Let's us go back to when George Washington got elected as president in 1788, they saw he was a strong leader to the power of presidential success, that is what has lead him to the act of stopping the Proclamation of Neutrality in the time later on. As he established this conflict he made an up rise in his meeting in the cabinet. After the cabinet had split, Thomas Jefferson believed that declaring this issue was no need to it, it was unnecessary, but was dominated by Alexander Hamilton and his supporters. Also Thomas Jefferson was a Republican and Alexander Hamilton was a federalist it all connects why they were against one another. Thomas Jefferson should have done something and said if something was wrong since he was the secretary state under George Washington. But Alexander Hamilton conflicted in that matter and did not want him to say anything at all. George Washington warns the people (who lawfully live in a country, state, etc.) to manage how their behaviors and their actions to one another that can lead to people being involved in the war. Furthermore, Washington claims that if the "people are caught helping or making the effort to anything about the war", they would have no protection at all by the United States. If the United citizens were helping in aiding the war effort they will be punished right away. Also they believed they had come up with ideas and plans from the two political groups about the French and British. Republicans wanted to form a stronger connection with the French, while federalists wanted to have somewhat an intact relation with Britain. Later on, as there was a decision made by George Washington he declared United States to be open-minded that the war gave an offer to have both relation stay so they would not create a bigger issue now or later on. Lastly, John Jay was sent to London By George Washington to discuss an agreement to keep the peace. Overall, Washington had to do what he had to do as a strong president and that is to stop war from happening and having peace from all over the continent. George Washington declined to protect or help the Americans if they were helping the warring nations, because it will feel as if the United States would go with whatever they wanted in who helped them, but however they will create a bigger problem, the United States relationships with other nations in the world, and that will affect everybody in terms later on in life or now. If they did side in helping the Americans that helped the warring nations there would have been a fight between federalists and Republicans. The strongest leading enemies of the European war were the French and British. Austria, Prussia, Sardinia, and United Netherlands were also involved in wars.
