CHARLES REFINERY
The following guidelines set forth by Valero St. Charles require that all personnel requesting access to
any Valero dock shall be cleared through Security at the Security Central Building located at the corner
of Prospect Ave. and River Rd. in Norco, LA. This includes all shipping agents and vessel visitors
whether inland or sea-going. Below outlines the proper procedures that vessels and visitors will follow to
comply with the Valero-St. Charles Refinery Security and federal guidelines set forth by the United
States Coast Guard. No deviation from the document will be considered without the express written
approval of an authorized representative of the Valero-St. Charles Refinery.
Pre-Arrival
1. All vessels, regardless of nationality, will complete a Pre-Arrival Report and, if required, a DOS
(Declaration of Security) and submit by fax to (985) 764- 4649 and (985) 764-5740 (as well as email
listed below if applicable) and await confirmation from the Valero-St. Charles Refinery. This will be
coordinated through the vessel's agent and the Valero Oil Movement Scheduler. Due to changes in
schedules as well as vessel needs, if the pre-arrival package is sent more than three (3) days prior to the
scheduled arrival, the Vessel Gate List shall be resubmitted no earlier than three (3) days and no later
than 24 hours prior to the vessels scheduled arrival.
1.1 The following information is required along with the initial Report:
• Vessel Crew List (this is to include all officers and crew as well as their nationality),
date that each member joined the crew, and their position(s) within the crew.
• Any crew member changes will be noted using the format in step 1.0
• Vessel Gate List (this is to include any crew member required to leave or that will be
boarding the vessel).

**NOTE** A DOS is required at MARSEC Level 2 and 3 or if the vessel is carrying Certain Dangerous Cargo
(CDC) as stipulated by U.S. Coast Guard. Also if the MARSEC Level changes while the vessel is moored at the
facility.
Vessel Attendants
2. A list of all parties conducting business with the vessel must be provided and include:
1) Names of Agents and Company Representatives.
2) Any and all service and/or repair personnel.
No stores will be taken either by waterside or dockside without pre-authorization from Valero, St Charles. All
authorized personnel must have and produce appropriate identification (Passport, Drivers License, etc.) and all
baggage will be screened by Security before boarding the vessel.
General Security
3. All vessel crew members should monitor the waterside of the vessel and report any suspicious craft or
activity to the Marine Terminal Operator and if needed, the USCG.
3.1 All personnel boarding any vessel must first check in at Security Central and must
be listed on the gate list from the shipping agent.
3.2 All personnel boarding any vessel must have a valid government issued ID (example:
drivers license, state ID, Military or Law Enforcement) and will be checked at Security
Central.

3.3 Effective January 13, 2009 all personnel requesting unescorted access and egress from
Valero docks will be required to possess and produce a valid Transportation Workers Identification
Credential (TWIC) while on Valero property.
3.4 Any time armed security must be utilized, the Marine Terminal Superintendent and
Facility Security Officer or their designees will be notified in advance. The FSO can

Crew Members
4. Any US citizen crewmember needing to leave the vessel must have the appropriate identification, as
well as advanced authorization from Valero before exiting the vessel. Intent must be indicated on the
Gate List from the Shipping Agent.
