Petition in support of street people and

their animals
We, people of the street, allies and sympathisers, who seek respect
of the rights of all, on the basis of social cohabitation, and denounce
discriminatory measures leading to the exclusion and criminalization
of homeless people, wish to say the following:

• Given that the Ville Marie borough has publicly announced a regulation
forbidding dogs in Viger and Émilie Gamelin parks;

• Given that this regulation is discriminatory because it is aimed at street


people who have dogs as companions;

• Given that the rights of these people to use and circulate freely in public
places are limited by this regulation that offers yet another way for
authorities to criminalize street people;

• Given that a dog constitutes for many people, including street people, a
presence that fights isolation, a protection against aggressions and a way
of interacting socially;

We demand that the Commission des Droits de la Personne (CDPDJQ) get


involved in this issue, with the concerned parties, and take all means possible
to have this regulation revised.
