FACTS:

Petitioners, retired Justices of the Supreme Court and the Court of Appeals, are receiving monthly pensions under RA 910 as
amended by RA 1797.
(Apparently through misinformation) then Pres. Aquino vetoed a provision in the GAA for FY 1992 relating to the adjusted
pensions of the retired justices, which had long been in effect and upheld by the Supreme Court
Office of the Solicitor General claims that removal of special privileges granted by law to former Justices o Is to eliminate grant
of distinct privileges or preferential treatments o That paying off public funds to individuals already leading private lives & have
ceased performing public service constitute robbery
