community in an evacuation zone, I strongly encourage you to review
your personal preparedness plan. The Miami Beach Hurricane Guide is
a useful resource to help you brush up on your emergency necessities.
I am also delighted to share that the city has taken an unprecedented
leap in making our government significantly more transparent with
the recent launch of OpenGov, a user-friendly Web tool to help you
understand exactly how your tax dollars are being spent as we work on
the next fiscal years budget.
The rhythm is going to get you in North Beach as more events and
musical programming are planned in the flourishing community
where I grew up. We partnered with the local, non-profit The Rhythm
Foundation to manage the North Beach Bandshell. I would encourage
you to pay them a visit during their popular Dance Band Night
where youll have the opportunity to take a free dance lesson and show
off your new moves during an open-air concert.

works, parks and recreation,
information technology, capital
improvement projects and
procurement. Prior to coming to
Miami Beach, Taxis served for
Mark Taxis
a decade as an assistant city

For 23 years he worked for the City of Hialeah, where he
served as the library administrator for three years and retired
as the director of parks and recreation. This father of two
received an undergraduate degree in parks and recreation
management, along with a masters in public administration
from Florida International University.

Proudest Moment
The proudest moment of my professional career was receiving
a call from Jimmy Morales and being offered the position of
assistant city manager here in Miami Beach. At the time of
that call I was in the midst of negotiating a contract with the
town of Surfside where I had been selected from a pool of
950 applicants to become their town manager. I could not be
happier with my decision to come to Miami Beach.
Making Miami Beach a Better Place
I would like to think that through my positive approach,
passion and love for what I do, that I, along with the
dedicated directors and departments that I oversee, are
making a positive difference here in Miami Beach. Our
mayor and commission alongside our city manager have
taken on a just get it done approach to government. I am
working with the departments that I oversee to make sure that
we are responsive and responsible in serving the residents,
businesses, as well as, our visitors. Two critical projects that I
am currently overseeing are the Miami Beach e-Gov app and
the implementation of a new computer software package that
will run all of our financial and operational business functions.
Miami Beach Favorite
Before going to Germany to serve under General Patton in
World War II, my father was stationed in Miami Beach for
basic training. He fell in love with Miami Beach and I have
too. Its an honor to work in such an amazing city and be
a part of a fantastic team at such a critical point in time.
Our team, from the mayor and commission, city manager,
city attorney, city clerk and all of the men and women that
dedicate their efforts to serving this city is second to none.
The City of Miami Beach is addressing flooding issues,
the effects of rising sea levels, an aging infrastructure,
building a new convention center, to name just a few. While
the challenges are tremendous and the pace is fast, the
opportunities are incredible.

Momento de enorme orgullo
El momento en que me sent ms orgulloso en mi carrera
profesional fue cuando recib una llamada de Jimmy Morales
y me propusieron el cargo de administrador adjunto de
la ciudad en Miami Beach. Cuando me llamaron, estaba
negociando un contrato con la ciudad de Surfside, donde me
haban seleccionado como administrador municipal entre un
grupo de 950 candidatos. Fue una gran satisfaccin tomar la
decisin de venir a Miami Beach.
Hacer de Miami Beach un sitio mejor
Me gusta pensar que a travs de mi enfoque positivo y
del el gusto y el amor por lo que hago, tanto yo como
los dedicados directores y departamentos que superviso,
estamos logrando un cambio positivo aqu en Miami Beach.
El alcalde y la comisin, junto con el administrador de la
ciudad, han adoptado un enfoque de gobierno en el que
se trata de que las cosas se hagan. Estoy trabajando con
los departamentos que superviso para garantizar nuestra
receptividad y responsabilidad al servicio de los residentes,
negocios y visitantes. Dos proyectos cruciales que estoy
supervisando actualmente tienen que ver con la aplicacin
e-Gov de Miami Beach y la puesta en marcha de un nuevo
paquete de software que manejar todas nuestras funciones
institucionales operativas y financieras.
Favorito de Miami Beach
Antes de ir a Alemania bajo la direccin del General Patton
en la Segunda Guerra Mundial, mi padre estuvo en Miami
Beach para su formacin bsica. Se enamor de Miami
Beach, igual que yo. Es un honor trabajar en una ciudad
tan maravillosa y formar parte de un fantstico equipo

el fiscal y el secretario de la ciudad, as como todos los

NORTH BEACH FINDS ITS

the Rhythm Foundation is now managing the North Beach
Bandshell. Earlier this year, the Miami Beach-based nonprofit cultural organization, was awarded the contract though a
competitive process.

The Rhythm Foundation is now in its 27th season presenting


live music in South Florida. It has been using the North Beach
Bandshell since the late 1990s for concerts, including their
signature springtime Heineken TransAtlantic Festival that has
pumped the Bandshell with the most innovative modern world
music sounds since 2003.

And on the fourth Wednesday of each month, the popular Food


Truck & Music Fest continues. The foundation will be working
closely with the city to continue to build the night in expanding
food and music options.

The iconic, open-air MiMo amphitheater is in full swing developing


programming that delves into the heart of todays global culture.
Coming up at the North Beach venue are many free performances
and activities, including their most recently launched program
Dance Band Night. The second Thursday of each month, the
Bandshell is converted into an impromptu ballroom under the stars.
A dance lesson is held before a concert of the same genre so

Its the perfect date night, said Scarlett Larry, Miami Beach
resident. My hubby and I had a blast learning from the world
champion swing dance team of Yuval and Julia.

Were thrilled to be a part of the areas revitalization, said


Laura Quinlan, Rhythm Foundation director. I grew up in North
Beach, and like my friends, I spent all my time at city parks roller
skating at North Shore Park, and Halloween costume contests at
the Bandshell. I remember the senior citizens dancing to big bands
every Saturday, and wow, they could really dance!
Quinlan invites Miami Beach residents to once again come
dancing with the real stars at the beautiful North Beach Bandshell.

hen Miami Beach was founded over 100 years ago, the
western side of the island just west of Washington Avenue, was
protected with a dense mangrove forest and the Atlantic coast
was covered with palmettos along a beach dune. As the city grew, the
mangroves were cut down and filled to create land for development and
the dune was converted into oceanfront properties.
Since then, we have learned about the value of these natural resources
and their important role in our community, said Assistant Building Director
Elizabeth Wheaton, City of Miami Beach environment and sustainability
division. So, as we plan for the next 100 years, bringing back our natural
resources is a critical component of our resiliency strategy.
Natural systems, such as dunes, mangroves and coral reefs, protect Miami
Beach against weather events creating a habitat for plants, corals,
fish and birds. The vegetation in coastal dunes keeps beaches strong by
gradually accumulating sand, minimizing erosion rates and reducing
the need for renourishment projects. The dunes also protect coastal
infrastructure and properties from storm damage by blocking surge and
absorbing wave energy.
Similarly, red mangrove forests have been found to have the highest
carbon net productivity amongst all ecosystems and approximately three to
four times more than temperate and tropical forests. A mangroves ability
to provide a habitat for microorganisms contributes to the high amount of
carbon it sequesters.
In addition to reducing carbon in the atmosphere, mangroves protect
the shoreline by adapting to changes in the water line and the elevation
of the land. Therefore, shorelines that incorporate natural resources like
mangroves are an important asset to climate adaptation and mitigation in
coastal communities like Miami Beach.
Most of the citys 63 miles of coast is currently protected from storm surge,
flooding, erosion and other natural forces with concrete seawalls, some of
which are beginning to fail. However, the city is exploring opportunities
to use natural or living shorelines to replace or repair seawalls as an
alternative to traditional seawalls.
Living shorelines are a more holistic method of shoreline protection as
they provide multiple benefits, explained Chris Bergh, South Florida
conservation director, The Nature Conservancy. Beyond structural
stabilization, they create habitat, enhance views and can create a sense of
place and privacy. They also improve water quality by removing pollutants
from the environment.
This approach has already been successfully used in Miami Beach. At Pine
Tree Park, a healthy shoreline of native red, white and black mangroves
stabilizes the soil and creates a natural sanctuary for residents to passively
enjoy this beautiful park along Indian Creek.
We will continue to look at all options to promote the restoration and
reintroduction of these habitats, added Wheaton. After all, it is our
beaches, waterways and overall natural environment that make our
city unique.

DUNE
MAINTENANCE
Between the sand that sits on the beach and the properties that
line up parallel to the seaside, lies a terrestrial habitat made up
of coastal plants and animals.
This section of lush grasses, shrubs and trees is best known
as a coastal dune system. Aside from providing an attractive
component to the beach, the dune system is critical to
maintaining a healthy and thriving shoreline. It also serves
as the first line of defense against erosion, sea-level rise and
strong storms such as hurricanes.
In order to maintain strong, stable dunes, the city has
developed a comprehensive dune management strategy that
dictates how the dunes shall be restored, enhanced
and maintained.
One component of this strategy is the selective pruning of
native vegetation to encourage a low and dense strand zone.
Studies have shown this practice increases the stability of
the dune system. The pruning plan also allows for the city to
better maintain overgrown vegetation and address public
safety concerns. The incorporation of crime prevention through
environmental design principles into dune management allows
Miami Beach to meet the needs of an urban environment while
maintaining the integrity of the natural coastal habitat.
Another facet of the citys dune management strategy includes
eliminating non-native invasive species and replacing
them with native vegetation. All invasive vegetative mass,
including leaves, stems and trunks of known invasives such
as the Scaevola, Brazilian pepper and Australian pine are
removed. Although the majority of the dune restoration work is
conducted through a contractor, the city welcomes volunteers
to conduct dune restoration events at Lummus and North Shore
Open Space parks.

VENETIAN ISLANDS:
AN EXTREME MAKEOVER

THREE SEPARATE SIMULTANEOUS PROJECTS UNDERWAY

n response to a great demand for more waterfront properties in the


early 1920s, developers purchased Collins Bridge and in March
1925 began its demolition. In its place, they planned a series of
islands connected with arched concrete viaducts that had a white
lace railing design. Unfortunately, just five months after the new
Venetian Causeway opened in 1926, a terrible hurricane struck
South Florida and development in the area came to a halt.
Construction fortunately picked up again after World War II, and
as new residents came more traffic followed. Privatization ended
when Miami-Dade County purchased the Venetian Causeway in
1951 for $3.5 million. Advertised as the the Short Way to Miami
Beach, in its prime circa 1958, more than 25,000 motorists a day
paid the 10-cent toll to cross the causeway.
Between 1996 and 1999, and again from 2009 to 2011, Florida
Department of Transportation (FDOT) and Miami-Dade County Public
Works and Waste Management (respectively) conducted major
rehabilitation projects to repair the 12 causeway bridges beams
and decks. FDOTs original plan, in the late 1990s, included full
funding to replace the bridges entirely; however, area residents
opposed FDOTs design proposal as it did not match a look that
resembled the historic nature of the existing bridges.

Its hard to keep track of everything going on around here, but Im


glad the City of Miami Beach and other agencies are doing whats
necessary to make our neighborhood safe for years to come, said
Jennifer Zur, a Venetian Islands resident.
Today, three islands residential roads are getting long-awaited face
lifts. The west bridge is being replaced and there is an ongoing study
regarding the rehabilitation of all Venetian Causeway bridges. These
three projects are happening concurrently in the Venetian
Islands neighborhood.
Each project serves a separate purpose, and all three are governed
by different agencies as their lead host. Miami Beach representatives
actively pursue open lines of communication with all agencies
involved, as often as possible, to coordinate minimal impacts to
all stakeholders.

de los puentes existentes.
Es difcil hacer un seguimiento de todo lo que est pasando por
aqu, pero me alegra que la Ciudad de Miami Beach y otras

be closed to marine traffic to ensure vehicular traffic has access in and out of the Venetian Causeway and residential islands.
VENETIAN CAUSEWAY PROJECT DEVELOPMENT AND ENVIRONMENTAL STUDY

considering everything from a no-build, do nothing option to demolition and replacement with various types of bridge engineering and railing
possibilities. The study is expected to conclude in April 2017. Depending which plan of action is decided, the actual bridge rehabilitation and/or
replacement work could take up to nine years to complete; a schedule will be planned once bridge construction work is awarded.

As residents gear up for long-awaited summer vacations, they must


also not lose sight that its peak season for the lowbrow racquet of
home thieves. According to FBI statistics, crime rates increase by as
much as 10 percent during June, July and August, so its important
for homeowners to be extra vigilant.

Adding a home alarm intrusion security system is another line of


defense. Make sure your alarm company has a fast response time,
and consider whether you want the police automatically notified
of an alarm event. You can also keep an eye on your home by
installing indoor and/or outdoor security cameras.

Start off with the basics. It sounds simple, yet you must ensure
all of your exterior doors and windows are locked whenever you
leave your home, warned Captain Paul Acosta, Miami Beach
Police Department (MBPD).

We strongly urge our community to keep their vacations off social


media, added Acosta. Thieves are notorious for using posts on
Facebook or Twitter to determine when to target your home.

Make it appear as if someone is home, although you may be


basking in paradise across the globe. Put several lights on timers,
leave a radio blaring and use exterior lights that are
motion-activated.

master bedroom, so make sure to get creative.
As you head off into your summer vacation, avoid having burglars
help themselves at your expense.

IN CASE OF EMERGENCY

It was a beautiful, clear Sunday when 18 people gathered
for a day of brushing up on their search and rescue abilities
and fire suppression skills. These enthusiastic volunteers
were taking their final exam in the form of a simulated
disaster scenario for the Community Emergency Response
Team (CERT) training course held at the Miami Beach
Emergency Operations Center and Fire Station No. 2.
The CERT program educates people about disaster
preparedness and trains them in basic emergency
response. CERT takes a realistic approach to emergencies,
recognizing the importance of having more citizens trained
to deliver immediate assistance, so that professional public
safety personnel can attend to priority response.
It is a pleasure to be involved with such dedicated people,
who are willing to help both the private and business
community, said Catherine Houlihan, who just completed
the training. Its good to know that we are a big help to
first responders.
CERT training gives participants practical, decision-making
and organizational skills so they can effectively assist family
members, neighbors and associates in any emergency,
while they wait for further help. CERT-trained volunteers help
others in their own community without placing themselves in
unnecessary danger.
It all begins with basic CERT training, a 24-hour course
that teaches disaster preparedness and safety operations.
Volunteers stay engaged with the program by attending
advanced CERT training sessions where they can enhance
their skills. Miami Beach has an active team that
meets monthly.
The trainings offer so much more to these individuals
than just first aid, CPR and what you might expect, said
Irene Valines, Miami Beach CERT Coordinator. They learn
disaster psychology and team organization, which enables
them to become important support when professional
responders are not immediately available in times of crisis.
Miami Beach CERT members participate in a variety of
events assisting fire, police and emergency management
personnel. Since CERT members live and work in Miami
Beach, they are aware of the specific needs of the
community and are willing to help their fellow neighbors
and coworkers.
Joining CERT provides great experience, a chance to
develop new skill sets and a sense of community pride,
added Valines.

Estacin de Bomberos n.o 2 de Miami Beach.
El programa CERT brinda educacin sobre la
preparacin para desastres y capacita a las personas en
la respuesta bsica a emergencias. Desde un enfoque
realista, el programa reconoce la importancia de contar
con ms ciudadanos capacitados para prestar asistencia
inmediata de modo que el personal profesional de

estn dispuestas a ayudar tanto a particulares como a
negocios, comenta Catherine Houlihan, quien acaba de

identify and anticipate hazards and more. In addition to the skills learned, teens will be able to count these
hours toward their high school community service requirement.

up are they still at risk?

The number of different car seat models can be dizzying.


Parents often spend countless hours online and at brick
and mortar stores pouring over car seat safety ratings and
features: convertible, combination or all-in-one seat, with
or without a cup holder, pink, blue or a gender neutral
fabric and other snazzy attributes.
Yet ironically, what the car seat is meant to do is
sometimes hampered by a parents lack of installation
know-how.
Nearly three out of every four car seats are installed
improperly, according to the National Highway Traffic
Safety Administration. Automobile crashes remain the
leading cause of death for children in the United States
and a large number of these fatalities involve children in
car seats.

The City of Miami Beach understands getting it right


can be a bumpy road and is now making free car seat
installation training available at all Miami Beach fire
stations, seven days a week. All you need is
an appointment.
I struggled, sweated and swore when installing my kids
car seats and thought they were secure, said Yarily SamGamil, a mother of two. Though I was surprised to find
out they were not affixed correctly, I am grateful to the
firefighters who taught me proper installation.
So far, ten Miami Beach firefighters have undergone a 36hour course training to be certified safety seat technicians.
We want all of our children to be as safe as possible in
vehicles and urge our community to pay us a visit, said
Miami Beach Fire Lieutenant David Garcia.

Serves 6
Multiply ingredients by two when feeding a fire house.
Ingredients:
1 pound of fresh fish fillets, best kind for the dish is a
semi-firm white-fleshed fish like snapper or grouper
1 white onion
2 tomatoes
2 bell peppers
Salt
Black pepper

the cilantro and hot pepper, adding more to your liking
after tasting. Refrigerate for at least one hour to allow
the lime to cook the fish. Serve over multigrain chips.

Sea-Level Rise Summit hosted by the City of Miami Beach and FIU faculty from the College of Arts &

FIU awarded a Miami Beach Senior High student a four-year scholarship for her commitment to
scientific solutions for our worlds problems.
National Science Foundation Urban Sustainability Research Network grants will help Miami Beach and
other municipalities work with other climate-vulnerable cities on mitigation of sea-level rise.
City staff and FIU team met with President Obama during his visit to the Everglades to encourage sealevel adaptation collaboration.
The Rising Sea: A Sea Level Rise Teach-In event held in April 2015, educating the community on the
challenges of climate change and sea-level rise.

Youth and Education Development

24 paid internships were created for FIU students annually for both undergraduate and graduate
students, with positions in transportation, engineering, education/organization development, arts,
history and culture, public administration, and the environment.
Dual enrollment college course offerings expanded at Miami Beach Senior High School.
To revitalize Nautilus Middle Schools academic success, a partnership was created with the city,
FIU, and Miami-Dade County Public Schools through the ACCESS Program (Achieving Community,
Collaboration in Education and Student Success).

Looking to the future, other areas of collaboration include transportation and disaster preparedness.

Small Business Development Preparedness

City and FIU Small Business Development Center (SBDC) teamed up to provide a workshop on business
continuity and disaster preparedness for Miami Beach business owners in June 2015.

he renovation and expansion of the Miami


Beach Convention Center is proceeding as
scheduled. A kick-off meeting for the $500 million
construction project occurred last month when a group
of professionals from the construction team, architects
and engineers, and the building operator and city staff
gathered to discuss design coordination and
logistics planning.
The city commission awarded a contract to Clark
Construction Group to provide pre-construction services
as part of a Construction Manager at Risk project
delivery contract. Clark Construction Chief Executive Sid
Jordan leads the efforts for the project.
We have a team of 20 people who will start working
on the project immediately. This is a complicated project
but we are up to the challenge, said Jordan. We
look forward to bidding the project to the local trade
contractors beginning this fall and continuing into
next year.
The City contract requires Clark to publicly bid the trade
contracts under an open book process, to ensure the
City receives competitive pricing. The Miami Beach
Convention Center renovation and expansion project
encompasses the comprehensive renovation of the
center to current Class-A standards.
The revitalized center is designed by Denver-based
Fentress Architects, in collaboration with local firm
Arquitectonica, and will offer 500,000 square feet of
contiguous exhibit space, a 60,000 square foot grand
ballroom, three 20,000 square foot junior ballrooms,
70,770 square feet of breakout meeting spaces, 880
on-site parking spaces and 12 acres of surrounding
parks and landscaped areas.
Reaching this point is an important milestone for the
project, noted Miami Beach Mayor Philip Levine. Our
plan is to be under construction the day after Art Basel
ends in early December this year.
Maria Hernandez, project director of the Miami Beach
Convention Center District, said, This will be one of the
most functional, state-of-the-art convention centers in the
country, as well as a beautiful facility our city can be
proud of. We are not only transforming the building, but

the entire site by removing surrounding asphalt areas


and converting these into wonderful public green spaces
for future conventioneers, visitors, and our residents
to enjoy.
The master plan of the convention center district also
calls for a headquarter hotel. In May, the Miami Beach
Commission directed City Manager Jimmy Morales
to enter into negotiations with Atlanta-based Portman
Holdings for the development of an 800-room hotel on a
site adjacent to the Convention Center.
Portman Holdings is to privately fund the $405 million
hotel and pay the City a percentage of the hotels gross
revenues under a proposed 99-year lease.
We are excited to be delivering what our convention
center clients need in order to book events in Miami
Beach, without any public incentives or public
financing, noted Miami Beach Mayor Philip Levine.
The addition of this hotel is an integral component
of our plan to revitalize our center and reduce overall
traffic by attracting convention events where attendees
walk to the convention center and to local restaurants
and shops, rather than drive by car.
The plan calls for the development of the hotel on a
parking lot behind the Fillmore Theater. The theater will
remain in place and operational during and after the
hotels construction. The hotel will provide 701 rooms,
99 suites and 95,000 square feet of meeting space. The
hotel is also planned to offer an amenity deck with pools
and landscaping. In addition, the developer is required
to pay for the cost of a sky bridge connecting the hotel
to the convention center.
The hotel will be developed by John Portman &
Associates. We will design this people-oriented hotel to
fit within the neighborhood, to connect Soundscape Park
to the newly designed convention center park and to
incorporate the cultural influences which are indigenous
to Miami Beach, said Jack Portman, vice chairman of
Portman Holdings.
The design of the hotel calls for a unique creative
solution to become a world-class hotel that also becomes
an icon that adds an enhanced identity to Miami
Beach, continued architect John Portman, Jr.
The design will incorporate lush integrated landscaping
laced with art, with views on one side to the ocean and
on the other to the citys skyline, added Portman. In the
last 60 years, Portman has designed and developed
major convention hotels internationally, including the
Hilton San Diego, the Westin Charlotte, the Marriott
Marquis in New York City, among others.
The City received two proposals for the hotel in
April. One of the proposals was eliminated early in
the process because it requested a public subsidy to
develop the hotel.
The City Commission gave us clear direction that they
would not entertain any proposal that included a public
incentive. In addition, the developer had to agree to not
have gambling on the site or own a gambling facility in
Miami-Dade County, said Miami Beach City Manager
Jimmy Morales. We are fortunate to have received a

proposal by a firm as capable as Portman


that could develop under these constraints.
If the lease agreement is approved by Miami
Beach voters, the hotel is planned to open
prior to Art Basel in the late fall of 2018.

Trap-Neuter-Return Program for Cats

Free roaming cats are either feral or stray,


explained Miami Beach Police Officer Mariana
Garcia. A feral cat is wild and a stray is friendly.
In order to manage feral and stray cats with a
compassionate approach, a group of dedicated
volunteers humanely trap Miami Beach community
cats using the trap-neuter-return (TNR) method.
While undergoing sterilization surgery, they receive
a left ear tip that serves as a visual indicator that
the cat has undergone TNR.
TNR improves the lives of these cats, their
relationship with the community and decreases
the size of colonies over time. Neutered male cats
will become more docile, roam less and not fight
over mates. By eliminating mating behaviors, TNR
makes cats better neighbors. Spayed female cats
can no longer reproduce and therefore produces
no new litters of kittens.
Sterilizations and vaccinations are accomplished
on The Cat Networks MEOW mobile, which is
staffed by a veterinary team that performs these
surgeries. The MEOW mobile is scheduled to be on
Miami Beach at least twice a month.
Volunteers are urgently needed to assist with the
TNR program, said Garcia. Assistance is needed
with trapping on Friday afternoons that coincides
with the dates The Cat Networks MEOW mobile is
scheduled to be in our city.
Surgeries are performed Saturday mornings and
cats are released back into the community on
Sunday, after they have spent a night recovering.
At times, while we are out humanely trapping
these community cats, we will encounter friendly
kittens that may be adoptable, added Mary
Thinglestad, community volunteer. We also need
dedicated volunteers that are willing to foster and
care for these kittens until they are adopted.
Various local Miami Beach veterinary offices
and The Humane Society of Greater Miami also
participate in the TNR program. Special vouchers
designated for the TNR program on Miami Beach
can be obtained by contacting The Cat Network of
Miami or by sending an email to

free roaming cats.

Se necesitan con urgencia voluntarios que ayuden

Throughout the months of April to October, these


shelled creatures of the sea inhabit our coastal
community. They crawl onto our beaches during the
late hours of the night to nest and begin a whole new
generation of marine turtles. Unfortunately, our urban
city can become a challenge for the adult turtles and
hatchlings that are born.
Excessive artificial light has been known to disorient
the journey that our sea turtles often take, said Bill
Ahern, Miami-Dade County sea turtle monitor.
Light pollution from adjacent beachfront properties
cause sea turtles to mistake artificial lighting for the
reflection of the night sky on the water and deter
them from their path back to the water.
Although there is no substitute for a naturally dark
sky, there are practices that our community can follow
to improve the nesting conditions for marine turtles
that lay their eggs every year on our beaches.
Residents can minimize the use of direct lighting
from properties located along the beach and
avoid touching or harassing a nesting sea turtle or
hatchlings. Eggs incubate for approximately 60
days, according to the Florida Fish and Wildlife
Conservation Commission.
It is unlikely for beachgoers to stumble upon sea turtle
nests as they are normally placed inside the sand.
It is, however, more probable to see a hatchling,
at which point you should keep a distance, turn off
artificial lights and let them crawl into the water on
their own.
Through these methods, sea turtles can increase their
chances of survival, especially since only one in
every 1,000 hatchlings is known to reach adulthood.
The Miami-Dade County Sea Turtle program is
entering its 35th season and so far we have released
over half a million baby turtles and documented over
30,000 nests, added Ahern.

and warm waters, our beaches become a
temporary home to guests that are known to
be quite shy, often appear only at night, measure
approximately six feet in length and weigh over
1,000 pounds. Our eight-mile stretch of urban beach
welcomes three very important types of turtles:
loggerhead, leatherback and green sea turtles.

Florida law requires that persons born on or after January 1,


1988, complete a NASBLA-approved boater education course
prior to operating a vessel powered by a motor of 10 horsepower
or more. The law requires that persons affected by this legislation
have in their possession a Boating Safety Education I.D. Card
issued by the Florida Fish & Wildlife Conservation Commission
and photographic I.D. while operating a vessel.

The docking, hauling or launching of vessels


from public seawalls is now strictly prohibited.
Any vessel docked on a City of Miami Beach
seawall shall be considered an unauthorized
vessel and may be removed by the City at the
owners expense.
Failure to comply with this ordinance will result in
civil fines ranging from $100 for a first offense to
$2,500 for a sixth or subsequent offense within
a 12-month period.

Follow a Pre-Departure Checklist


Proper boating safety means being prepared for any possibility on the water. From compliance with fire safety
regulations to tips for fueling up, follow a pre-departure checklist to make sure no boating safety rules or precautions
have been forgotten.

Use Common Sense


One of the most important parts of boating safety is to use your common sense. This means always operating at
a safe speed, especially in crowded areas. Be alert at all times, and steer clear of large vessels and watercraft
that can be restricted in their ability to stop or turn. Also respect buoys and other navigational aids, all of which
have been placed there for one reason only to ensure your safety.

Designate an Assistant Skipper


Make sure more than one person on board is familiar with all aspects of your boats handling,
operations, features and safety tips. If the primary navigator is injured or incapacitated in any way,
its important to make sure someone else can follow the proper boating rules to get everyone back
to shore.

Develop a Float Plan


Whether you choose to inform a family member or the staff at your local marina,
always be sure someone else knows your float plan: where youre going and how
long youre going to be gone.

Avoid Alcohol
Boat safely at all times by saving the alcohol for later. The probability of being involved in a
boating accident doubles when alcohol is involved, and studies have shown that the effect of
alcohol is exacerbated by external factors such as sun and wind.

Learn to Swim
If youre going to be in and around the water, proper boating safety means knowing how to swim. Miami
Beach Parks and Recreation offers free classes to three-to-five year olds and a series of five classes for $35
for all other ages.

Make Proper Use of Life Jackets


Did you know that the majority of people who have drowned in boating accidents were not wearing life jackets? Make sure your
family and friends stay safe by assigning and fitting each person onboard with a life jacket prior to departure.

Consider a Free Vessel Safety Check


Take advantage of a free vessel safety check from the U.S. Coast Guard. They offer complimentary boat examinations
to verify the presence and condition of certain safety equipment required by state and federal regulations. Theyll

hen passing Miami Beach native Sheryl Golds home in


the spring, visitors are greeted with the majestic lavender
blossoms of two Queen Crape-Myrtle trees. If you are lucky
enough to get an invitation onto her grounds, you will soon discover a
verdant tropical garden made up of predominantly native plants mixed
in with several imports and exotic fruit trees.
Gold has been a staunch advocate of preserving and enhancing Miami
Beachs greenspace and urban forest for the past 21 years. Her South
Beach home is a prime example of what residents can do to help
increase the tree canopy with responsible landscaping.

I have noticed that a lot of landscape


contractors are blowing debris onto the
sidewalk or street. Is this practice allowed?
Landscaping contractors are required to properly dispose of all leaf debris
on private property. As per section 46-92 of the City of Miami Beach
Code, it is unlawful for any person to throw away litter in any manner
on any public highway, sidewalk, road, street, alley or any other public
place, except in designated containers. Improper disposal of landscaping
litter can result in clogged storm drains, which can lead to minor and
major flooding. In order to avoid fines, residents and businesses should
properly dispose of landscape material and remind their landscape
contractors to keep leaf litter off the streets.

Landscape debris can be recycled at the citys Green Waste Facility
located at 2800 Meridian Avenue, Monday through Saturday from

ice in the summer. Miami Beachs recently renovated
Scott Rakow Youth Center Rink, renamed the Barbara
Medina Ice Skating Rink, fully reopened this spring.
New improvements include refurbished, enhanced inside
amenities and machines that maintain optimal temperatures
for the ice rink environment. Locker rooms were also added
with showers and a multi-purpose room that can be used for
birthday parties and events.

Now, skaters can enjoy the health benefits of zooming around


in this Miami Beach rink year-round. Whether you are a
novice or advanced skater, skating is a perfect cardiovascular
workout. It also helps with strength training by sculpting your
hamstrings, quads, abdominal muscles and obliques.
Skating is a terrific aerobic exercise, noted Anthony Scallo,
ice rink manager, Parks and Recreation. And the best part is
that you wont even realize youre working out since youll be
having such a fun time.
The Barbara Medina Ice Skating Rink is home to various
programs for children and adults including figure skating, ice
hockey, open sessions, group classes and private lessons.
The rink is better than ever, added John Nitkin, Miami Beach
resident. The ice is super hard, there is very low humidity and
the walls are all pristine. If you have not seen the newly refurbished rink yet, you must come and see what a fabulous job
our city has done for this wonderful community of ours.

Stretch before hitting the ice.
Lace up your skates enough to give you proper support,
but not too tight that your feet will go numb.
Avoid looking down when skating. Keep your eye in the
direction you are moving.

Miami Beach parks and recreation programs are not just childs play.
From bowling to yoga, the City of Miami Beach offers adults, 55 and
over, a plethora of free, exciting recreational activities. Senior classes
are nothing new to the Miami Beach recreational offerings, but they
have now expanded programming at Flamingo Park.
I have been taking advantage of the senior classes for over 17
years, said 82-year-old Miami Beach resident Eneida Mena. The
classes are all great and really tailored to seniors. I can personally
attest to dance, aerobics and tai chi.
Registration for fall programs opens on August 17 and classes begin
on September 1. For a detailed schedule or to sign up, contact
the facility.

This July, the City of Miami Beach celebrates


Parks and Recreation Month by highlighting
the importance of health, exercise,
socialization and play. Miami Beach Parks
and Recreation is flashing back to the 80s
with weekly activities for the whole family.
Some of the activities planned include a
doggie luau for the four-legged friends,
team races through the parks for a grand
prize at the Amazing Rec Trek, a family
night 80s style and more.

New this fall, Miami Beach Parks and
Recreation will be offering out-of-school
camps during the winter and spring breaks
to provide children with diverse recreational
activities such as fitness, swimming, arts and
crafts, tennis and other specialized leisure
events. Participants will experience a unique
full-day program focusing on social play
and more importantly, fun.
In addition to the out-of-school camps,
after-school programs continue their focus
on providing children with homework
assistance, academic support, physical
fitness and more.
To wrap up a year of fun, we invite you
to fall into fun at our community events.
Celebrate Hispanic Heritage Month with
music, food and fun and have a spooktacular time with your favorite ghouls and

PARK RANGERS
Keeping Parks a Safe Place to Play

n response to a growing need to


provide improved security at our parks,
Miami Beach Police and the Parks and
Recreation Department joined efforts to
create a park ranger program that will help
improve the level of security services for our
park patrons.
Park Rangers will ensure residents feel
safe and secure while enjoying their
activities, stated Miami Beach Police
Sergeant Alex Torres.
This program will provide in-house security
services during peak hours, including
weekends and holidays at various city parks
such as Soundscape Park, South Pointe Park
and Pier, Flamingo Park, North Shore Park
and Youth Center and other North Beach
area parks.
Rangers will serve in multiple roles such
as reinforcing park rules, regulations and
city ordinances. They will identify safety
hazards; handle public inquiries and
complaints; and most importantly, rangers
will provide a positive presence to promote
the enjoyment of parks while ensuring
proper use of facilities and amenities.
We strive to maintain beautiful and vibrant
parks as well as to provide the outstanding
recreational services that residents deserve,
added Parks Director John Rebar.
Park rangers will provide a safe environment
for kids and families to be active and have
fun at our parks.
