.

Bullhead City Little League registered player ages 7-16 years of age MUST participate
in at least two (2) of three (3) tryouts to be eligible to play Minors, Majors or seniors.

Section 2: Game Limits


Run Limits:
AA shall have a five (5) run limit, three (3) outs or bat thru the entire lineup per half
innings.
Minors shall have a five (5) run, three (3) outs per half innings.

Majors and Seniors shall have no run limit and three (3) outs per half inning.
Minors, Majors and Seniors shall abide by the ten (10) run rule(s) as specified in the
Little League Rules and Regulations for their division(s) respectively.
Time Limits:
Tee-Ball shall have a one (1) hour time limit. (Time starts @ scheduled game time)
AA shall have a ninety (90) minute time limit. (Time starts @ scheduled game time).
Teams shall NOT start a new inning within fifteen (15) minutes of the time limit.
Minors shall have 2 hour time limit. (Mon- Thurs) Friday games Teams shall NOT
start a new inning after 10 pm (refer to little league rules) Sat no time limit
Majors and Seniors shall have no time limit.* ExceptionsNO inning shall begin after ten (10) pm Sunday-Thursday.
NO inning shall start after eleven (11) pm Friday and Saturday.

Section 3: Local Draft Process/Procedure


Note: It is inappropriate for Managers and Draft Aides to discuss the position a player
was selected in the draft with ANYONE outside the daft room. Such Behavior shall be
considered misconduct and will likely jeopardize that individuals future affiliation
with Bullhead City Little League. Once acquired, players are property of the team
that drafted them unless released by the manager and Bullhead City Little League
Board.
Draft order is determined by the previous season end of year standing for Majors and
seniors. New teams added will draw to determine draft order.
Majors must carry 12 players
Minors, AA, and Tee-ball can have less than 12 players
Team draft selection are to be balanced with bonus to equalize
the teams following the fourth (4) round for teams that need
eight (8) or more players.
Prior to the draft the player agent prepares a list of eligible
players, identified by numbers assigned at tryouts for the draft.
Each team is allowed two (2) coaches and one (1) manager
No coaches son/daughter is protected
Only managers or a representative of the manager may attend the
draft with the player agent and president

Once draft begins no draft participant are to leave the draft room
without the approval from the player agent.
The maximum number at any age level is eight (8) players
Complete player registration forms will be provided to the team
manager at the end of the draft along with Bylaws, rule books,
safety manuel, accident forms, etc.
Within the last two (2) weeks of the season no player can be
pulled up. Prior to that any player pulled up is property of that
Majors team until they move to the next age division, move away
or break service.
Majors draft- twelve (12) year olds must be drafted first
Minors draft- eleven (11) year olds must be drafted first
Sibling Option
All options must be in writing and submitted to the player agent 48 hours prior
to the draft.
Brothers /sisters of players currently on a team
If desired, a manager shall submit an option in writing on a draftee if the
player candidates sibling is a member of that managers team. If such an
option is submitted, the manager MUST DRAFT the sibling within the first three
(3) draft selections.
Brothers/Sisters in the draft
When there are two (2) or more sibling in the draft, and the first sibling is
drafted by a manager, that manager automatically has an option to draft the
other sibling in the next round. If the manager does not exercise the option,
the second sibling is then available to be drafted by any team.
Trades
Trades are only made in the draft room and are only player for player.

Section 4: League Specifications


Tee-ball: 12 players per team
4, 5 year olds
1 hour time limit
All players play in the field and bat
Catcher must wear full gear
AA: 12 players per team

6, 7, 8 year old
90 minute time limit
No inning to start 15 minutes prior to time limit
5 run rule per half inning
No walks
Each player shall only play a position one time per game
Coach is to pitch for the first half of the season OVER HAND from 35 ft.
4 pitches by coach
2 chances off tee
Player is to pitch for the last half of the season (Date will be determined
by Board
4 pitches by player from 35 ft.
2 chances from coach , NO more TEE
If batter hits the ball they may go two bases , but no more then two
**Batter is out by strike out or after 6 total pitches. (NO WALKS)
Continuous batting order all players must be in the game
Pitch count must be kept for the players. The number of pitches is to be put on
a pitch count sheet and signed by coaches from both teams. This must be done
at all games. Second half of season a pitch count keeper must be present at all
games.
Infielders shall play at standard positions with remaining players to be placed
in the outfield.
MINORS: 12 players per team
7-11 year olds with possible 7 year old if played AA for 2 years
Mon- Thurs 2 hour time limit , Friday no inning shall start after
10pm Sat no time limit
Mercy rule after 4 inning (10 run rule)
5 run rule per half inning
9 player batting order
Players MUST play 2 defensive innings and bat at least one (1) time.
Pitch count for all pitchers MUST be accurately kept and recorded on
pitch count sheet, signed by pitch count keeper and BOTH coaches.

Pitch count sheet must be completed at EVERY game. (If not game will
considered a forfeit)

MAJORS: 12 players per team


9-12 year olds
No time limit
No run rule
Mercy rule (10 runs lead) after 4 innings
Pitch count for all pitchers MUST be accurately kept and recorded on
pitch count sheet, signed by pitch count keeper and BOTH coaches. Pitch count sheet
must be completed at EVERY game. (If not, game will be considered a forfeit)
SENIORS:
13-16 year olds
No time limit
No run limit
Mercy rule (10 run lead) after 5 innings
Pitch count for all pitchers MUST be accurately kept and recorded on
pitch count sheet, signed by pitch count keeper and BOTH coaches. Pitch count sheet
must be completed at EVERY game. (If not, game will be considered a forfeit)

***Minors Team will advance to post season (T.O.C) based on the entire season
standing.
***Majors Team will advance to post season (T.O.C) based on the entire season
standing.

Section 5: Coaches/Managers/Team Moms


All coaches, managers, and team moms must complete a volunteer form for
their respective position. Volunteer forms can be obtained from a board member or
by visiting www.littleleague.org .
Coach pitch, Minors, and Majors Shall one have one (1) manager and two (2)
coaches on the field or in the dugout during any game.

Section 6: Field Maintenance


Home Team responsibility:
Prepping field:
Water
Drag
Chalk
Place bases
Install temporary mounds
Minors and Majors to supply a score keeper. Both teams and umpire
shall sign book at the end of the game
Visiting Team responsibility:
**does not apply to teams from another league

Supply a pitch count keeper


Pick up bases and replace plugs
Remove and put away mounds
Rake fields
Make sure all supplies are put away

Teams will be responsible for cleaning out their own


dugouts.
Section 7: Equipment
All coaches who check out equipment MUST return equipment at awards
ceremony at the end of the season. If the equipment is not returned you will be liable
for the cost of all equipment issued to you and your coaching status for following
years will be in jeopardy.

Section 8: Complaints
All complaints against coaches, managers, team moms or players must be
submitted in writing to a board member

If a coach or manager has 3 written complaints against him/her, it will be
brought before the governing board a due process hearing will take place.

Section 9: All Stars/ All Star Managers


Managers from the Major and Minor divisions will be eligible for selection as the
9-10 manager or 11-12 manager , The manager candidates must be a manager in
good standing with the Board and must be a current Major or Minor League
manager . The Manager for 9-10 All Stars will be selected by the Board . The
Manager for 11-12 All Stars will also be selected by the Board .
The All Star Manager shall choose the All Star Coaches from among a Board
approved managers and coaches List given to them . The Board has all final say
so of Managers and Coaches. Because we want our team of Manger and 2
Coachs to show great sportsmanship, have a great and positive attitude, be a
leader and great role model, be able to put in all the time needed for All Stars and
the practice up to the games,
Each little league Minor player and Major player league age 9 through 12 that
attended tryouts , is eligible for the All Star team.

All Stars ------- 9-10


Each Manager will submit a list of 6 eligible kids to the board, the Board will then
send out a master list to the Managers of all players that are eligible for selection.
Each Manager will select 3 players, not to include their own players. The 9 players
with the most votes will be placed on the All Star Team. The remaining 3 players
will be selected by the All Star Manager

All Stars-------11-12
Each Manager will submit a list of 6 eligible kids to the board, the Board will then
