Needed for D - Legal and ethical considerations look at Ofcoms code.

How will
you ensure your
programme will not breach the code? Give examples. What are the ethical
considerations you should give to a programme regarding teens and binge
drinking?

OFCOM make sure its legal and requirements are suitable for people, because
their duty is to make sure that complaints from viewers are reviewed and
analysed with precise detail, and because it might be a broadcasted on
television. Their main purpose is to make sure that the television viewers and
radio listeners are protected from harmful and offensive information. OFCOM has
the right to examine the program which has been criticized. These would affect a
majority of the companies in the media sector this will relate to the sectors that
to television and radio as I said earlier theses are similar to barb because they
follow this website if they are making a radio show or a television they make sure
that they will be no complaints when they are making their film and if it is
inappropriate they will put it on after the watershed timing. The company could
get sued if they harm anyone from the public. They also deal with TV and radio
licenses and you would need to go to them if you want to start up a new TV
programme or a radio station.
Due to my programme being aimed at a young audience, from 16-34, in order to
make sure that it follows the codes and standards set by OFCOM, it is important
to ensure that they are protected from any broadcasting code. There are
numerous of legal and ethical issues surrounding broadcasting on TV.it need to
be taken into thought and consideration for the rule and standard set for
broadcasting program are not broken and disrespected. The editorial guideline
that needed to follow are truth & accuracy, impartiality, harm and offence,
privacy, conflicts of interesting accountability. For instance, those rule are follow
by bbc.bbc will not allow us to breached people privacy, this might be shown on
TV. An example of the legal and ethical issues taking place is making sure the
programmed is show at an appropriate time because some scene might not be
suitable for a children. Since my news programme is also aimed at the under
16s, I have to make sure it doesnt contain the used of bad language such as
swearing. Even if its used in my programme I have to ensure it doesnt get
encourage or promoted. Furthermore, I have to ensure the news show doesnt
have violence, either verbal or physical. Because this will reflect badly on the
show and dangerous behaviour when discussing a subject might lead to violence.
I have to ensure also I dont promoting violence and dangerous behaviour due
the viewer watching the show.
Due to the fact that the topic is so important and serious in the society, I ensure I
do my research on topic, for instance I must use primary and secondary
research, such as book and internet. Falling to do so might lead to people getting
offensive and come across in the wrong way. When stating a fact in the new

show it is very significant the host doesnt say anything wrong. A prime
example is of an American Terrorism
Commentator, Mr Steven Emerson who
described Birmingham as a ''Muslim-Only
City'' which wasn't taken lightly as people
responded to his poor statement, Steven
Emerson then apologized on BBC News to
anyone who took offence to his poorly
researched statement which in the
beginning seemed to be a fact to him.
For instance, the topic of the programmed is based on the rapist Ched Evans, the
main discussion is if Ched deserves to get his life back and return to football,
because we are dealing with an important issues, there are some rule the
programmed has to fellow. For example, the programme we have to make sure
we dont slander him on the show. This will be insulting and embarrassing to him,
we have to talk about him on a profession manner. The main reason why we
cant slander in the programmer is, because Ched has also already done his time
in prison, calling abusive name will be pointless, unnecessary and
unprofessional. An example of slander is when a man accused lance Armstrong
from taking drugs.
We cant shame the victim in this case, we dont want
to intervene in her , besides the topic dont relate to
her. The programme cant contain incorrect facts and
information about Chad Evans because this will lead
into us giving out and publicising false information and
statements. In no event will Ofcom be liable for any
loss or damage including, without limitation, indirect or
consequential loss or damage. This has to taking into
consideration in this issues. For instance has already been to prison, spending 2
years.

Contributors would take part in programmers on the basis of their informed

consent.in this case my contributors are age 18 and over, meaning they dont
require parents consents. I have to ensure they are not feeling comfortable or in
discomfort during the programmed. Ensuring the environment is not harmful or
containing offensive material, this will not feature in the programmed. I have get

consent from the contributors this should normally be in the form of a signed
release form, although consent on camera may be satisfactory.
One of the aim and objective in our news show is to condone rape, the news
show will send a messages to people who are practicing this kind of act or
thinking about it. The show will send out the effect and condition if this can act is
practice, for instance ched evans went to prison for 2 and half years. This show
persuade people- especially young people on the condition on rape.

Storyboard
For the news show to be successful, it has to fellow code and invention of a news

) Target Audience
BBC 3 Mixed Genre For Young People
BBC Three is a mixed genre channel for young audiences.
We have three key priorities:

The channel needs to be disciplined about focusing on the young - its centre of gravity will be
16-34 year-olds: people who are young in spirit and mindset.

BBC Three is Never Afraid to Try New Things and thats why we will continue to innovate
with breakthrough comedy, stand-out entertainment, brave documentary and intelligent
factual formats. Our content needs to have potential to innovate across platforms.

BBC Three should provide an environment for the development of new ideas and talent and
for existing talent to take risks, becoming a genuine laboratory for BBC One and BBC Two.

The target audience for the show will be aim at people from 16 over, the mixture
of demographics. Demographic segmentation is one of the ways to target a
specific group of consumers.in this case young people. The main reason why this
topic target young people is because ched Evans was once a role module to

youngster, getting young people opinion on this situation might give us a better
if they think ched Evans should return to football. Getting young people and
elderly inside on the situation will the research and better data of demographics.
We also targeting professional sport personal- getting an inside from a
professional will make the interview more professional.one of the reason for
getting a sport personal is to get different opinion on the topic. we want get
people believe ched evans has done is time in prison and deserve to come to
come to football. This will make fair, and not insulting to ched Evans. Gender- we
want get view of male and female. The reason being is both gender might have
different opinion to give. Some Female might feel disrespected if ched Evans
return back to football, on the other hand some male might think ched Evans
deserves another changes. Getting male and female judgement and inside will
give us a better balance in the topic.

Ofcom

The ASA-Advertising Standards Authority, have shown that this rule must be
looked upon when referring to, things such as sex/gender, religion/beliefs and not
stereotyping and offending a group of people. This is also looking into the right
language skill to use when looking at specific audiences, example is using
informal language on a billboard to target much older people will not work; this is
another constraint we must take into account because advertising is a public
media, so the cast and crew and the production must not include anything that
can backfire and violent the companys contracts and legal requirement, by this I
mean, the advertisement cannot include things such as cure words, words or
phrases suggesting sexism, racism, offensive to religion, gender or age.

Relationship Ofcom

Ofcom is a regulator if communication for both Television and Radio. They

ensure that no inappropriate language is featured at the wrong time, I
mean that Ofcom is responsible for the placement of a watershed, this is
the time that Ofcom have approved to be a suitable time to allow adult
content and language on TV, Ofcom, on free-view channels have a
watershed that starts from 21:00 and ends at 5:30, whilst premium
channels or channels customers have to pay for, watershed starts at
20:00 and now finish at 6:00. Watershed is, as mentioned before, there to
protect the younger audience from being able to watch explicit contents
and language on just in films but also programs being broadcasted across
the channels. Ofcom is also responsible for handling the complaint service
for programs, for explain, if a customer feels that their vote did not count
or go through for a program like Britains got Talent, they can will directed
to call up Ofcoms services where they are reinsure the viewer that their
vote did count or will be able to handle the customer is the correct way
however during commercial breaks, the ASA (Advertising Standards
Authority) handles the complaints, ASA is a sub company of Ofcom. These
services also apply to radio and other broadcasting services like through
smart devices.
In addition to mentioning about watershed and inappropriate, Ofcom
teach us about the Acceptable Language and tell us how companies must
refrain from using any strong languages and language that may even
offend someone even at the slightest.
The ASA-Advertising Standards Authority, have shown that this rule must
be looked upon when referring to, things such as sex/gender,
religion/beliefs and not stereotyping and offending a group of people. This
is also looking into the right language skill to use when looking at specific
audiences, example is using informal language on a billboard to target
much older people will not work; this is another constraint we must take
into account because advertising is a public media, so the cast and crew
and the production must not include anything that can backfire and
violent the companys contracts and legal requirement, by this I mean, the
advertisement cannot include things such as cure words, words or phrases
suggesting sexism, racism, offensive to religion, gender or age. The
advert/production must carefully consider this to ensure that nothing said
is to be taken the wrong way by the public. So whilst understanding that
the ASA work alongside Ofcom, this must also mean and refer to other

media based such as programs on TV not just adverts.

So in relation to our production about Relationship and considering our
target audience of 16-35, our production may be able to contain some sort
of explicit language or touching on the sub topic of things like sex which
may contain explicit language not suitable to those under the age of the
legal consent of having sex at the age of 16. The reason why featuring
this topic in our production may result in us having to apply and broadcast
our program during watershed, however if our program is aimed at a
target audience of 16+ we must be able to show the program before the
watershed, this means that we must be able to discuss topics however
keep the language suitable enough for the interviewer to ask as many
possible relevant questions and interviewee giving as detailed answers as
possible.
