other people - deliberate manner
repeated behavior with intent to harm
Example:

send emails or messages to harassing someone

posting false statements discredit or humiliate someone
stealing someones password and logging into someone elses account
sharing photo or video that embarrassing someone

Why?
motivated by anger, revenge or frustration
bored and have too much time
for entertainment
for laughs or to get a reaction

Effect to the victims

lower self-esteem
increased suicidal ideation
a variety of emotional responses
retaliating
being scared, frustrated, angry, depressed
use alcohol and drugs
skip school, receive poor grades
