1.0 SECTION – 1: INTRODUCTION

ONGC Petro Addition Ltd. (OPaL) is setting up a new petrochemical complex based on
ONGC’s conceptualized synergistic forward integration into petrochemical business by
setting up Dual Feed Cracker Unit based upon rich hydrocarbon components (C2, C3 and
C4) to be extracted from LNG at Dahej along with Naphtha from its own Uran & Hazira
Plants.
The subject petrochemical complex of ONGC shall consist of DFCU of around 1100
KTPA capacity to crack C2, C3, C4 and Naphtha feedstock to produce maximum polymer
grade Ethylene & Propylene as petrochemical feedstock to downstream basic upcoming
polymer units of LLDPE, HDPE, PP, Styrene Butadiene and Rubber (SBR). The plant
will also produce other hydrocarbon products such as pyrolysis gasoline, 1-3 butadiene
and benzene.
This DWST tanks, - each capacity – 24,000 m³ Full Containment Type Double Wall
Refrigerated Ethylene Storage Tanks are meant for storage of Ethylene in cryogenic
state for uses in need.

This document sets out the process design, pre - bid engineering, detailed engineering,
analysis, supply of materials, construction, testing, commissioning etc. complete along
with allied works related to all civil, structural, tankage, mechanical, piping, electrical,
instrumentations, testing, commissioning etc. complete as a EPC contract within the
specified B/L of the plant area as indicated in the tender scope as per tender
specifications, Indian 7 International standards, codes, specifications etc. complete,
taking care for HSE measurements prevailing in India and guidelines given by the central
and state’s regularotory boards / agencies.
2.0 SECTION – 2: DOUBLE WALL ATORAGE TANK (DWST)

Double Walled Storage Tanks known as Cryogenic Storage Tanks are meant for low
temperature storage of liquid hydrocarbons. The tank can store products at temperatures
as low as - 51° C and below; cryogenic systems store liquids at temperature as low as –
268° C.Liquified gases including ethylene, butadiene, butane, propane, propylene,
ammonia, chlorine, carbon dioxide, LNG, LPG, oxygen, nitrogen 7 hydrogen can be
stored in such tanks in bulk quantities. Cryogenic temperatures include any temperature
of about - 40° C and lower. Generally, LNG is store in double walled storage tank,
usually circular cylindrical fixed roof tanks. The inner tank primarily contains the low
temperature LNG in cryogenic state while the outer tank holds insulation in place in
between the shell walls and protects the contents of the inner tank, in case the inner tank
fails. Insulation from outer tank is also designed to provide a secondary containment of
LNG in case of extreme situation of any failure. An earthen dyke either lined or simple is
also provided in some cases for localizing the spill off in such extreme cases. Typical size
of LNG storage tanks vary from 80,000 to about 1, 60,000 m³ capacity (0.5 to 1.0 million
barrels).
These tanks may be Double Walled Steel tanks or Composite Concrete & Steel tanks.
The Double Walled Steel tank normally store products at - 33° C and colder. The double
walled steel tanks provide the best possible insulation and offer excellent fire resistance,
wind protection and vapor barrier integrity.
The Composite Concrete & Steel tank features concrete outer shell that provides
additional protection against damage and offer containment in the unlikely event of tank
leakage. This type of tanks is mostly used for storing LNG. These tanks are generally
designed with several foundation, shell and containment configuration. (Note: this basic
foundation design is usually done by the specialist tank agency, in our case M/s. TGE,
New Delhi).
3.0 SECTION – 3: SCOPE
The project scope involves the all complete but not limited to the process design,
pre - bid engineering, detailed engineering, analysis, supply of materials,
construction, testing, commissioning etc. complete along with allied works related to
all civil, structural, tankage, mechanical, piping, electrical, instrumentations,
testing, commissioning etc. complete as a EPC contract within the specified B/L of
the plant area as indicated in the tender scope as per tender specifications, Indian &
International standards, codes, specifications etc. complete, taking care for HSE
measurements prevailing in India and guidelines given by the central and state’s
regularotory boards / agencies.
