Attainment targets take into account student base line data.

% of students above 4c at ks2 (for actual ks2 results) is close to the A*-C pass rates for both depts for the 2014 results
For all students to include those students without ks2 to guide the target setting process we use estimates based on
NFER/CATS. This may under estimate the A*-C rate (particularly for English as EAL students are likely to have a very low base
and make more progress that the indigenous population) so the % above 3a is also given.
Targets of 55- 60% seem appropriate when all factors are considered.
