Letter from the Management

Greetings, members of the Chelsea board for Transfers at the Transfer Policy Meet of the
English Premier League, Genesis Model United Nations 2015! Weve just come off being
crowned the champions of the Barclays Premier League this season, and I convey my
heartiest congratulations to all of you and appreciate the effort youve put in from your
respective arenas of work. Celebrations are a must, but theres a lot still to be achieved
and targeted for next season. There are certain key areas that are lacking in the team
which need to be addressed, and positions which require replacement. It is for this reason
that we have called for the convening of the Transfer Policy Meet of Chelsea F.C. for the
season 2015-16. This meet shall convene on 1 June, 2015.
This committee will be unlike any of your prior MUN experiences, even if theyve been in
committees such as the FIFA or the UEFA. The requirement from each member in this
committee will not only be of research and a clear understanding of the working of the
club and the transfer market, but a passion for the game of football itself. Without such a
passion, the purpose of the meet will stand defeated.
As far as the rules of procedure go, the senior management shall detail certain aspects of
the rules of procedure, but understand that the procedure is completely up to the
committee to modify and use in order to best suit the situation. There will only be a rough
structure of procedure provided, within that structure, the members will be free to
pursue their decided courses of action. Also understand that you will not be marked on
procedure in this committee, and procedure will serve only to guide the flow of debate
and help in maintaining a reasonable level of formality in the proceedings.
Apart from this, we would love if each one of you goes back home having learnt something
new in the process and having served to increase your passion for the beautiful game. Try
and make the best of an opportunity to interact, debate, rationalize, and most
importantly, learn from this committee.
A detailed policy statement will be required to be submitted by every member on
adi_hp10@hotmail.com by the 31st of August, 2015. This policy statement will outline your
portfolios expectations from the committee, and your portfolios philosophy regarding the
club and the transfer situation. Please note that the submission of this policy statement is
compulsory, and should not be less than 500 words.

Procedural Guide
There will be no set hierarchical structure. The manager will moderate the committee
proceedings. Establishment of managers veto will be by committee discretion. The
passage of any substantive decision will require a 2/3rd majority, and cannot be overturned
by anybody except communications from Roman Abramovich. Manager and Club Secretary
will be part of substantive debate, but in the form of questioning and committee
guidance. The committee will have the following structure of debate:
1. Round Robins: Each member gets the right (not obligation) to speak for a time
period set by the committee.
2. Private Sessions (Unmoderated caucuses)
3. Public Sessions (Press Conferences): Statements made to the press, may be
individual, joint or singular.
4. Opening Sessions (Whenever there is a time lapse and a change in date): These are
in essence a General Speakers List in which the members are required to present
their policies for the current session.
All formal sessions will be open to cross questioning. There are no set time limits for total
or individual times. The members will be required to provide strategy papers not only
before the conference but also at points during the conference. Internal communications
will be through memos and chits.
The committee will focus on four main aspects, i.e.,
1. the immediate transfer window and their requirements,
2. the youth squad,
3. the existing squad and its contracts,
4. The functioning of Chelsea as an overall club.
Members are requested to note that procedure may be amended at any point of time
during the meeting. Points of Personal Privileges, Points of Enquiry, Points of Orders and
Point of Information are all in order.
Formal documentation will be in the form of directives sent to the relevant authority to
take a certain action. For example, if the committee decides to offer a contract extension
to one of its players, the formal documentation will be a directive forwarded to the Player
Liaison Officer specifying the action taken and the details of the contract extension to be
offered.
Members may also note that they will be allowed internet access during committee, and
that theyre requested to carry laptops or tablets which will allow them to do so. Internet
access will be provided fully during the discussion of transfer targets. However, in other
sessions, members are given the right to raise a motion to introduce a research session
on a specific topic with a specified time limit, in which they will be allowed to access the

internet and research about the nominated topic in order to make debate after that
session productive.

How to go about the TPM

This guide will act as a basis for your research and will in no way serve to fulfil your
research. Our aim will be to inform you the kind of tools and instruments you would
require in this committee, the researching, understanding and acquisition of those tools
shall be your responsibility.
Research for this committee will not be available directly on the internet, but will have to
be deduced, analysed and understood. The sources will include but will not be limited to
newspaper articles, blogs, editorials, statements, past actions, match reports, club
reports and self-analysis. Remember, everything counts! So even if it is something as
simple as Chelsea losing a match to a certain team last year in the UEFA Champions
League, your job will be to deduce the reasons behind the same and work towards
plugging the hole.
Following is a list of areas and questions that will serve as a base for your research.

1. Club and Managers Policies

Essential to any club is a single policy that runs throughout which guides thinking
and helps in evaluating options. This policy is not only on the club level, which is
enshrined in its history, attitude of the owners and the board, and ideals, but also
at a managerial level, which serves as the clubs policy during the tenure of that
manager. So Jose Mourinho has a specific policy when it comes to different aspects
of managing a club, and the functioning of the club hugely depends on the manager
and his philosophies.

Policies are also of different types. There will be a specific playing philosophy
which guides the clubs playing style. For example, tiki-taka of Barcelona is
famous worldwide for its uniqueness. This playing philosophy of a club can be
better understood by viewing and analysing the team in action, which would
provide you with an insight into not only the broad playing style but also specifics.
So therein, questions such as, does the team focus on counter-attacking football,
does the team play a lone striker, does the team play aerial balls, does the team
believe in long or short passes etc. can also be answered. The understanding of this
policy is essential because it would guide thinking on evaluating players for the
club, based on the specific piece of the jigsaw they contribute to in completing the

team as a whole. The sources to learn about the same would be from analysis by
football pundits, articles online, or self-analysis by watching the team in action.
The right task to do would be to draw up a sheet of specific tactics employed in
different areas of the field and then write down the qualities which the club looks
for in players playing at different positions. For example, Chelsea tries to get a
striker who can function as the lone forward and can also dominate in the air to
facilitate counter attacks. The signing of Didier Drogba was testimony to that
intent.

Clubs also have specific transfer and youth squad policies. These determine the
aims of the club in the transfer market. Does the club aim for marquee buys or
does it focus on cheap buys which hold potential? Does the club look to build a
young squad or age isnt a necessitating factor in its calculations? Is the club willing
to spend huge amounts on a player? This policy also works the other way, which
details the clubs responses to transfer requests it receives, and players it wishes
to sell. The determinant for the same can be financial (making a profit or getting
an expensive player off the wage books) or technical (doesnt fit the clubs future
policies, not responsible, injury-prone). This also includes the question of the
clubs ideal squad size. The sources for the deduction of this information is the
editorials and club statements, past deals struck by the club under the managers
tenure, responses to transfer offers, responses to struck deals etc. This would also
include the clubs policy on loans. Clubs expectations and responsiveness towards
the youth squad in terms of number of players signed up for the senior squad,
number of players loaned, types of players chosen etc. will also be a necessary
part of deliberations.

The suitability of a certain player will be focused on comprehensively, and the

burden of proof will lie on the committee to prove or disprove why a certain player
fits or does not fit. This may involve analysis as to the specific footballing qualities
the player brings on the table, his off-field behaviour, his alignment with club and
manager policies among other things.

The clubs financial policy is also of utmost importance. What budget does the club
hold, what does it statement of accounts reveal, what is the position of the club as
far as the regulations of the financial fair play system goes, what is the wage
budget for a certain player, the player rosters and contracts, are all pertinent
points that need to be researched on and understood. The sources for this would
include the clubs annual reports, financial structure of the club, revenue sources
of the club in the form of ticket sales, shirt sales, sponsorships etc. and an analysis
of the clubs expansion policies. Deloittes Annual Review of Football Finance
should also be looked at and studied in depth.

2. Analysis of Player playing styles and skills

Something which will contribute to not only identifying potential targets for
transfers but also for determining whether an existent player is to be offered a
contract extension or not is an analysis of the respective players style and his
footballing skills. We expect you to come researched about the specifics of every
single player on the clubs roster as of 1 June, 2015 and also having identified your
potential transfer targets after analysing their playing styles.

Playing styles are determined through match analyses and reports, editorials and
articles about specific players, and press releases. For example, Frank Lampard
was seen to have the skill of creating plays in the attacking third, but also for his
defensive abilities. Similarly, Hazard is known for his pace, attacking intent,
dribbling skills and finishing skills.

Players are also analysed from other perspectives, such as creativity, or

adaptability. Ramires, for example, is known to be comfortable with positions of
defensive midfield and also of attacking midfield. David Luiz doubles up as a
defender and a central midfielder. Other factors which may be involved may be the
stamina of the player, intent, or in case of a goalkeeper, mental strength etc. What
is expected of you is not only to draw up a list of required skills which needs
addition to the squad in order to plug any loopholes, but also to analyse the
current playing style and skills of the squad as a whole.

3. Club branding and positioning

Something that often plays a huge decisive role is the impact of a decision on the
clubs branding and positioning, in terms of marketing. For example, the purchase
of Ronaldo by Real Madrid was equally important in terms of the publicity that it
gave to Real Madrid. You will have to analyse the clubs current image and also
decide on whether a certain decision needs to add to this image or be in line with
this image. If the committee decides that a change is required, it would have the
burden of proof to prove the necessity of that change and then go about
deliberating the change.

4. Working and Procedure of the Transfer Market

It is important to understand how transfers actually work in the premier league and

proceedings in greater detail and gain a complete knowledge of the rules,

regulations, nuances and steps.

5. Laws of the Game

An in-depth understanding of how the game works on and off the field will be
required to excel in this committee. For example, an ideal member would know
both the role that a Right Winger is supposed to play on the field and also the FIFA
regulations governing the status and transfer of players. Hence, an understanding
is sought for the legal aspects of the game such as player contracts, financial fair
play etc. and also of the technical aspects of the game such as tendencies of
players (plays too deep crosses, remains in an offside position, caught out of
position many times etc.). To understand the legal aspects of the game, a quick
search online would yield comprehensive results and the members are expected to
be aware of the same, if not in detail then in rough understanding.

6. Player Valuation Systems

There is no clearly defined system of valuing players in the transfer market and on
their contracts. However, professionals have carried out researches and theses on
the subject of economics of player valuations, and two of them have been linked
below. You are expected to go through them, understand them and determine their
applicability on Chelsea F.C. and the specific situations that may arise during the
meeting.

7. Miscellaneous

Members are also required to know in brief about the competition for the club in
the next season. This would mean an analysis of the 19 other clubs of the Barclays
Premier League, as well as the competition which would be faced in the UEFA
Champions League (player performance on English and European grounds is a factor
which comes into consideration here).

Members are also expected to research about official fan clubs, fan positions,
opinion about the club, rumours related to the club, and other factors which affect
the image of the club.
