Dear Secretary Johnson and Director Saldatta:
I write today to request your urgent attention to a very serious incident in my district.
Last month, Jean Jacques, a Haitian national, was arraigned for the brutal murder of Casey
Chadwick, a 25-year old resident of Norwich, Connecticut. This shocking crime occurred only
six months after Jacques was released afier serving 17 years in prison for a convietion stemming
from a 1996 shooting that lefi one person dead and another injured.
Even more troubling, however, is the fact that Jaeques* criminal and immigration status should
have triggered his deportation following release from prison. Like the Norwich community, | am
deeply troubled that Jacques was released without further action by the U.S. Department of
Immigration and Customs Enforcement.
Given the severity of the situation and the serious questions raised in this case, I urgently request
a meeting with you as quickly as possible to receive a full explanation of ICE’s action, or lack
thereof, in this matter.
