Answer one (1) question from Section 1 and three (3) from Section 2 © Each question will carry 25 marks. © Answers to each question should be written on separate answer sheets, as each will be marked by a separate examiner. © Write your Index Number and relevant Question Number clearly on top of each answer sheet. © It is important that you write question numbers to which you have answered in the cage provided on the cover page. © Pay attention to legibility, grammar, spelling, and punctuation marks, in addition to the relevance, organization and style of presentation. © Answers to all questions should be in essay form, unless otherwise specified in the relevant question. © Rough work (if any) maybe embodied in the answers, but should be struck out with a single line. Page 1of 4 “B" Paper, March 2015 ~ The Engineer in Society SECTION 1 Question 1: ‘The IESL Act No.17 of 1968 declares ten Objects of the Institution, six of which are given below: a) To help in the acquisition and interchange of technical knowledge by reading of original communications and discussions thereon, by establishing and maintaining technical libraries, publications on matters of professional interests and any such other means; b) To promote the study of engineering and to encourage original research with a view to facilitate the scientific and economic development and the conservation of the resources of Ceylon; c) To conduct examinations qué jing for membership of the Institute, to test the competence of persons engaged in engineering and to grant certificates of competence; d) Toassess the eligibility of candidates for admission to the various grades of membershij e) To give the Government and other public bodies and others the facilities for conference with and ascertaining the views of engineers as regards matters directly or indirectly affecting engineerin; f) To encourage and assist in the settlement of disputes by arbitration and to nominate arbitrators and umpires; Choosing any four, comment on whether the IESL has met these Objectives, whether they have fallen short of the Objective, what needs to be done to meet the Objective and how the Engineering profession can be developed/strengthened by these Objectives. Question 2: In the event of a violation of the IESL Code of Ethics being reported, outline the steps available to the Council to investigate the alleged violation. [As a responsible member of society engaged in a responsible job and also you as a Corporate Member of the IESL, and having knowledge of an alleged violation of professional conduct by a member of your organization in a superior post, enumerate the steps you would take to remedy the situation. Page 20f4 “B” Paper, March 2015 ~ The Engineer in Society SECTION 2 Question 3: a) The Government of Sri Lanka reduced the price of petrol by Rs.33 per liter while the price of diesel was reduced by Rs.17 per liter. Discuss the beneficial and adverse effects you would expect to observe as a result of implementation of this measure, focusing particularly on final and intermediary consumption sectors and also on public and external finances. b) Examine the steps that could have been taken if the Government intended to minimise the above mentioned adverse effects. ©) “A cost based standard pricing formula should be implemented in order to make transparent the process of petroleum product pricing”. Critically appraise this statement while highlighting the opportunities and rigidities that are likely to be confronted with as a result of resorting to such a price formula. Question The daily electricity demand curve of Sri Lanka shows remarkable variation between the day time load and the night time load. It indicates a flat day load and a high peak load during the evening peak hours. The inexpensive base load plants such as Lak Vijaya Power Station(LVPS) in Puttalam is not easily be fully despatched during the day time and also expensive peak load plants have to be despatched during the night peak due to the nature of the load pattern of Sri Lanka. Analyse and explain the initiatives which could be taken to fully despatch the base load plants and to keep off the expensive plants from the system for the emergency operations Question Briefly describe the motivators and the de motivators that are commonly found in any organization. How would you apply leadership principles and management principles in dealing with these factors please use examples to explain the above. Question Distinguish between the Management of Technology and the Technology of Management. Give three examples of the latter where an Emerging Technology transformed the industrial landscape of the world. Identify the key focus of each technology. Question 7: What are the important issues in SL-Indian relations in the current situation under the regime of PM Narendra Modi which affect our vital bilateral relationship? Page 3 of 4 “B" Paper, March 2015 ~ The Engineer in Society Question 8: In Year 2014, Sri Lanka experienced worst water shortage in all parts of the island in the last fifty years. Engineers in Water Sector played a vital role to equitably distribute water for drinking while ensuring water for existing crops despite the criticisms of farmers and general public. Integrated Water Resources Management is a worldwide accepted tool to ensure water for all sectors. Discuss the importance of management of surface water and ground water in Sri Lanka taking in to consideration the water availability and demand for future development and how does principles of Integrated Water Resources Management (IWRM) and water policy affect sustainable management of water for development. Question 9: Describe how engineers could gain recognition in the society and thereby the people of the country by contributing positively to the needs of the society. Discuss this issue with few ‘examples from your own experience. Question 10: Give a brief description of road network of Sri Lanka and their management system. What are the issues and problems with the present road network? Explain the expressway network development of the country at present and give your suggestions for improvement if any. Question 11: “Being a developing country and also an island nation, Sri Lanka is very much vulnerable to climate change impacts” Explain the above statement, describing the main activities that cause changes in climate and the impacts of climate change and mitigation of such impacts Question 12: Discuss in detail the System Certification and Product Certification giving appropriate examples of Sri Lankan applications Question 13: Increasingly ICT is playing a vital role in our society. Suggest three (3) ground breaking solutions using ICT to elevate sectors like education, social awareness, services, law and order, family unit, work environment, or any other sector you could think of. Explain in detail your concept as if you were submitting your proposals to relevant Sector Heads (Minister/ Director / GM / CEO). Page 4 of 4
