ATSAP Briefing Sheet

Please post throughout your facility, and utilize the subject and
lessons learned during crew briefings as a method to raise February 12, 2010
awareness within the workforce.

NORDO / NORAC
One of the purposes of ATSAP is to measure how successful or
effective a specific mitigation has been after it was implemented.
Recently mitigations were put in place concerning NORDO/NORAC
aircraft to ensure compliance with FAA Order 7110.65 10-4-4.
The immediate mitigations require controllers to adopt an
individualized technique to provide a visual indication of the
communication status of an aircraft under their jurisdiction. These indicators can include, but
are not limited to: Dwell Lock, Checkmark in URET box, Use of Cardinal Position, Flight
Progress Strips, Use of Differentiating Leader Lengths, Use of the URET Special Posting
Area, Highlighting Aircraft in URET Display, and Use of Manual Sorting on the ACL.
Long term mitigations identified include solutions that will place a visual indication of the
comm. Status on the DSR display.
FAA Order 7110.65 10-4-4e
If radio communications have not been (re)established with the aircraft after five minutes,
consider the aircraft’s activity to be possibly suspicious and handle the flight per FAAO JO
7610.4, Hijacked/Suspicious Aircraft Reporting and Procedures.

Bottom line is - Have the implemented mitigations been effective? How can they be
improved? Are they a distraction?
