SBCSC overview:
SBCSC stands for South Bend Community School Corporation.
SBCSC believes that they cant achieve excellence in everything they do without the
commitment, dedication and discipline of all community stakeholder entities.
SBCSC mission is In partnership with students, families and community, SBCSC provides the
respect, encouragement and support every student needs to attain the knowledge and skills
necessary for post-secondary success
SBCSC vision is SBCSC will be the communitys choice for exceptional education with expert
staff and exemplary programs that engage our diverse students in quality learning and equip each
one, academically and personally, to thrive in and shape a changing world.
Dr. Schmidt stated that the national economic downturn started in 2008 continues to affect state
and local funding for schools and other services. The financial pressure is expected to continue
indefinitely. For SBCSC this has resulted in reduced funding, tighter budgets and a reduction in
force (p. 5).
SBCSC provided training program to help employee to achieve their goals in becoming
excellence in education. They committed to Choosing to Be Exceptional as each child graduates
from high school is prepared for college and career. To achieve their goal, they will increase their
investment in effective teaching. They set their goals for excellence and created a strategic plan.
This guided plan will reflect on what SBCSC wants for students, staff, program, parent, and
community partners, support operations and culture.
First SBCSC did a two-day strategies planning facilitated by Sharon Cox of Synergetic
Leadership Group, Inc. in August. SBCSC Board of Trustees and Superintendent of schools
discussed the approach to planning and reviewed an analysis of prior community and staff input.
This plan for learning with employee will continue for the next three years.
Audience & Context:
The audience are SBCSC staff. The staff include administrator, all grade level teachers, and
technology instructional designers. This training will be continue to provide teachers and staff to
be working for excellence in teaching for all schools. This training will be delivered in quarterly
basis until improvement in schools are seen or teachers developed well action plan for their
students. The improvement will be as higher scores for state tests and improvement in progress
reports. The training will focus on implementing the strategic plan. This training will offer in the
evening during the weekdays and also may have weekend options. Each school will have their
own training. The Principal will collect the information about training time from teachers and

decide

Measurement Instrument & Procedures:


The four levels of Evaluation from Kirkpatrick model will be use to evaluate the effectiveness of
the training program. Appendix A is a reaction sheet to evaluate the training program. Appendix
B is a questionnaire to measure participants knowledge and collect information if this training
will be needed for the same school again. Also, teachers should create Action Plan to show what
steps they will use to improve students learning and achieve their Goals. The questionnaire for
reaction will be given at the end of the training and collect in the same time. The questionnaire
for measuring participants learning will be send as an e-mail to teachers with learning rubric as
well and it should be return back in a week. Teachers will be given four week period frame to
submit their action plan to the corporations. Teachers has to fill out every month action plan form
and submit it to principal. Principal will conduct classroom observation to insure that action plan

is working for all teachers. Evaluating level three behavior will be conducted by sending
behavior questionnaire after 30 day. Also, it will be followed by another behavior questionnaire
after 90 days and one year. Level 4 data collection will be test result improvement. Test result
will be collected before and after training to compare and confirm result.
Processes and Timeline:
A detailed evaluation Gantt chart is provided in Appendix H.
First SBCSC did a two-day strategies planning facilitated by Sharon Cox of Synergetic

discussed the approach to planning and reviewed an analysis of prior community and staff input.
This plan for learning with employee will continue for the next three years. Review and redesign
the strategy plan was developed on 9/3 & 9/4 with SBCSC Board of Trustees. The draft of
evaluation plan was created by Heba Said on 9/8/ 2014. The final draft was stablished on
9/18/2014. The training will started on 9/19/2014 as first day of training.
Level 1 evaluation reaction survey was developed and created on 9/19/14. Level 2 evaluation
was created in three days stated on 9/22/14 for the learning questionnaire. Then on 9/23/14 the
action plan form was created. On 9/24/14 the Action plan Rubric was created. On 10/2/14 the all
level instrument were submitted by Heba Said to the SBCSC Board for review and approval. On
10/6/14 the interview questionnaire for result will be conducted.
Then next step will be data collection. Staring on 10/13/14, level 1 & 2 will be collected. Both
level will take around 10 days. Level 3 30 days questionnaire will be send by e-mail on
10/13/14 and teacher has five days to fill out and e-mail it back. On 10/20 the 30 days
questionnaire will be collected and reviewed for behavior change. On 1/19/2015 90 days
survey will be send to teachers by e-mail. 1 year later, I will send the same survey by e-mail on
10/19/14 and teachers have 5 days to e-mail the survey back to me. The purpose of 90 days and
one year survey is to check in trainee behavior and the effectiveness of the training program.
Also, this will help me the redesign and modify the training program to meet our goal to be
exceptional.
Level 4 data analyzed will be on 11/3/14 for level 1 & 2 and it will take 5 days. Then the 30 days
survey for level 3 will be analyzed. Level 4 data analyzed will be on 11/10/14 and will take four
days. The 90 days and 1 year survey will be analyzed after they are back and added to the final
report. On 2/2/15 the draft of final report will be conducted. And between 11/2/15 and 2/6/15 the
final report will be written, reviewed and submitted to the SBCSC Board and administration.

Reporting:
After the training is finish, the instructor will collect the reaction sheet from all participants. The
information on that sheet will help in determine if the training effective to some actions are
needed. The reactions sheets will be submitted to the superintendent to review and approve
changes to the training. After the learning sheets return to the corporation, the superintendent will

check teachers learning from the training. If learning is not develop, then she will make final
decision on when this training should be in that school again. The principal will collect data on
students achievement and teachers Action Plan to determine where is that school at the
objectives of training and if they met their goals or they need more training for teachers. Then
the principal will submit final report to the corporation and the trustee board. SBCSC will
continue monitoring, assessment, and feedback for improvement and success. Level 3
questionnaire will be collected and analyzed to find out change in teachers behavior. If teacher
show no change or they did not willing to take action, then a new training for that school should
be developed. Level 4 data will be collect and analyzed four time a year. Each report period, data
will be collected and analyzed to compare student grade from testing. Also, school principal will
conduct classroom observation to observe students development as result of the training and
data will be collected and analyzed at report card period.
