312-119, to add $8 billion to the Highway
Trust Fund to keep it solvent through
December 18 while GOP leaders in Congress
continue to search for new, long-term
revenue to fund road and transit construction.

Democrats Highway Plan: The House


defeated, 185-244, a Democratic bid to
establish a $40 billion, six-year road and
transit building program in HR 3038 (above).
A yes vote backed an infrastructure plan
funded mainly by cracking down on firms that
relocate abroad to avoid U.S. taxation.

California Water Dispute: The House voted,


245-176, to alter California and federal laws
and pacts for allocating San Joaquin River
water in a way that directs more flow to
agriculture and less to the benefit of
conservation and fishing interests. A yes vote
was to pass HR 2898.

Water for Drinking, Firefighting: The House


defeated, 183-239, a Democratic bid to
prevent HR 2898 (above) from reducing the
quality and flow of water in California in a way
that would imperil drinking water or diminish
supplies needed to fight wildfires. A yes vote
backed the motion.

Elementary, Secondary Education: The


Senate passed, 81-17, a bipartisan bill that
would authorize $24 billion per year through
2020 for U.S. elementary and secondary
education while diminishing federal control
over how that money is to be spent. A yes
vote was to pass S 1177.

Title I Portability: The Senate refused, 45


-51, to allow Title I funding allocations to
move with students when they transfer from
poor districts to better-funded public schools.
A yes vote was to add portability to funding
that has always been targeted to helping

In the week of July 20, the House will take up bills on environmental
regulation of coal and uniform labeling of genetically engineered foods,
while the Senate will debate funding of the Highway Trust Fund.
