1. President Adams sent three representatives, to France to end the

Talleyrand received a large sum of money (Hart 164).
2. President James Madison offered France and Britain a deal: If you agree
to stop attacking American ships, the United States will stop trading with
your enemy (Hart 168).
C. Explain(s)
1. When President Adams sent three envoys to France in 1797 to end the
attacks and bombings on American ships, they met secret agents, identified
as X,Y and Z. The secret agents said that they would only talk about peace if
a great deal of money was offered. Because the French wouldn't accept
peace, yet alone talk about it, an undeclared war occurred where America
seized over 80 armed French vessels.
2. In 1809, James Madison took office and offered a deal to France and
Britain stating that if they stop impressing and bombing American ships and
sailors, the US would no longer trade with their enemy. Although France
accepted, they kept attacking the United States ships. This deal was not
accepted by Britain, Britain kept attacking and seizing american ships and
sailors, because of this, America went into war with Britain to stop the
attacks.

1. Adams and Madison both offered a deal with foreign countries offering
peace stating that they should stop impressing sailors and seizing ships, in
return to stop trading with their enemy. Both peace offerings failed to be
accepted, which lead to conflict. That shows that although Madison and
Adams both tried offering peace instead of war and conflict, peace offerings
don't always work, and when they dont, a government is justified to lead its
people into military conflict when citizens are being harmed and peace
offerings do not solve the problem of threats or attacks.
