A. Point
1. A government is justified to lead its people into military conflict if citizens
are being threatened or attacked by any foreign countries only after peace is
offered
B. Historical Example(s)
1. President Adams sent three representatives, to France to end the
attacks The agents [France] said that no peace talks would be held unless
Talleyrand received a large sum of money (Hart 164).
2. President James Madison offered France and Britain a deal: If you agree
to stop attacking American ships, the United States will stop trading with
your enemy (Hart 168).
C. Explain(s)
1. When President Adams sent three envoys to France in 1797 to end the
attacks and bombings on American ships, they met secret agents, identified
as X,Y and Z. The secret agents said that they would only talk about peace if
a great deal of money was offered. Because the French wouldn't accept
peace, yet alone talk about it, an undeclared war occurred where America
seized over 80 armed French vessels.
2. In 1809, James Madison took office and offered a deal to France and
Britain stating that if they stop impressing and bombing American ships and
sailors, the US would no longer trade with their enemy. Although France
accepted, they kept attacking the United States ships. This deal was not
accepted by Britain, Britain kept attacking and seizing american ships and
sailors, because of this, America went into war with Britain to stop the
attacks.

1. Adams and Madison both offered a deal with foreign countries offering
peace stating that they should stop impressing sailors and seizing ships, in
return to stop trading with their enemy. Both peace offerings failed to be
accepted, which lead to conflict. That shows that although Madison and
Adams both tried offering peace instead of war and conflict, peace offerings
don't always work, and when they dont, a government is justified to lead its
people into military conflict when citizens are being harmed and peace
offerings do not solve the problem of threats or attacks.

1. A government is justified to lead its people into military conflict if
unnecessary attacking is threatened or occurs to the citizens, or the country
as a whole.
B. Historical Example(s)
1. Yet thousands of unlucky Americans were alas impressed and forced to
toil on Britains floating hells (Hart 166).
2. American ships faced a different threat from the Barbary States of North
Africa; piracy, or robbery at sea The pirates seized the ships and held their
crew for ransom (Hart 166).
C. Explain(s)
1. The British were stopping American warships to search for British
deserters. In 1807, a British warship, the Leopard stopped another American
warship, the Chesapeake, searching for deserters. When the Chesapeakes
captain refused to allow the British search the ship, they attacked and
twenty-one of Americans were killed or injured.
2. In the late 1700s and early 1800s, Americans were attacked by pirates
who filled the Mediterranean Sea. These pirates seized American merchant
ships that would cross through the Mediterranean and held their crew for
ransom. The United States of America paid tribute to the Barbary Coast
leaders in order to prevent the attacks from happening.

1. When British warships were stopping American warships to check for


british deserters, and the captain refused, they chose to use firearms against
the Americans, by doing this, they are unnecessarily attacking innocent
Americans and British, (who chose to leave Britain). The Barbary States
pirates attack American merchant ships when not needed to, the pirates
weren't mad at America, they just wanted their goods. Thus, when foreign
citizens or countries attack when unnecessary is justified to go into military
conflict.

1. A government is justified to lead its people into military conflict if a foreign
enemy threatens or attacks trade routes and its vessels.
B. Historical Example(s)
1. For years, pirates from Morocco, Algiers, Tunis, and Tripoli had preyed on
[American] merchant ships entering the Mediterranean Sea (Hart 166).
C. Explain(s)
1. American merchant ships faced many challenges with pirates from the
Barbary States of North Africa. The pirates from the states seized American
ships and held their crewmen for ransom. By seizing the merchant ships,
trade wasn't able to go through the Mediterranean Sea and get to its
destination to deliver the trade.
D. Analysis (Judgement)
1. When the pirates of the Barbary States were seizing American merchant
ships and holding the crew for ransom, they were interrupting and harming
the trade routes and its vessels. The supplies that was on the ships were not
able to get to its destination, this was harming the both countries that were
both expecting trade but never got it. By halting the ships journey, the pirates
were harming economies because the trade that was being shipped was
needed somewhere. Therefore, a government is justified to lead its people int
military conflict if a foreign enemy threatens or physically attacks trade
routes and its vessels.
