Dear President Obama:
I write regarding the need to ensure that all relevant federal agencies are well-prepared
for what could be a serious fire season across Montana and the West. I appreciate the important
role the Administration plays on various fronts, from protecting our communities from wildfire
to supporting homeowners when disaster hits. I respectfully urge you to ensure that agencies
such as the Forest Service, the Federal Emergency Management Agency (FEMA) as well as the
Department of Defense are ready to work with local communities as we head into the heart of
this fire season.
‘The most recent outlook from the National Interagency Fire Center (NIFC) indicates
above normal potential for significant wildland fires in western Montana through the remainder
of this summer. A warm, dry spring, lower than average snowpack, and an earlier melt have
contributed to a short-term drought in the region. Additionally, exceptional heat west of the
Continental Divide in June has exacerbated dry conditions and accelerated the onset of fire
season in my state. Montana is not alone in facing an above normal potential for wildland fire
this season, as dry conditions persist throughout the Pacific Northwest, from Alaska to
California. Beyond short-term trends, the West faces challenges from insect and disease
infestations, buildup of hazardous fuels, and climate change that can increase the severity and
complexity of wildfire.
‘The federal government plays a critical role in wildfire preparedness, response, and
subsequent restoration on both federal and non-federal lands. I applaud steps that the
Department of the Interior and Forest Service have taken to ensure personnel, equipment, and
aviation support can mobilize quickly to respond to wildfires. Interagency coordination is key,
as is continued engagement with local communities and states and private and
owners. Approximately 40 percent of acres bummed in wildfires last year affected state, local or
privately owned lands. Cooperative fire protection agreements, technical assistance, and FEMA
disaster assistance are important sources of federal support.

Guards in case their service is requested. Seamless coordination within the National Multi-
Agency Coordinating (NMAC) Group will ensure that these important resources are made
available as soon as possible to assist civilian resources that are stretched thin, Whether through
fixed-wing Modular Airborne Firefighting Systems-equipped Guard and Reserve aircraft or the
use of National Guard helicopters, Department of Defense aviation assets are a critical
component of wildfire fighting.
Congress, of course, plays a central role in ensuring these agencies have adequate
resources to protect our forests and local communities. I will continue working to enact the
bipartisan Wildfire Disaster Funding Act, which would treat wildfires like other natural disasters
while freeing up more resources for the Forest Service and Department of the Interior to
undertake land management activities that promote forest health and reduce wildfire risks.
