Our par ty believes in low individual taxation . Our goal is to make
c o l l e c t i v e t a x r e l a t i v e l y l o w, a s t h e i n d i v i d u a l w i l l c o v e r m o s t c o s t s .

where their money goes, rather than the government dictating their
personal earnings.

Individual Rights and Freedoms

Individual rights are the things that the gover nment is entitled
to give the people, and individual freedoms are the abilities
p e o p l e h a v e u n d e r t h e r u l e o f t h e l a w.

Our par ty believes in individual rights such as: democratic


r i g h t s, t h e r i g h t t o u s e E n gl i s h o r F r e n ch i n a ny d e b a t e s o r ot h e r
precedings of Parliament, mobility rights, legal rights, equality
rights, and minor it y-lang uage edu cation r ights.

Our par ty believes in individual freedoms such as: freedom of


s p e e ch a n d a s s o c i a t i o n , f r e e d o m t o p r a c t i c e a ny r e l i g i o n o r n o
religion at all, the freedom of the media to print and broadcast
n e w s t h a t i s j u s t i fi a b l e b y l a w .
Self-Interest

Self-interest is the ability of an individual to do what they want


according to their own advantage.

In a laissez-faire economy , individuals can pursue the market in

w h i ch eve r way th ey d e s i r e .
Individuals are free to spend their own ear nings on whatever they
please.

Competition occurs between businesses when they are free to


h a n d l e t h e i r o w n a ff a i r s

Co mpetition will occur in a free-market economy because

businesses operate better without government inter vention.


T h e c u s t o m e r s h a v e t h e b u y i n g p o w e r, s o c o m p a n i e s m u s t c o m p e t e

with one another by impr oving products and ser vices, in order to
gain the suppor t of consumers. This competition among businesses
drives the supply and demand cycle, as the supply of the
p r o d u c t s i s d e p e n d e n t u p o n t h e d e m a n d o f t h e c u s t o m e r.

Economic Freedom

E c o n o m i c f r e e d o m c a n b e d e fi n e d a s t h e f r e e d o m f o r p e o p l e t o
choose how to produce, sell, and use your own resources. It is
the key to g reater oppor tunity and an improved quality of

life.
Our par ty believes in economic freedom as it is not the
gover nments right to decide what people do with their personal
wealth. Cer tain ser vices that people decide are necessar y for
the gover nment to provide, will be covered by taxes, but other
e c o n o m i c a ff a i r s w i l l l i e w i t h t h e i n d i v i d u a l .
Rule of Law

Rule of law is the re striction of the arbitrar y exercise of power

b y s u b o r d i n a t i n g i t t o w e l l - d e fi n e d a n d e s t a b l i s h e d l a w s .
The laws create d by the gove r nment should never impen d on the
rights of the individual, and are to be followed by ever yone,

i n c l u d i n g t h o s e i n p o w e r.

Media is an essential aspect of di stributing impor tant news and


events that occur in society; therefore our par ty believes that it is
each individuals right to use the media to their advantage. If it is
used respectively and does not infringe upon the rights of others,

Relationship to Land

T h e l a n d i s s a c r e d t o m a ny c ul t u r e s , i n c l u d i n g t h e F i r st Nat i o n s
People, who have religious ties to the land. Our par ty respects
this and believes in allowing cer tain areas of land to be devoted
to cultures.

The environment is an extremely valuable and impor tant resource;

Beliefs About Human Nature

We b e l i e ve t h a t h u m a n s a r e n a t u r a l ly g o o d , i n t e l l i g e n t , a n d
c a p a b l e o f m a k i n g t h e i r o w n d e c i s i o n s . We t r u s t t h e c i t i z e n s t o
not abuse their rights and freedoms so that the government does
n ot have to inter ve ne and place restrictions. R especting their
rights and freedoms will ensure that the people can remain as the
source of power behind the government.
Interpretations of History

Histor y is extremely impor tant as it helps us lear n from mistakes


in the past. It is a learning tool that helps to ensure the
gover nment will not become extremist and fail, as it has done so
in the past. The French Revolution proved that a gover nment that
does not respect individual rights would ultimately fail.
D e m o c r a c y a l w a y s p r o v e s t o b e t h e s t r o n g e r a n d m o r e e ff e c t i v e
s y s t e m . A d d i t i o n a l l y, t h e I n d u s t r i a l R e v o l u t i o n h a s i n fl u e n c e
humans to be more self-reliant.

Our par ty believes that the gover nment exists to maintain a safe
s o c i e t y, w h i l e n o t b e c o m i n g o v e r b e a r i n g o r a d i c t a t o r s h i p . W e
believe that society will work best with limited government

Vision for the Future

Our par ty ultimately wishes to establish a government where the

John Locke

John Locke was a philosopher who believed in individual rights,


b u t a l s o b e l i eve d th a t th e g ove r n m e n t m ay n e e d t o i n t e r fe r e a n d
place restrictions if the safety of the public is threatened. This
is something we ag ree with because there will be cer tain
situations where public protection is more impor tant than
i n d i v i d u a l f r e e d o m s . H o w e v e r, t h i s g o v e r n m e n t i n t e r v e n t i o n w i l l
be to protect the l i ves and proper ty of the peopl e. For exampl e, if
our countr y is ever threatened with acts of war or ter rorism, the
gover nment should be allowed to make temporar y changes to
protect its people.
John Stewart Mill

John Stewart Mill, who believed the gover nment should not be in
p o w e r i f i t i m p e d e s o n i n d i v i d u a l r i g h t s , i n fl u e n c e o u r p a r t y s
beliefs. This is because he believed that the only limitations that
should exist for an individual would be those that protect the
freedom of others.

Economics
The Moder n Conser vative People s Par ty is located on the right of the
economic spectrum.

The Industrial Revolution was a period of time that drove people


to think for themselves and create a society focused more on the
i n d i v i d u a l . T h e I n d u s t r i a l R e v o l u t i o n i n fl u e n c e d o u r p a r t y s
beliefs in the four following ways.

Industrialization

As industrialization developed, capitalism became increasingly


present. With the growing popularity of capitalism, the idea of an
invisible hand to guide a capitalist state also became present.
Ca pitalism is the economic system favored by our par ty
Class System

The Industrial Revolution led to the development of social


classes. This period created job opportunities for those of the
lower and middle classes, as well as creating businesses for the
upper class to inve st in. This helped to shape our economic
ideology because it provides the chance for individuals to work for
themselves and inve st in their own pros per ity .
Role of the Government

The Industrial Revolution led to a reduction in gover nment


involvement , which is something that our par ty values. A freemarket system was adopted during the Industrial Revolution,

leading to pr i va tely ow ned pro duction and a prosperous


economic movement.
Labo ur Uni o ns

Labour Unions were developed during the Industrial Revolution


t o e n s u r e t h a t w o r k e r s r i g h t s w e r e n o t b e i n g v i o l a t e d . C u r r e n t l y,
l a b o u r u n i o n s e n a b l e w o r k e r s t o n e g l e c t p a r t i c i p a t i o n . We d o
not support labour unions for this reason and also due to our
bel i ef and suppor t of Lai ssez- Fai re eco nomi cs.

Adam Smith, F r ied r ich Haye k , an d Milto n F r iedm an are the


p h i l o s o p h e r s t h a t h a v e i n fl u e n c e d o u r e c o n o m i c b e l i e f s . A l l t h r e e
o f t h e s e i n fl u e n t i a l p h i l o s o p h e r s h e l d t h e b e l i e f t h a t i n d i v i d u a l
self-interest in a free market economy would lead to a stronger
e c o n o m y, a n d t h e r e f o r e b e n e fi t e v e r y o n e , i n c l u d i n g t h e s t a t e .
Goods and Services

The MCPP believes that the wants of the consumer should


d i c t a t e w h i c h g o o d s a n d s e r v i c e s w i l l b e p r o d u c e d . We b e l i e v e t h a t
t h e c o m p e t i t i o n b e t w e e n b u s i n e s s e s w i l l l e a d t o a n e ffi c i e n t
production system. According to our beliefs, the individuals who
c a n a ff o r d t h e s e g o o d s a n d s e r v i c e s s h o u l d b e t h e o n e s t h a t t h e y
are distributed to.
Taxation of Individuals

The individual will cover most living costs in order to keep


collecti ve tax relatively low .

Ever yone will be taxed a standard 10% of their annual income, to

e n s u r e t h a t o n e i n d i v i d u a l i s n o t h e l d a b o v e a n o t h e r.
The small amount of collective tax will be put towards public
ed ucation and basic health car e that is available to all.

Taxation of Corporations

C o m p a n i e s a n d c o r p o r a t i o n s a r e t o p a y t a x e s b a s e d o n p r o fi t a n d

capital.
Businesses are the source of income for all individuals and
therefore will not be taxed a large amount in order to have more
money to spend on wages.
Income Inequality

Income inequality is a naturally occur ring aspect of a capitali st


state. Capitalism promotes healthy competition that sparks a
strong work ethic in individuals; therefore harder working

individuals will make a g reater income.


The government will not obviously inter vene, as the market will
work itself out with a prospe rous economy as a result.
Health Care

Our par ty believes in a two-tiered system where care is available


u n i v e r s a l l y, b u t i n d i v i d u a l s a r e a b l e t o p a y f o r m o r e i m m e d i a t e o r

further care.
To maintain the public health care system, regulations will be
placed upon the amount of time that doctors can spend with
p a t i e n t s i n t h e p r i v a t e s e c t o r.
Education

Our par ty strongly believes in the importance of education .


T h e r e f o r e a s i g n i fi c a n t a m o u n t o f t a x d o l l a r s w i l l b e p u t t o w a r d s
the goals of smaller class sizes, technology that enhances
learning, and post-secondary education.

The MCPP does not support the abuse and unfair treatment of
worker s, however we also do not suppor t labour unions as they
d i s t o r t e m p l o y e e b e h a v i o r. T h e r e w i l l b e n o t a x d o l l a r s p u t
towards labour unions for this reason.
Old A ge and Pension Plans

Our party recognizes that Canadas seniors are a great


c o n t r i b u t i o n t o o u r c o u n t r y. T h e y w e r e o n c e t h e g e n e r a t i o n t h a t
b u i l t o u r e c o n o my t o m a ke i t st r o n g a n d p r o s p e r o u s . Fo r t h i s
reason, pensions and other elderly ser vices will be available.

Our par ty recognizes the fact that some people may need
assistance in order to sustain life for themselves, or perhaps their
c h i l d r e n . H o w e v e r, t a x d o l l a r s c o l l e c t e d f r o m h a r d w o r k i n g
individuals will not be put towards those who are not making an
a t t e m p t t o i m p r o v e t h e i r s i t u a t i o n . H o w e v e r, i f t h e s e p e o p l e a r e
doing something to rebuild their lives, the government will
provide assistance.

Those who cannot care for themselves will be provided with some
help from the government. Ever yone else must plan ahead of time
to ensure that they will be secure in the future.

Democracy in Canada
Consensus-Decision Making

This is a process where a group of individuals share ideas,


solutions and concer ns to reach a complete ag reement. Our par ty
does not view this as a viable option because the process is much
t o o l o n g , r e s u l t i n g i n w a s t e d t i m e . T h e r e a r e t o o m a n y d i ff e r i n g
opinions to reach an ag reement; therefore the only way this type
of decision-making can exist is in a dictatorship.
Direct Democracy

A direct democracy is a system where the people participate in


d e c i s i o n m a k i n g d i r e c t l y. T h i s t y p e o f d e m o c r a c y h a s t h e b e l i e f
t h a t e v e r y c i t i z e n s v o i c e i s e s s e n t i a l f o r a n e ffi c i e n t o p e r a t i o n o f
s o c i e t y, w h i c h i n t h e o r y i s v e r y a p p e a l i n g . H o w e v e r , i t i s n t
p o s s i b l e i n r e a l l i f e a s i t i s t i m e c o n s u m i n g a n d c o s t l y.
Representative Democracy

Representative democracy is the democratic system where the


c i t i z e n s e l e c t o ffi c i a l s t o r e p r e s e n t t h e i r c o n c e r n s i n g o v e r n m e n t .
T h i s s y s t e m i s m o r e e ffi c i e n t t h a n a d i r e c t d e m o c r a c y a n d s t i l l
c a p t u r e s t h e i m p o r t a n t a s p e c t s o f a d e m o c r a c y. T h i s i s t h e t y p e o f
g o v e r n m e n t t h a t t h e M C P P a d v o c a t e s f o r, a s i t a l l o w s c i t i z e n s t o
d e m o c r a t i c a l l y c h o o s e t h e i r e l e c t o r a t e s i n a n e ff e c t i v e w a y.
Authoritarian System

An authoritarian system is a system where there is a single


l e a d e r, o r e l i t e g r o u p , w h o h o l d a l l t h e p o w e r. A u t h o r i t a r i a n i s m i s
also known as a dictatorship, which our par ty does not believe in.

Branches of Gover nment
Executive Branch

The executive branch is responsible for signing and enacting the


laws created by the legislative bran ch. T his bra nch consists of the
Queen, Gover nor General , and the Prime Minister.
Legislative Branch

The legislative branch is responsible for creating and proposing


laws. This branch of gover nment is made up of elected

representatives (MPs) who work alongside the judicial branch as


the justice of people.
Judicial Branch

T h e j u d i c i a l b r a n c h i s r e s p o n s i b l e f o r e n f o r c i n g t h e l a w, a n d
bringing justice forth. This branch is made up of the Supreme
Court, judges, and the police.

The government has the right to increase security measures


during times where terrorism is threatened. This will include
i n c r e a s i n g a i r p o r t a n d b o r d e r s e c u r i t y. T h e g o v e r n m e n t w i l l w o r k
to increasing the safety of the citizens, while still maintaining
their rights and freedoms.
Encouraging Respectful Citizenship

I n t h e M C P P, w e b e l i e v e i n e n c o u r a g i n g i n d i v i d u a l i s m r a t h e r t h a n
c o l l e c t i v i s m . We e n c o u r a g e c i t i z e n s t o p a r t i c i p a t e i n e d u c a t i o n ,
politics and expressing their opinions. Through using a
proportional representation election model, citizens will be
encouraged to appreciate the government, knowing they can make
an impact and have a voice. Our par ty encoura ges debate as it
c a p t u r e s t h e e s s e n c e o f d e m o c r a c y, t h e r e f o r e c i t i z e n s w i l l k n o w
that the gover nment respects protests if they are per for med in a
c o u r t e o u s m a n n e r. C i t i z e n s w i l l a l s o b e i n f o r m e d o f t h e
punishments that follow unlawful actions.

Canadas participation in the Philippines crisis of 2013, sent


relief for recover y from the devastating typhoon Haiyan. Similar
to this reaction, our par ty would have also sent humanitarian
relief as a response. This would ensure that we maintain a good
relationship with the Philippines as well as a good global
reputation.
Civil Rights Movements

C i v i l r i g h t s m o v e m e n t s , s u c h a s w o m e n s s u ff r a g e , w e r e m e t
e v e n t u a l l y b y s u b m i s s i o n . U n f o r t u n a t e l y, t h e r e i s s t i l l g e n d e r
discrimination in the workplace, and people are working to change
this. The MCPP promotes this change and suppor ts campaigns to
do so.
Antiwar Movements

Ca nadas involvement in Afgha nista n is an example of an antiwar


m o v e m e n t . M a ny C a n a d i a n t r o o p s l o s t t h e i r l i v e s i n t h i s w a r,
proving that going to war is a serious decision. Our par ty believes
i n s e n d i n g t r o o p s t o c o u n t r i e s i n v o l v e d i n a w a r, o n l y i f i t i s
r e a s o n a b l e a n d b e n e fi c i a l t o C a n a d a .
Pro-Democracy Movements

The Eg ypt i an Upr i s i ng i n 2011 was an exa mpl e of a pr o- de m o c rac y


m ove m e n t . O n e r e a s o n w hy t h e E g y pt i a n p e o p l e r evo l t e d a ga i n st
their government was because it was politically cor r upt. In the
event that our par ty is involved in a pro-democracy movement in
