Contention X: Reparations further racial equality through economic development of

predominately black urban areas. By targeting African American areas of low-income with urban
development projects, reparations can begin the healing process for marginalized groups. Just as
reparations were used after the Second World War to remedy the horrors that victims withstood,
a symbolic Marshall Plan for Cities should be implemented to remedy the horrors of racism in
America.
